HomeMy Public PortalAbout10-15-1984 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, OCTOBER 15, 1984 1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of 2 the operation of the Richmond Power & Light Plant, met in regular session October III3 15, 1984 at the hour of 7:00 P.M. in the Municipal Building in said City. Vice 4 Chairperson Morris presided with the following members present: Councilpersons 5 Elstr.o., :Williams, Brookbank, Hankinson, Parker, Bodiker and Lemoine. Absent: 6 Chairman Whitesell. The following business was had to-wit: 8 APPROVAL OF MINUTES OF OCTOBER 1, 1984 9 10 Councilperson Hankinson moved to approve the minutes of the previous meeting as 11 prepared, seconded by Councilperson Brookbank and on unanimous voice vote the 12 motion was carried. 13 14 APPROVAL OF BILLS AND INVESTMENTS 15 16 Councilperson Bodiker moved to approve bills already paid and investments purchased 17 as follows, seconded by Councilperson Lemoine-and on unanimous voice vote the 18 motion was carried. 19 20 Bills Already Paid 21 Payroll and deductions 10/5/84 139,739.68 22 . 23 Investments Purchased from: 24 Depreciation Reserve Fund • 474,539.87 25 Utility Bond Reserve Fund 775,043.21 26 Cash Operating Fund 686,236.92 27 Total Investments 1,935,820.00 28 29 Miscellaneous Bills Already Paid 70,634.39 30 Total Bills Already Paid 2,146,194.07 31 32 Councilperson Bodiker moved to approve bills for payment in the amount of 44,489.87, 33 seconded by Councilperson Lemoine and on unanimous voice vote the motion was carried. 34 35 Total bills approved is 2,190,683.94. 36 37 REMARKS BY VICE CHAIRPERSON 38 39 Ms. Morris reminded the Board members that the next meeting of the Board would be 40 on October 22, 1984 at 7:00 P.M. at the Service Building. 41 42 REPORT BY GENERAL MANAGER 43 44 General Manager Huffman reported to the Board of Directors on the Energy Cost 45 Adjustment Factor. Mr. Huffman stated this is the increase or decrease passed on 46 /to customersand reflects changes that Richmond Power and Light has no control over 47 such as the upcoming rate hike being requested by Indiana and Michigan. 48 49 Mr. Huffman stated that AEP officials will be meeting in Washington to try/and 50 negotiate a settlement on that rate hike. Indiana and Michigan will be allowed 51 to increase their rates based on their filing and any portion found unwarranted by 111 52 the Federal Energy Regulatory. Commission will be refunded to Richmond Power & Light 53 and then to customers of Richmond Power & Light. 54 55 Mr. Huffman told the Board that residential rates will increase to11.20 per 1000 56 KWH and Indudtrial increases will ber10.39 per 1000 KWH. He stated that RP&L is 57 not the only utility receiving the increase and compared rates of RP&L to those of 58 ...
