Remote Participants: Chair Howard Hayes, Vice Chair Susan Barker, Member Marjorie
McGinnis, Deputy Assessor James Gallagher, Senior Department Assistant Sara

Call to Order: Mr. Hayes called the meeting to order at 4:32 pm.
Declaration of a Quorum: A quorum was present. All members were participating remotely
and confirmed that they could hear each other.
Meeting Participation Statement: Mr. Gallagher read the following meeting participation
statement: Pursuant to Chapter 107 of the Acts of 2022, this meeting will be conducted in person
and via remote means, in accordance with applicable law. This means that members of the public
body may access this meeting in person, or via virtual means. In person attendance will be at the
meeting location listed above, and it is possible that any or all members of the public body may
attend remotely. No in-person attendance of members of the public will be permitted, and public
participation in any public hearing conducted during this meeting shall be by remote means only.
Mr. Gallagher was monitoring the public comment/question email address and confirmed that no
questions or comments had been received.
Regular Session:
• Reorganization of the Board of Assessors:
Mr. Hayes nominated Ms. McGinnis to fill the vacancy of Clerk. Ms. Barker seconds the
motion. Roll call vote: Hayes- aye; Barker- aye; McGinnis- aye; motion approved
unanimously.
• Report of the Deputy Assessor:
Values are in the process of being finalized so that the Board will be able to vote on
Overlay and Classification recommendations at our next meeting. Updates are also being
made to the Assessors Maps and Classification Codes for parcels.
• Review and approve Regular Session Meeting Minutes
June 7, 2022 and July 12, 2022; Mr. Hayes made the motion to accept the Regular
Session Meeting Minutes for June 7, 2022 & July 12, 2022. Ms. Barker seconds the
motion. Roll call vote: Hayes- aye; Barker. aye; McGinnis- aye; motion approved
unanimously.

• Review and Sign Barnstable County Commissioners County Tax Warrant
• Review and sign Barnstable County Commissioners Environmental Protection
Fund Tax Warrant.
Mr. Hayes made to the motion to commit the annual County Tax in the amount of
$166,269.33 and to commit the annual Environmental Protection Fund Tax in the amount
of $178,264.93. Ms. Barker seconds the motion. Roll Call vote: Hayes- aye; Barker- aye;
McGinnis- aye; motion approved unanimously.
• Vote to assess Parcel ID 20-37-0 FY2023 Real Estate Taxes to "Owner Unknown" -
Black Duck Cartway.
Mr. Gallagher reviewed the procedure for assessing a property to "Owner Unknown" and
described his search of the title including Land Court plans. Mr. Hayes made the motion
to assess parcel 20-37-0 to "Owner Unknown". Ms. McGinnis seconds the motion. Roll
Call vote: Hayes- aye; Barker- aye; McGinnis- aye, motion approved unanimously.
• Commit unpaid Demolition Charges Parcel ID 10-9-0- 81 Glenwood Road:
Mr. Gallagher reviewed the property above and explained the process for committing
charges to the tax collector. Mr. Hayes made the motion to commit unpaid demolition
charges in the amount of $25,951.50 plus interest and fees. Ms. Barker seconds the
motion. Roll Call vote: Hayes- aye; Barker- aye; McGinnis- aye, motion approved
unanimously.
• Matters Not Reasonably Anticipated by the Chair: None at this time.
• Next Meeting: The next Board of Assessors meeting will be August 30th, after this future
meetings will be held on Wednesdays.
Executive Session (To comply with or act under the authority of any general or special law or
federal grant-in-aid requirements: MGL Chap 59 Sec. 60 and MGL Chap. 214 Sec. 1B):
At 4:59pm Mr. Hayes moved to enter Executive Session for the reasons noted above, not to
return to regular session. Ms. Barker seconded the motion. Roll Call vote: Hayes- aye; Barker -
aye; McGinnis- aye, motion approved unanimously.
