HomeMy Public PortalAbout12-03-1984 • PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOA.IU) IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, DECEMBER 3,1984 1 The Common Council of the City of Richmond, Indiana, serving as a Board 2 in charge of the operation of the Richmond Power & Light Plant, met : 3 regular session December 3, 1984 at the hour of 7:00 P.M. in the Municipal 4 Building in said City. Chairman Whitesell presided with the following 5 members present: Councilpersons Elstro, Williams, Brookbank, Bodiker, 6 Lemoine and Morris. Absent: Hankinson and Parker. The following 7 business was had to-wit: 8 9 APPROVAL OF MINUTES OF NOVEMBER 19,1984 10 11 Councilperson Williams moved to approve the minutes of the previous meeting 12 as prepared, seconded by Councilperson Brookbank and on uanimous voice 13 vote the motion was carried. 14 15 APPROVAL OF BILLS, TRANSFERS AND INVESTMENTS 16 17 Councilperson Bodiker moved to approve the following bills already paid, 18 transfers made and investments purchased, seconded by Councilperson Lemoine 19 and on unanimous voice vote the motion was carried. 20 21 Bills Already Paid 22 Payroll and deductions for 11/16/84 145,521.21 23 24 Transfers from Cash Operating Fund to: 25 Utility Bond Sinking Fund 69,688.53 26 Depreciation Reserve Fund 91,000.00 27 Cash Reserve Fund 285,884.00 28 Total Transfers 446,572.53 29 30 Investments Purchased from: 31 Depreciation Reserve Fund 185,566.00 32 Cash Operating Fund 938,427.47 33 Utility Bond Sinking Fund 139,377.08 34 Cash Reserve Fund 382,003.45 35 Consumer Deposit Fund 50,000.00 • 36 Total Investments 1,695,374.00 37 38 Miscellaneous Bills Already Paid 796,491.07 39 40 Total Bills Already Paid 3,083,958.81 41 42 Councilperson Bodiker moved to approve bills not paid in the amount of 43 642,099.59 for payment, seconded by Councilperson Lemoine and on unanimous 44 voice vote the motion was carried. 45 • 46 Grand total of all approved bills is 3,726,058.40. 47 48 REPORT BY CHAIRMAN • 49 50 Chairman Whitesell reminded the Board members of the work session on 51 December 5, 1984 at 7:00 P.M. at the Service Building for the 1985 budget. 52 53 The next regular meeting will be prior to the _Council Meeting on December 54 17, 1984 at 7:00 P.M. 55 56 REPORT BY GENERAL MANAGER • 57 58 General Manager Huffman told the Board of Directors that at the next 59 meeting he hoped to have some information concerning the adjustment of 60 the rate tracker regarding getting that corrected since there was a flaw 61 in the credit back from IMPA in the formula being used. 62 63 ' Mr. Huffman stated that Indiana and Michigan Electric Company has apparently 64 settled and the Public Service Commission has accepted the settlement 65 offer in the retail case and the 'settlement offer in turn will set a RP&L Minutes Cont'd December 3, 1984 Page 2 1 standard in the wholesale rate and hopefully something will be settled in 2 the wholesale rate later this month. 3 4 Chairman Whitesell asked Mr. Huffman about the problems with Condensor Unit 5 #1. Mr. Huffman stated that they hope to be able to get by until spring before 6 having to retube this unit, but they are going to purchase the tubes and have 7 them on hand in case they need them sooner. The Boiler Inspectors are now 8 looking at the unit and it will be brought on line tonight due to the cold 9 weather. 10 11 Chairman Whitesell asked Mr. Huffman about the progress of the substation 12 and Mr. Huffman replied that they are grading the area and hope to be able 13 to have the concrete bases poured and cured before extreme bad weather in 14 order to continue construction through the winter months. 15 16 Councilperson Lemoine asked Mr. Huffman if RP&L was continuing to visit officials 17 of local business and industry explaining the rate increases and Mr. Huffman 18 explained that they will continue to meet with these officials and that currently 19 they are going. over the flaw in the contract with rate tracking and will be 20 back with these officials to explain the contract and credit:on overpayment. 21 22 Chairman Whitesell asked the City Attorney to arrange a meeting with the Board 23 of Works, himself anithe RP&L Board of Directors for an update on the Cable 24 TV status. 25 26 Chairman Whitesell welcomed the Richmond and Centerville government students 27 in the audience and explained the role the Council plays as the Board of Directors 28 of Richmond Power & Light and invited them to remain for the meeting of the 29 Common Council. 30 31 ADJOURNMENT 32 33 There being no further business, on a motion duly made, seconded and passed 34 the meeting was adjourned. 35 36 Terry Whitesell 37 Chairman 38 39 ATTEST: Mary Merchanthouse 40 City Clerk 41 42 43 44 45 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65
