HomeMy Public PortalAbout07-02-1984 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, JULY 2, 1984 1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge 2 of the operation of the Richmond Power & Light Plant, met in regular session July 3 2, 1984 at the hour of 7:00 p.m. in the Municipal Building in said City. Chairman 4 Whitesell presided with the following members in attendance: Councilpersons Elstro, 5 Williams, Hankinson, Parker, Bodiker, Lemoine and Morris. Absent: Brookbank. 6 The following business was had to-wit: 7 8 APPROVAL OF MINUTES OF JUNE 18, 1984 9 . 10 Councilperson Hankinson moved to approve the minutes of the previous meeting as 11 prepared, seconded by Councilperosn Williams and on unanimous voice vote the motion 12 was carried. 13 14 APPROVAL OF BILLS, TRANSFERS AND INVESTMENTS 15 16 Councilperson Bodiker moved to approve bills already paid, transfers and investments 17 as follows, seconded by Councilperson Morris and on unanimous voice vote the motion 18 was carried. 19 20 Bills Already Paid 21 Payroll and deductions 146,826.76 22 23 Transfers from Cash Opersting Fund to: 24 Cash Reserve Fund 93,694.00 25 Depreciation Reserve Fund 91,000.00 26 Utility Bond Sinking Fund 69,688.53 III27 Total Transfers 254,382.53 28 29 Investments Purchased from: 30 Depreciation Reserve Fund 125,547.60 31 Utility Bond Reserve Fund 293,774.00 32 Cash Operating Fund 1,680,763.87 33 Utility Bond Sinking Fund 69,688.53 34 Cash Reserve Fund 216,500.00 35 Total Investments 2,386,274.00 36 37 Total of all other Bills already paid 798,440.72 38 Total of Bills Paid 3,585,924.01 39 40 Councilperson Bodiker moved to approve bills for payment in the amount of 786,796.21, 41 seconded by Councilperson Williams and on unanimous voice vote the motion was 42 carried. 43 44 Grand total of all approved bills is 4,372,720.22. 45 46 REMARKS BY CHAIRMAN 47 48 Chairman Whitesell reminded the Board that the next regular meeting of the Board 49 of Directors would be prior to the Council meeting on July 16, 1984. The next 50 meeting at the Service Building will be July 23, 1984 at 7:00 p.m. 51 52 DISCLOSURE STATEMENT OF COUNCILPERSON PARKER 53 54 Chairman ,Whitesell .read into the minutes the Disclosure Statement of Councilperson 55 Larry Parker regarding printing services in amounts not requiring the bidding 56 process for the remainder of 1984. 57 58 _ DISCLOSURE 59 60 Larry L. Parker in compliance with the terms of I.C. 35-44-1-3 (d) (1) through 61 (d) (6) does hereby under the penalty of perjury affirm: 62 63 He is duly elected member of the Cannon Council of the City of Richmond 64 and a member of the Board of Directors of Richmond Power & Light. 65 RP&L Minutes Cont'd July 2, 1984 Page 2 1 He is co-owner of Bumblebee Quick Print from which company the different 2 departments of the City of Richmond, Indiana proposes to purchase from time 3 to time printing services in serarate instances and in amounts so small as 4 to not be subject to bid procedure or require prior approval in ;each instance. 5 6 The numerous individual items to be included in such purchases are by reason 7 of such number not specifically identified herein but- I am prepared to make 8 specific disclosures as required. 9 10 This disclosure is intended to and shall apply to all such purchases during 11 the calendar year 1984. 12 13 /s/,Larry L. Parker 14 15 Filed with County Clerk 6.21.84 16 Submitted to State Board of Accounts 6/21/84 17 18 AWARDING OF BID FOR RE-ROOFING OF SERVICE BUILDING 19 20 General Manager Huffman informed the Board that the bids for the re-roofing of the 21 service building has been reviewed by the consulting-egineers and the staff of Richmond 22 Power & Light and they recommend the lowest bid which they also feel is the best bid. 23 The lowest and best bid is that of Trinidad Asphalt Roofing Co. , Inc. of Anderson, Ind. 24 Bid Price is 91,950.00 with insulation being .84c per square foot. 25 26 Councilperson Bodiker moved to award the re-roofing of the service building to the best 27 and lowest bidder, Trinidad Asphalt Roofing Co. , Inc. at a bid price of 91,950.00 and 28 insulation .84c per square foot, seconded by Councilperson Hankinson and on_ unanimous 29 voice vote the motion was carried. 30 31 INTENTION OF I&M TO FILE FOR RATE INCREASE 32 33 General Manager Huffman told the Board that he had received notice from Indiana and 34 Michigan Electric Company of their intention to file for a rate increase in early August 35 for I&M wholesale customers. This increase is due to a new generating plant scheduled 36 to open on December 1, 1984 and the increase will help recover thecost of the plant. 37 38 Richmond Power & Light and the Indiana Municipal Power Agency (IMPA) will intervene in 39 the rate case whenit is filed. 40 • 41 Councilperson Morris asked Mr. Huffman if this will mean a rate increase to the customers 42 of Richmond Power & Light and Mr. Huffman noted that RichmondPower & Light will be allowed 43 to pass the rate increase on the their customers subject to any refund that Richmond 44 P wer & Light might receive. 45 46 NEW BUSINESS 47 48 Councilperson Hankinson told the Board that James Harper. in Hunter's Point had inquired 49 about the procedure for street lights. Councilperson Elstro will contact Mr. Harper 50 regarding the procedure. 51 52 Councilperson Morris asked Mr. Huffman regarding Richmond Power & Light's policy for; 53 tree removal and more specifically the removal of a fruit tree on South L Street. _ 54 55 Mr. Huffman stated that trees inthe lines will have to be trimmed and are trimmed as the 56 need arises but that there are some faster growing trees that require more attention and 57 they do like to remove these if possible.
