Overview
This item is to elect the Chair and Vice Chair for the CAC/SSTAC. The term of the
officers is two years. The current Chair and Vice Chair are Judy Nieburger and
Fortunato Penilla, respectively.
6. RCTC's Website and other Activities
Overview
John Standiford, Director of Public Information, will be present at the CAC/SSTAC
meeting to provide a demonstration and overview of RCTC's newly designed
website, as well as briefing the Committee on on -going RCTC activities.
7. CAC/SSTAC Committee Appointments
Overview
This item is to appoint CAC/SSTAC members to serve on the following committees:
• Unmet Needs Hearing: Appoint one member to attend and be a
member of the hearing board at the Unmet Transit Needs Hearing in
Blythe on March 6, 2003.
• SB 821 Evaluation Committee: Appoint three members to review and
score applications. Time frame: SB 821 applications are due in May
and review of the applications is expected to be held in June.
• FTA's Section 5310 Program: Appoint three members to review and
score applications. Time frame: March 17, 2003, 9:00 a.m. to 1:00
p.m.
8. COMMITTEE CALENDAR FOR THE YEAR
Overview
The proposed 2003 meeting schedule is presented for discussion and approval.
9. COMMITTEE MEMBER COMMENTS AND INFORMATION - This item provides
the opportunity for the Committee Members to report on attended and upcoming
meetings/conferences and issues related to Committee activities.
10. ADJOURNMENT

May 9, 2002
1. CALL TO ORDER
Chairperson Judy Nieburger called the meeting of the Citizens Advisory
Committee/Social Services Transportation Advisory Council to order on May 9,
2002 at 11:40 a.m., at the Riverside County Transportation Commission
Offices, Conference Room "A", 3560 University Avenue, Riverside 92501.

3. APPROVAL OF MINUTES
M/S/C(Thibodeaux/Benavidez) approve the minutes of the February 14,
2002 meeting.
4. PALO VERDE VALLEY TRANSIT AGENCY — UNMET NEEDS HEARING
TESTIMONY AND RESPONSES
Tanya Love, Program Manager, presented the results Palo Verde Valley Transit
Agency Unmet Needs Hearing held on March 7, 2002 in Blythe.
Commissioners Robert Crain, Dick Kelly, and Roy Wilson and George Thomas
served as the hearing board. She said that the hearing board received five
testimonies and eight written comments. Requests included an additional fixed
route, expanded service hours including weekend service, as well as service to
Loma Linda Veteran's Hospital and free transit service to the Palo Verde

College, and the need for a taxicab service. She informed the Committee that
comments received, Blythe now have an emergency doctor in practice but the
practice is at capacity. They are reviewing the feasibility of opening a new
clinic.
Jim Collins understood that local transportation funds are first used for transit
and any remaining funds can be used for street and road use. He asked if
funds have been allocated for street and road use, and why funds were not
used to fund service requests.
Tanya Love stated that for FY 03, there have been no funds allocated. She
reminded Jim Collins that service requests received during the unmet transit
needs process are reviewed. After review, determination is made by the
Commission which requests are reasonable to meet.
Judy Nieburger asked about the status of the request for a van from Blythe to
Loma Linda and Tanya Love responded that SunLine Transit Agency was going
to provide a driver for this service but it did not work out.
M/S/CBena videz/Thibodeaux:
1) To reaffirm the Commission's definition of "Unmet Transit Needs"
and "Reasonable to Meet" standards; and,
2) That based upon a review of the requests for services received
through the "unmet transit needs" hearing process, review of existing
services and proposed improvements to the available services, that
the CAC/SSTAC make a finding that there are no unmet transit
needs, which can be reasonably met in the Palo Verde Valley area.
5. FY 2003-2005 SHORT RANGE TRANSIT PLAN
Tanya Love stated the Riverside County FY 03-05 Short Range Transit Plan
(SRTP) covers the three apportionment areas of the County. Transit service
providers are required to submit their respective Short Range Transit Plan for
FY 2003-2005. A summary of anticipated changes in the following fiscal year
include the following:
City of Beaumont - Beaumont will order two replacements, lift -equipped buses
approved through the FY 02 SRTP process as well as add more bus stop
amenities including additional shelters, bus benches and additional stops along
its three fixed routes.
Riverside Transit Agency - In addition to expanding service hours, they propose
the implementation of expanded service and new Regional Flyer Services as
follows:

