HomeMy Public PortalAbout01-07-1985 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, JANUARY 7, 1985 1 The Common Council of the City of Richmond, Indiana, serving as a Board in 2 charge of the operation of the Richmond Power & Light Plant, met in regular 3 session January 7, 1985 at the hour of 7:00 P.M. in the Municipal Building 4 in said City. Chairperson Morris presided with the following members present: 5 Councilpersons Elstro, Williams, Brookbank, Hankinson, Whitesell, Parker, 6 Bodiker and Lemoine. Absentt. .cNone.l. The .following business was had to-wit: 7 8 APPROVAL OF MINUTES OF DECEMBER 17, 1984 9 10 Councilperson Brookbank moved to approve the minutes of the previous meeting 11 as prepared, seconded by Councilperson Bodiker and on unanimous voice vote 12 the motion was carried. 13 14 APPROVAL OF BILLS, TRANSFERS AND INVESTMENTS 15 • 16 Councilperson Bodiker moved to approve bills already paid, transfers made 17 and .investments purchased, seconded by Councilperson Lemoine and on unanimous 18 voice vote the motion was carried. 19 20 Bills Already Paid: 21 Payroll of- Dec. 14, 1984 and 22 Dec. 28, 1984 and deductions 299,242.34 23 24 Transfers from Cash Operating Fund to: 25 Depreciation Reserve Fund 91,000.00 26 Cash Reserve' Fund 132,130.00 27 TotaL Transfers 223,130.00 28 III 29 Investments Purchased from; 30 Depreciation Reserve Fund 1,676,419.41 31 Utility Bond Reserve Fund 1,019,792.00 32 Cash Operating Fund 1,635,267.14 . 33 Cash Reserve Fund 598,675.45 34 Consumer Deposit Fund 50,000.00 35 Total Investments 4,980.154,00 36 • 37 Miscellaneous Bills Already Paid 1,196,718.60 38 39 Total Bills Already Paid 6,699,244.94 40 41 Councilperson Bodiker moved to approve bills in the amount of 1,136,702.30 42 for payment, seconded by Councilperson Lemoine and on unanimous voice vote • 43 the motion was carried. • 44 45 Grand total of all approved bills was 7,835,947.24. 46 47 REMARKS BY GENERAL CHAIRPERSON 48 49 Chairperson Morris thanked Councilperson Whitesell for an excellent year as 50 Chairman and complimented him for his good accomplishments. She stated that 51 committee assignments would be announced at the next meeting and any person 52 interested in a particular committee should contact her. 53 54 Chairperson Morris also stated she was forming a Citizens Advisory Committee 55 and she would announce more about this later. 56 57 UNFINISHED BUSINESS 58 59 Councilperson Whitesell shared an article with the Board from USA Today regarding 60 electric rates for the twenty-five (25) largest cities in the United States. 61 With the rate structures based on 500 kilowatt hours, the rates of Richmond 62 Power & Light would rank third lowest to residential customers. Rates for 63 500 KTH of usage for RP&L customers average 26.00 to- 30.00. 64 65 RP&L Minutes Cont'd January 7, 1985 Page 2 • 1 REPORT OF GENERAL MANAGER 2 3 Mr. Huffman expressed his thanks to the Board for the past years performance 4 and for allowing the management and staff of RP&L to operate a successful utility 5 in a successful manner. 6 7 Mr. Huffman stated that a check had been given to the City in the amount of 8 1,124,528.00 as payment in lieu of taxes. • 9 10 Mr. Huffman then addressed the Ordinance being presented to Council regarding 11 changes in the IMPA contract. He stated that these contractual changes addressed in 12 the Ordinance are in regard to the Capacity Purchase Agreement and will help 13 reduce costs to customers downstream. 14 15 In response to quest±onsiregardingfthe I&Mdratec_facrease. Andr its-affect..ori_RP&L, Mr. 16 Huffman explained that figures were used that were higher than necessary, but 17 not the highest figures .
