HomeMy Public PortalAbout06-04-1984 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, JUNE 4, 1984 III 1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge 2 of the operation of the Richmond Power & Light Plant, met in regular session June 3 4, 1984 at the hour of 7:00 p.m. in the Municipal-Building in said City. Chairman 4 Whitesell presided with the following in attendance: Councilpersons; Esltro 5 Brookbank, Hankinson, Parker, Bodiker, Lemoine, and Morris. Absent: Councilperson 6 Willaims. The following business was had to-wit: 7 8 APPROVAL OF MINUTES OF MAY 21, 1984 9 10 Councilperson Morris moved to approve the minutes of the previous meeting as pre- 11 pared, seconded by Councilperson Brookbank and on unanimous voice vote the motion 12 was carried. 13 14 APPROVAL OF BILLS TRANSFERS AND INVESTMNETS 15 16 Councilperson Bodiker moved to approve the following bills already paid, transfers, 17 investments purchased and bond and interest payments, seconded by Councilperson 18 Brookbank and on unanimous voice vote the motion was carried. 19 20 Bills Already Paid 21 Payroll & Deductions 146,306.14 22 23 Transfers from Cash Operating Fund to: 24 Utility Bond Sinking Fund 69,688.53 ' 25 Depreciation Reserve Fund ' 91,,1000.00 26 Cash Reserve Fund 93,694.00 III 27 Total 254,382.53 28 29 Investments Purchased From: 30 Cash Operating Fund 1,030,570.17 31 Bond Sinking Fund 69,688.53 32 Depreciation Reserve Fund 249,545.72 33 Cash Reserve Fund 93,695.58 34 Total 1,443,500.00 35 36 Bond & Interest Payment 625.00 37 38 Miscellaneous Bills Already Paid 952,839.51 39 40 Total of Bills Paid 2,797,653.18 41 42 Councilperson Bodiker mvoed to approve bills not paid in the amount of 450,117.23, 43 seconded by Councilperson Morris and on unanimous voice vote the motion was carried. 44 45 Grand total of all bills approved id 3,247,770.41. 46 47 REMARKS BY CHAIRMAN 48 49 Chairman Whitesell stated the next meeting of the Board of Directors will be on 50 June 18, 1984 preceeding the Council meeting. III 51 52 Chairman Whitesell reminded the members of the Board on the correspondence received . 53 from Mr. Huffman regarding attendance at. a July meeting of IMPA and that if anyone 54 plans to attend, Mr. Huffman needs to know by June 11, 1984. 55 56 REMARKS BY GENERAL MANAGER 57 58 General Manager Huffman coiiuiented that the July meeting of IMPA is a very good 59 meeting and suggests that anyone able please attend. 60 61 AUTHORIZATION FOR PRELIMINARY NEGOTIATION TO PURCHASE SPUR PROPERTY FOR SUBSTATION- 62 RESOLUTION NO. 4-1984 63 64 Mr. Huffman stated that Richmond Power & Light wants to begin negotiations with 65 Spur for purchase of property located at North 17th and J Street for the construction RP&L Minutes Cont''d June 4, 1984 Page 2 ' 1 of a substation: Spur is interested in owning property that the City of Richmond 2 . owns closer to a creek and will trade the property they own to the South of the 3 City property with some money transaction since the value of the Spur property is 4 more than the value of the City property. 5 6 Richmond Power & Light will grade and level this area and construct a modern low 7 silhoutte, colorful substation. 8 9 In order for this property exchange two (2) appraisers to appraise both parcels 10 of land must be hired and the Board of Directors needs to authorize these appraisers 11 by Resolution. 12 13 RESOLUTION NO. 4-1984 • 14 15 WHEREAS, Richmond Power and Light has the need to locate a sub-station in the area 16 r of North 17th Street and North "J" Street in Richmond; and 17 18 WHEREAS, that property is presently owned by the Society For Preservation and Use 19 of Resources (SPUR); and 20 21 WHEREAS, the City of Richmond presently owns property adjacent to and north of the 22 property owned by SPUR; and 23 24 WHEREAS, SPUR has offered to transfer hteir property to the City of Richmond for 25 use by the Richmond Power & Light in exchange for the property owned by 26 the City; and 27 28 WHEREAS, Indiana Code I.C. 36-1-11-1 et. Seq. provides the procedures for initiating 29 sale or transfers of real property; 30 31 NOW THEREFORE, BE IT RESOLVED by the Board of Directors for Richmond Power & Light, 32 that: 33 34 The General Manager for Richmond Power & Light, his authorized agents, 35 and the City Attorney for the City of Richmond be empowered to hire and 36 appoint two appraisers to appraise both parcels of property, to negotiate 37 preliminary terms of sale and to report back to the Board of Directors 38 and the Common Council their findings and recommendations. 39 40 PASSED AND ADOPTED BY THE BOARD OF DIRECTORS OF RICHMOND POWER & LIGHT, this 41 day of , 1984. 42 43 44 45 President 46 47 ATTEST: 48 City Clerk 49 50 Councilperson Parker stated that the property owned by the City may have recently 51 been appraised by the Planning Department since they had control of all of that 52 property. Councilperson Parker commented that the Citythad it appraised for sale 53 to Hamm and Sons and they gave the lower half of the property to SPUR. Mr. Huffman 54 will check into this. 55 56 Councilperson Parker moved to adopt Resolution No. 4, 1984, seconded by Councilperson 57 Hankinson and on the following roll call vote the Resolution was adopted. 58 59 Ayes: Elstro, Brookbank, Hankinson, Parker, Bodiker, Lemoine, Morris and Whitesell. (8) 60 Nays: None 61 Absent: Williams 62 63 Mr. Huffman expressed his sympathy on the death of Paul Hirsh, Attorney for Richmond 64 Power & Light since 1970. Mr. Huffman stated Mr. Hirsh will be missed and that his 65 experience and counsel has been invaluable and saved the City many dollars.