1) Temecula/Murrieta/Lake Elsinore/Corona Express;
2) Temecula/Murrieta/San Diego County Express;
3) Riverside/Montclair Transit Center Express;
4) Sun City/Perris/Moreno Valley/Riverside Express; and
5) Riverside to Orange County (two routes)
6) Route 37 will be split into two routes (service area includes Perris,
Sun City, Hemet and Temecula);
7) Addition of a new fixed route linking the county area of El Cerrito
and Ontario Avenue in Corona;
8) Addition of the "Harveston" shuttle in Temecula;
9) Addition of 160 hours a week on ADA intercity services;
10) Addition of 30 hours a week on Route 100 (provides service from
San Bernardino to Riverside); and
11) Elimination of Route 39 (currently services Anza, Aguanga,
Idylwild, Hemet and Temecula).
12) Lastly, RTA is anticipating the delivery of 31 40 -foot CNG
expansion buses, 13 expansion Dial -A -Ride vehicles and 10
expansion 30 -foot buses during FY 03.
Regional Commuter Rail - Major changes for Fiscal Year 03 include:
1) North Main Corona station will open with 621 parking spaces.
2) Parking expansion projects will also occur at the La Sierra and
Riverside -Downtown stations.
3) Southern California Regional Rail Authority (SCRRA) will celebrate
its 10th year providing Metrolink commuter rail service in Southern
California. Celebrations are planned for the week of October 26th,
2002
4) New this year is the "Take the Next Train" program. Both SCRRA
and Amtrak have agreed to work together to allow passengers
with valid Metrolink or Amtrak tickets, where complementary
service exists (like the Orange County and Ventura County Lines),
to choose the service provider that best suits their travel needs.
This will increase services for less than the average operating
costs of a single train.
M/S/C (Benavidez/Scheirer) to approve the FY 03-05 Short Range Transit Plans
for the cities of Banning, Beaumont, Corona, Riverside, Palo Verde Valley
Transit Agency, Riverside Transit Agency, SunLine Transit Agency and RCTC's
Regional Rail, as presented.

6. MEASURE "A" EXPENDITURE PLAN
John Standiford, Public Information and Media Relations Officer, presented the
Measure "A" Expenditure Plan.
In response to Peter Benavidez' question what are the plans to do if the
Measure does not pass and John Standiford stated that if explained that the
Commission could revise the plan and resubmit it for approval.
Grant Bradshaw asked how the Commission plans to educate the public about
Measure "A". John Standiford noted that Commission approved a program to
inform the public, which include mailings to Riverside County residents before
November.
7. FY 2002-03 SB 821 BICYCLE AND PEDESTRIAN FACILITIES PROGRAM
Naty Kopenhaver, Director of Administrative Services, requested for three
CAC/SSTAC members to serve on the FY 2002-03 SB 821 Evaluation
Committee. The SB 821 applications are due on May 31 and the review of the
applications is scheduled on either June 10 or 1 1 to
Jim Collins, Grant Bradshaw and Sherry Thibodeaux volunteered to serve on
the SB 821 Evaluation Committee
8. COMMITTEE MEMBER COMMENTS AND INFORMATION
Jim Collins asked about videoconferencing abilities for Committee meetings.
Naty Kopenhaver responded that there is capability for Committee members to
video conference. However, a Committee member must inform staff in
advance if they wish to video conference, as it will have to be posted as part of
the agenda.
Naty Kopenhaver informed the Committee that the Commission would be
relocating to its new offices at the County Building in October.
9. ADJOURNMENT
There being no other items to be considered by the Committee, Chairperson
Nieburger adjourned the meeting at 1 :30pm.

