HomeMy Public PortalAbout03-05-1984 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS ABOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, MARCH 5, 1984 1 The Mammon Council of the City of Richmond, Indiana, serving as a Board in 2 charge of the operation of the Richmond Power & Light Plant, met in regular 3 session March 5, 1984 at the hour of 7:00 p.m. in the Municipal Building of 4 said City. Chairman Whitesell presided with the following members present: 5 Councilpersons: Elstro, Williams, Brookbank, Hankinson, Parker, Bodiker, 6 Lemoine and Morris. Absent: None. The following business was had, to-wit: . 7 8 APPROVAL OF MINUTES OF FEBRUARY 21 , 1984 9 10 Councilperson Hankinsin moved to approve the minutes of the previous meeting 11 as received, seconded by Councilperson Williams and on unanimous voice vote 12 the motion was carried. 13 14 APPROVAL OF BILLS, TRANSFERS AND INVESTMENTS 15 16 Councilperson Bodiker moved to approve the following bills already paid, 17 cash transfers, investments purchased, bond principal and interest payments 18 and IMPA bills, seconded by Councilperson Hankinson and on unanimous voice 19 vote the motion was carried. 20 21 Bills Already Paid 22 Payroll 2/24/84 78,310.78 23 Deductions 59,763.00 24 Total Payroll 138,308.78 25 26 Cash Transfers from Cash Operating. Bond Principal & Interest Payments 1 ,641 .25 41 42 Total of all other bills paid 135,106.81 43 44 IMPA Bills 713,433.61 45 Total of Bills Paid 5,835,973.00 46 Councilperson Bodiker moved to approve bills to be paid in the corrected 47 amount of $625,296.23, seconded by Councilperson Hankinson and on unanimous 48 voice vote the motion was carried. 49 50 Councilperson Bodiker moved to approve the corrected Grand Total of all 51 bills approved in the amount of $6,461 ,269.2.3, seconded by Councilperson 52 Brookbank and on unanimous voice vote the motion was carried. 53 54 REMARKS BY CHAIRMAN 55 56 Chairman Whitesell requested the Finance Committee to make a report on 57 investment status and policies in the near future. 58 59 The Chairman announced there would be a study session on March 12, 1984 at 60 7:00 p.m. at the Service Building. 61 62 Chairman Whitesell read two (2) letters from Robert O'Maley, Attorney at 63 Law regarding Disclosure Statements for Councilperson Brookbank. The Dis- 64 closure Statements are regarding purchases by RP&L from Tom Brookbank 65 Chevrolet, Inc. The first Disclosure Statement was for automotive parts RP&L Minutes Con't March 5, 1984 Page 2 1 and mechanical services in amounts so small as to not be subject to bid 2 procedure. The second Disclosure Statement was for the current bids to 3 be awarded by RP&L for vehicles. The letters stated that Councilperson 4 Brookbank would not be voting on any matters concerning the bids. The 5 Chairman directed the Clerk to respond to Mr. O'Maley and to file all 6 documents with the County Clerk and the State Board of Accounts. 7 8 General Manager Huffman commented that he was glad to see these State- 9 ments since they do need to be able to do day to day purchasing with 10 Tom Brookbank Chevrolet. 11 12 REPORT BY GENERAL MANAGER 13 14 General Manager Huffman stated that the first item of the evening was 15 the awarding of the bid for two (2) 1000 KVA Padmount Transformers. 16 Mr. Huffman explained the evaluation sheet regarding the core and 17 winding losses that are figured into the total bid evaluation. Mr. 18 Huffman recommended that the Board accept the bid of General Electric 19 Company with a dollar bid of $11 ,467.00 and a total evaluated cost to 20 RP&L pf $23.,-788.52 as the lowest and best bid. 21 22 Councilperson Bodiker asked regarding the differences in the figures 23 of losses on G. E. Transformers as figured by different companies 24 bidding. General Manager Huffman explained that this could be an error 25 or the figures submitted on a quote from different application engineers. 26 27 Chairman Whitesell asked General Manager Huffman if Richmond Power & Light 28 was standardized with any particular brand of transformer. The General 29 Manager stated that they use many brands of transformers. 30 31 Councilperson Hankinson moved to accept the bid of General Electric 32 Company for two (2) 1000 KVA Padmount Transformers at a bid price of 33 $11 ,467.00 and a total evaluated cost to RP&L of $23,788.52, seconded 34 by Councilperson Elstro and on unanimous voice vote the a.otion carried. 35 36 General Manager Huffman presented the evaluation sheet for 1-1984 pick- 37 up truck for bid presentation. The General Manager recommended that the 38 bid of Studebaker Buick, Inc. be accepted as the lowest and best bid 39 with a net bid price of $7,400.00. 40 41 Councilperson Hankinson moved to accept the bid of Studebaker Buick, 42 Inc. for a net cost of $7,400.00, seconded by Councilperson Elstro 43 and on a vioce vote with Councilperson Brookbank abstaining, the motion 44 was carried. 45 46 General Manager Huffman explained the evaluation sheet for the bid of 47 the 1984 dump truck. Mr. Huffman stated that the low dollar bid of 48 Tom Brookbank Chevrolet, Inc. was bid on deviations from the presented 49 specifications and that these deviations were of lesser quality that 50 requested. In order to bring the bid to specifications it would cost 51 $1 ,388.00 more that shown in the bid received making the net bid for 52 Brookbank Chevrolet $34,138.00 instead of the original bid of $32,750.00. 53 54 The General Manager noted that the other bidders meet the specifications 55 and recommended that the Board accept the bid of Fred First Ford as 56 the lowest and best with a net bid of $33,644.00. 57 58 Councilperson Hankinson moved to accept the bid of Fred First Ford 59 as the lowest and best bid at a net price of $33,644.00, seconded by - 60 Councilperson Parker and on the following bote the motion was carried. 61 62 Ayes: Elstro, Williams, Hankinson, Parker, Bodiker, Lemoine, Morris and 63 Whitesell. (8) 64 65 Nays: None RP&L Minutes Con't March 5, 1984 Page 3 1 Abstentions: Brookbank (1 ) 2 3 Councilperson Morris asked the General Manager if these bids had been geared 4 toward a particular manufacturer. She has had complaints on the past two bids 5 regarding this subject. 6 7 Councilperson Williams also asked the General Manager if the specifications 8 leaned toward any one manufacturer. 9 10 General Manager Huffman went over all the specifications pointing out to the 11 Board that they were not leaning toward any particular manufacturer. 12 13 Mr. Huffman went over the evaluation sheets for a dump truck body.
