COUNCIL OF THE CITY OF RICHMOND, INDIANA SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, JULY 16,1984 1 The Common Council of the City of Richmond, Indiana serving as a Board in charge of 2 the operation of the Richmond Power & Light Plant, met in regular session July 16, III3 1984, at the hour of 7:00 P.M. in the Municipal Building in said City. Vice Chairperson 4 Morris presided with the following members present: Councilpersons Elstro, Williams, 5 Brookbank, Hankinson, Parker, Bodiker and Lemoine. Chairman Whitesell was absent. The 6 following business was had to-wit: 7 8 APPROVAL OF MINUTES OF JULY 2, 1984 • 9 10 Councilperson Parker moved to approve the minutes of the previous meeting as prepared, 11 seconded by Councilperson Hankinson and on unanimous voice vote the motion was carried. 12 13 APPROVAL OF BILLS, INVESTMENTS, BOND PRINCIPAL & INTEREST PAYMENTS 14 15 Councilperson Bodiker moved to approve bills already paid, investments and bond 16 principal and interest payments as follows, seconded by Councilperson Williams and 17 on unanimous voice vote the motion was carried. 18 19 Bills Already Paid: 20 21 Payroll and Deductions 6/29/84 145,977.60 22 23 Investments Purchased from: 24 - Depreciation Reserve Fund - 1,511,728.00 25 Utility Bond Reserve Fund 1,591,548.00 26 Cash Operating Fund 857,322.53 III27 Utility Bond Sinking Fund 210,311.47 28 Cash Reserve Fund 107,688.00 29 Total Investments 4,278,598.00 30 31 Bond Principal & Interest Payments 82,318.75 32 33 Miscellaneous Bills Already Paid 84,670.45 34 35 Total of Bills Paid 4,591,564.80 36 37 Councilperson Bodiker moved to approve bills to be paid in the amount of 348,779.50, 38 seconded by Councilperson Hankinson and on unanimous voice vote the motion was carried. 39 40 Grand total of all approved bills is 4,940,344.30. 41 • 42 NEW BUSINESS 43 44 Mr. Granville Foster of 221 North 12th Street questioned the policy of the Richmond 45 Power & Light regarding charging a deposit to customers with late payment records. 46 47 General Manager Huffman stated that the Board of Directors of the Richmond Power & 48 Light Plant adopted the Public Service Commission's guidelines regarding terms and 49 conditions of service and use these guidelines locally to be consistant with other 50 utilities. If bills are not paid timely the Richmond Power & Light can charge a 51 deposit in the neighborhood of a two (2) month billing. The deposits are returned 52 with interest after a one (1) year good payment record is established. 53 54 Mr. Huffman indicated that in order to be fair and non-discriminatory Richmond 55 Power & Light follows the policy of the Public Service Commission as adopted by the 56 Board of Directors. 57 58 Councilperson Williams commented that he had voted against the guidelines of the 59 Public Service Commission since it affects poor people not qualifying for Project SAFE. 60 61 ADJOURNMENT 62 63 There being no further business the meeting of the Richmond Power & Light Board of 64 Directors was adjourned by general consent. 65 Lynn Nepote Morris Vice Chairperson ATTEST: Mary Merchanthouse-City Clerk