STAFF RECOMMENDATION:
This item is for the Commission to approve the attached membership roster for the
Citizens Advisory Committee/Social Services Transportation Advisory Committee
(CAC/SSTAC).
BACKGROUND INFORMATION:
At its January 10, 2001 meeting, the Commission made categorical memberships for
one, two and three-year terms to the CAC/SSTAC. As the Commission may recall, the
CAC/SSTAC was restructured to meet the requirements of the State. At this time,
reappointment of five members needs to be made as the term for Sherry Thibodeaux,
Andrea Puga, and Mary Venerable expired in 2002 and the term for Jim Collins and
Cindy Scheirer are up in January 2003. Staff contacted the members whose terms
have and/or about to expire, and all have indicated that they would like to have their
appointments reconfirmed.
Section 99238 of the Transportation Development Act (TDA) requires that categorical
membership of the CAC/SSTAC consist of the following:
1) One representative of potential transit users who is 60 years of age or
older;
2) One representative of potential transit users who is handicapped;
3) Two representatives of the local social service providers for seniors,
including one representative of a social service transportation provider, if
one exists;
4) Two representatives of local social service providers for the handicapped,
including one representative of a social service transportation provider, if
one exists;
5) One representative of local social service providers for persons of limited
means; and,

6) Two representatives from the local consolidated transportation service
agency, designated pursuant to subdivision (a) of Section 15975 of the
Government Code, if one exists, including one representative from an
operator, if one exists.
John Salley, Executive Director of Inland Aids, has indicated interest to be a member of
the Committee. Mr. Salley has a Bachelors' Degree in Nursing and has over 20 years
experience in the transportation arena. Staff proposes appointment of Mr. Salley to the
Committee for a one-year term.
The current appointments and reappointments meet the above requirements. However,
the Commission may appoint up to six additional members, if they so desire.

the Unmet Transit Needs Hearing in Blythe on March 6, 2003;
2) Appoint three members to serve on the FY 2002-03 SB 821 Evaluation
Committee; and
3) Appointment three members to review and score the Federal Transit
Administration's Section 5310 applications.
BACKGROUND INFORMATION:
For the past several years, staff have requested CAC/SSTAC's participation in
reviewing the testimony of the Commission's Unmet Transit Needs Hearing, the SB 821
Bicycle and Pedestrian Facilities Program and the Federal Transit Administration's
(FTA) Section 5310 program. Following is a brief description of each program:
Unmet Transit Needs Hearing
State law requires that prior to making any allocations of Local Transportation
Funds (LTF) not directly related to public transit, that the Commission must
identify the unmet transit needs in the area and determine those that are
reasonable to meet. At least one public hearing must be held to solicit comments
on unmet transit needs. The only area that this determination of unmet needs is
applicable to is the Palo Verde Valley where it is anticipated that not all funds will
be needed for transit. In the Western County and the Coachella Valley, all
available local transit funds are being used for transit services. The Unmet
Transit Needs Hearing is scheduled for Thursday, March 6, 2003 at 3:00 p.m. in
Blythe, California.
SB 821 Bicycle and Pedestrian Facilities Program
Each year 2% of the LTF revenue is made available for use on bicycle and
pedestrian facility projects through the Commission's SB 821 Program. This is a
discretionary program administered by the Commission.
There are three steps to carry out the program:
1. All cities and the county are notified of the SB 821 program
estimate of available funding and are requested to submit project
proposals (all school districts in the county are also notified and
asked to coordinate project submissions with either their local city
or the County Transportation Department). The Commission's SB
821 program policies, project application, and selection criteria are
also provided with the notification;
2. The Commission's SB 821 Evaluation Committee, comprised of
members of the Commission's Technical and Citizens Advisory
Committees (3 each), meets to review and rank the project
applications using the evaluation criteria adopted by the
Commission and recommends projects and funding amounts to the
Commission for approval; and
3. The Commission reviews the Committee's recommendations and
approves a program of bicycle and pedestrian projects for funding.
Staff has tentatively set the meeting of the Evaluation committee for the week of
June 9th or June 16t1i 2003 depending on the availability of the committee
members.
FTA's Section 5310 Program
The FTA Section 5310 Program provides capital grants for the purpose of
assisting private, non profit corporations and public agencies, under certain
circumstances, in providing transportation services to meet the needs of seniors
and persons with disabilities for whom public transportation services are
otherwise unavailable, insufficient or inappropriate. The program provides
funding for approved projects on an 80% federal/20% local match basis. This
year the Local Review Committee is scheduled to meet on March 17, 2003, 9:00
a.m. to 1:00 p.m.
