B. Roll Call
The City Council of the City of Tiffin, Johnson County, Iowa, met in a Special session
November 29, 2016 at 6:01 p.m. Mayor Steve Berner called the meeting to order. Upon roll
being called the following named council members were present: Jim Bartels, Al Havens
(Phoned in), Jo Kahler. Peggy Upton, Absent: Mike Ryan. Also present: City
Administrator/Clerk Doug Boldt, Building Official Brian Shay, City Engineer Ben Carhoff&
Jack Burnham, Attorney Bob Michael & Crystal Raiber, and other visitors.
C. Agenda Additions/Agenda Approval
Motion to approve the agenda by Upton.
Second by Bartels.
All ayes, agenda approved.
D. Communications and Reports:

1. Public Hearing on a Development Agreement between the City of Tiffin and TAT, LLC
a. Close Public Hearing and Proceed to H-1
Motion to open public hearing by Kahler.
Second by Upton.
Roll Call: Upton, Bartels, Havens, Kahler. All ayes, public hearing opened at 6:02pm.
No public present to speak, and nothing received at City Hall.
Motion to close public hearing by Bartels.
Second by Kahler.
Roll Call: Bartels, Havens, Kahler, Upton. All ayes, public hearing closed at 6:04pm.

1. Resolution 2016-072—Resolution Approving Development Agreement with TAT, LLC,
Authorizing Annual Appropriation Tax Increment Payments and Pledging Certain Tax
Increment Revenues to the Payment of the Agreement
Motion to amend Resolution 2016-072—adding on Page 4 section 3 "with Council approval."
By Upton. Second by Bartels. All ayes, resolution is amended.
Motion to approve amended Resolution 2016-072—Resolution Approving Development
Agreement with TAT, LLC, Authorizing Annual Appropriation Tax Increment Payments and
Pledging Certain Tax Increment Revenues to the Payment of the Agreement by Upton.
Second by Kahler.
Roll Call: Havens, Kahler, Upton, Bartels. All ayes, resolution approved.

Motion to Approve—No action taken.
2. Discussion and Consideration of Purchase of Pickup Truck for Building Official and
Council Action as Needed\
Motion to approve Purchase of Pickup Truck for Building Official by Kahler.
Second by Havens.
All ayes, motion carried.
3. Discussion and Consideration of Appropriating Annual TIF Debt Certification and
Council Action as Needed
Motion to approve Appropriating Annual TIF Debt Certification by Bartels.
Second by Bartels.
All ayes, motion carried.
