HomeMy Public PortalAbout11-05-1984 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, NOVEMBER 5, 1984 1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge 2 of the operation of the Richmond Power & Light Plant, met in regular session , 3 November 5, 1984 at the hour of 7:00 P.M. in the Municipal Building in said 4 City. Vice Chairperson Morris presided with the following members present: 5 Councilpersons Elstro, Williams, Brookbank, Hankinson, Parker, Bodiker ,and 6 Lemoine. 7 8 APPROVAL OF MINUTES OF OCTOBER 15, 1984 9 10 Councilperson Bodiker moved to approve the minutes of the previous meeting as 11 prepared, seconded by Councilperson Brookbank and on unanimous voice vote :the 12 motion was carried. 13 14 APPROVAL OF BILLS, TRANSFERS AND INVESTMENTS 15 16 Councilperson Bodiker moved to approve the following bills,already paid,. transfers 17 and investments, seconded by Councilperson Lemoine and on unanimous voice vote 18 the motion was carried. 19 20 Bills Already Paid: 21 Payroll and Deductions 10/19/84 151,573.85 22 23 Transfers from Cash Operating Fund to: 24 Utility Bond Sinking Fund 69,688.54 25 Depreciation Reserve Fund 91,000.00 26 Cash Reserve Fund 93,694.00 27 Total Transfers 254,382.54 28 29 Investments Purchased from: 30 Depreciation Reserve Fund 729,898.03 31 Utility Bond Reserve Fund 611,567.00 32 Cash Operating Fund 1,575,000.00 33 Utility Bond Sinking Fund 139,377.09 34 Cash Reserve Fund 289,082.78 35 Consumer Deposit Fund 50,000.00 36 Total Investments 3,394,924.90 37 38 Utility Bond Principal & Interest Payment 2,750.00 39 40 Miscellaneous Bills Already Paid 828,772.80 41 42 Total Bills Already Paid 4,632,404.09 43 44 Councilperson Bodiker moved to approve bills for payment in the amount of 45 1,057,277.21, seconded by Councilperson Lemoine and on unanimous voice vote the 46 motion was carried. 47 48 Total bills approved for payment was 5,689,681.30. 49 50 REMARKS BY VICE CHAIRPERSON 51 52 Vice Chairperson Morris reminded the Board of the meeting on November 26, 1984 at 53 7:00 P.M. at the Service Building. 54 55 RESOLUTIONS 56 57 RESOLUTION NO. 6-1984 58 5a Councilperson Elstro moved to suspend the rules and read Resolution No. 6-1984 by 60 title only, seconded by Councilperson Lemoine and on unanimous voice vote the motion 61 was carried. 62 63 The Clerk read by title only Resolution No. 6-1984 - A RESOLUTION APPROVING 64 COMPENSATION OF EMPLOYEES OF RICHMOND POWER & LIGHT AND MATTERS RELATED THERETO. 65 RP&L Minutes Cont'd November 5, 1984 Page 2 1 General Manager Huffman told the Board that this Resolution concerns the wage package 2 and other compensation for all employees of Richmond Power & Light including the 3 General Manager and those represented by the bargaining unit. 4 5 Councilperson Lemoine noted that a copy of Exhibit A had not been attached to 6 the Resolutions and since this lists the wages a copy will be forwarded to the 7 members of the Board. 8 9 The State Board of Accounts mandates that a Resolution confirm all employee wages 10 and other compensation. 11 12 Councilperson Bodiker asked if hourly employees need to be included in this Resolution 13 and Mr. Barden indicated that State Law is rather unclear and to be safe all employees 14 have been included. 15 16 Councilperson Hankinson moved for the adoption of Resolution No. 6-1984, seconded 17 by Councilperson Bodiker and on unanimous voice vote the motion was carried. 18 19 REPORT BY GENERAL MANAGER 20 21 Mr. Huffman reported that he had been to Washington representing IMPA along with 22 representatives of other Municipal Power Companies to set schedules for hearing 23 on the I&M rate increase. 24 25 ADJOURNMENT 26 27 There being no further business on a motion duly made, seconded and passed the 28 meeting was adjourned. 29 30 Lynn Nepote Morris 31 Vice Chairman 32 33 ATTEST: Mary Merchanthouse 34 City Clerk 35 36 37 38 39 40 • 41 42 43 44 45 _ 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65
