IN CHARGE .OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, AUGUST 20,1984 1 The Common Council .of the City fo Richmond, Indiana, serving as a Board in charge of the 2 operation of the Richmond Power & Light Plant, met 'in regular session August 20, 1984, at III3 the hour of 7:00 P.M. , in the Municipal Building in said City. Chairman Whitesell presided 4 with the following members in attendance: Councilpersons Elstro, Williams, Brookbank, 5 Hankinson, Bodiker, Lemoine and Morris. , Absent: councilperson Parker. The following 6 business was had to-wit: 7 • 8 APPPROVAL OF MINUTES OF AUGUST 6, 1984 9 . 10 Councilperson Hankinson moved to approve- the minutes of the previous meeting as received, 11 seconded by Councilperson Morris and on unanimous voice vote the motion was carried. 12 13 APPPROVAL OF BILLS AND INVESTMENTS 14 15 Councilperson Bodiker moved to approve bills already paid, investments purchased and 16 interest and principal payments as follows, seconded by councilperson Hankinson and on 17 unanimous voice vote the motion was carried. 18 19 Bills Already Paid: • 20 . Payroll 8/10/84 & deductions' 147,976.71 21 . 22 Investments Purchased from: 23 . Depreciation Reserve Fund ' 5,348,436.00 24 Utility Bond Reserve Fund 125,457.43 25 Cash Operating Fund . 725,881.57 . 26 Cash Reserve Fund 118,390.00 27 Total Investments 6,318,165.00 III 28 29 Utility Bond Interest and Principal Payments . 5,868.75 30 31 Miscellaneous Bills Already Paid • 1315646.08 32 Total of Bills Paid • 6,603,656.54 , 33 34 Councilperson Bodiker: moved to approve unpaid bills in the amount of 283,742,36, seconded 35 by Councilperson Hankinson and on unanimous voice vote the motion was carried. 36 37 Grand total of all approved bills is 6,887,398.90. 38 39 REMARKS BY CHAIRMAN 40 41 Chairman Whitesell reminded the Board members that the next meeting would be at the 42 Service Building on August 27, 1984 at 7:00 P.M. - 43 . 44 STREET LIGHT REQUEST - 45 46 Councilperson Hankinson requested consent of the' council to proceed with a Street Light 47 Request at 318 Cedar Cliff Drive that had been turned in prior , but the petition had 48 been misplaced. By general consent of the Council this request will be considered with- 49 out the petition. 50 51 Councilperson Brookbank stated she had received a conplaint regarding the lighting on 52 the promenade and many lights being out. This complaint will be directed to the.Mall ill53 Maintenance. 54 55 REPORT FROM GENERAL MANAGER 56 57 Request to receive bids for one (1) 1985 pick-up truck 58 59 General Manager Huffman stated they are requesting to receive bids to replace a 1977 60 vehicle in the Meter Department. They would like to go to a small pick up with a cap 61 on the bed and would be using the old vehicle at the generating station rather than 62 trade it in. . 63 64 Councilperson Williams moved to set September 4, 1984 at 7:00 P.M. to receive bids for 65 one (1) 1985 pick up trcuk per specifications,seconded by Councilperson Elstro and on a • RP&L Minutes Cont'd August 20, 1984 Page 2 1 voice vote with Councilperson Lemoine voting no the motion was carried. 2 3 Indiana & Michigan Electric Company Report 4 5 General Manager Huffman stated that Indiana & Michigan has filed for rate increases, the 6 first increase being October 7, 1984 at a cost of 650,548.00 to Richmond Power & Light 7 and the second increase effective December 1, 1984 at a cost of 807,022.00 to Richmond 8 Power & Light. 9 10 The first increase reflects that Richmond Power & Light's rates are too low compared to 11 equivalent residential rates and the second rate reflects the cost of Unit #1 being put 12 into conunercial operation by I & M . The impact represents approximately a 26% increase 13 to Richmond Power & Light from I&M. The only current that will reflect the increase will 14 be the current purchased from I&M and not that generated by Richmond Power & Light. 15 16 Richmond Power & Light through the Indiana Municipal Power Agency will try and intervene 17 in this rate case and negotiate a settlement with I&M and this will probably not be settled 18 until the end of the year. 19 20 Mr. Huffman commented that in 1987 with Unit #2 going on line for I&M that another increase 21 can be expected. 22 23 Chairman Whitesell stated that he hopes Richmond Power & Light and IMPA vigorously opposes 24 this increase and is successful in defraying any or all of this increase. 25 26 ADJOURNMENT 27 28 There being no further business on a motion duly made, seconded and passed the meeting was 29 adjourned. 30 31 32 Terry Whitesell 33 Chairman 34 35 ATTEST: Mary Merchanthouse 36 City Clerk 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 52 • 53 54 55 56 57 58 • 59 60 61 62 63 64 65
