Schempf, M. Krippel. AL5O PRESENT: P. J. Wa dock, Planner K. Dania, Secretary Chairman Simmons called the meeting to order at 7:00 p.m. Roll ca11 was taken. J. Sobkoviak was absent. There being no additions or corrections, Chairman Simmons declared the minutes of the June 4, 1991 meeting approved as presented. Case No. 316-620912 RAM Communications Requesting special approval for a telecommunications facility in a Residence A District. Location: Lot 88 of Golden Meadows Subdivision. West of Route 59 on 135th St. Mr. Waldock reported this matter was tabled at the last meeting due to concerns related to site maintenance, landscaping, fencing, driveway pavement and future maintenance. Progress has been made. Weeds have been cut. A response has been received from the property owner, Mr. Frank Anderson of Telecom Relay, and RAM Communications. They have agreed to finish the site with black dirt as needed and install grass seed; Cellular One agrees to replace missing bushes and have fence repaired. Cellular One will secure a contractor to maintain the site and cut grass as needed; agrees to reduce the width of the driveway and pave it. Telecom will install the driveway. RAM Communications will be responsible for additional fence and landscaping to conform with the site plan. Basically, the owner agrees with all the stipulations. Mr. David Boo of RAM Communications, and Mr. Woody Aberson of Gerhardt Builders were duly sworn. Mr. Boo stated he is in agreement with the property owner's letter of July 31, 1991 regarding maintenance of the site. He discussed the building on the site. There will be a system installed where the Police Department o~~ the Fire Department will automatically be called in case of fire or an intrusion. Mr. Aberson stated the proposed building will be a wood and frame structure. They will submit drawings for approval and conform to all code requirements. D. Norris stated she is concerned about the way the site looks now. Has no problem with communications as long as the site is maintained. The trees and bushes do not look good now. Krippel moved to recommend to the Village Board approval of a telecommunications structure on Lot. 88 of Golden Meadows Estates subject to the following stipulations: 1. Site is to be finished with. black dirt as necessary and completely sodded or seeded with no less than one hundred (100) pounds of seed per acre. 2. Missing bushes from the previous approval shall be planted as approved. 3. Fence panels along the east fence line are to be replaced with appropriate length materials. 4. A landscape maintenance plan shall be submitted and carried out to achieve success of landscape plant materials. 5. The driveway shall be reduced to twelve feet (12') to fifteen feet (15') in width and paved with Portland concrete or bituminous concrete. 6. Driveway apron shall be paved. 7. Fence and landscaping disturbed by construction shall be restored, repaired or replaced as needed and as determined by the Building Inspector. Seconded by W. Schempf. Vote by roll call.
