Anefte Spickard, City Manager CiW of McCall 216 East Park Street McCall, ID 83638 RE Letter of Additional Service #02 —Relocation of the City of McCall Parks Department to the Central Idaho Historical Museum site, McCall, Idaho We are pleased to submit this request for Additional Services #02 to the base Agreement between Humphries Poli Architects, P.C. (Architect), subsequently referenced as RATIO I HPA, and the City of McCall Vienti for the design of the McCall Public library. Client has directed Architect to include additional professional services related to the design and engineering of the relocation of the City of McCall Parks Department to the Central Idaho Historical Museum site in McCall, Idaho, The purpose of this letter is to define the additional scope of services and associated compensation. Scope of Services The current location of the McCall Parks and Recreation Department is in what is commonly referred to as the City Hall Annex, a former fire station, to the immediate east of the McCall Public Library, Architect is designing a new two-story 12,000 sf library that will require the dianolition of the City Hall Annex. The McCall Recreation Department will be relocated to the repurposed existing library which is the subject of Additional Services #01, The McCall Parks Department has surveyed multiple sites within the City and determined the optimal location is the Central Idaho Historical Museum site, specifically the southern portion of the site, The Museum site is owned by the Chy of McCall and designated on the National Register of Historical Places, Subsequent development on the site will require coordination with the State of Idaho Historic Preservation Office (SHPO), The site is currently leased from the CiW to the Central Idaho Historical Museum Board. Future development of the site will require coordination with this entity. Additionally, a covenant was placed on the site when the City took ownership requiring future use of the site to demonstrate educational purposes or ownership would revert back to the State of Idaho. This covenant will require coordination with the State of Idaho Land Board. The project will also require approval by the McCall Historic Preservation Commission and the Planning and Zoning Commission. Architect will assist the Client as required in the coordination of this project with these organizations. The program of the McCall Parks Department is to design an approximate 4,000 sf structure to accommodate storage of vehicles and equipment used by the Parks Department. It is envisioned this structure will be of a pre-engineered type construction', Office space, break room, restroma, and storage space will also be accommodated in this structure. Additionally, the Parks Department will require use of apprisdalately five (5) bays of the historic "fen Bay Storage Shed" noted as a "contributing building" in the National Register designation. Five bays of the historic structure will be used by the Museum Board. The existing Ten Bay Storage Shed is in deteriorated condition and will require significant restoration as part of the Parks Department project, The scope of the work will also include the design of storage bins for various raw materials used in landscaping and other activities of the Parks Department. This letter area will be designed to accommodate a future shed structure to protect materials from the elements. Appropriate drive aprons and outdoor work areas will be incorporated into the site. The scope of the work will also require the reconfiguration of the existing "Foresters Walk" to faciltate the educational opportunities on the site. Approximately 12-15 parking spaces for staff will also be part of the project. The scope includes civil engineering, structural engineering, landscape architecture„ mechanical and electrical engineering and architectural services necessary to complete the project, We understand the McCall City Council directed the design team proceed to include the scope of work of the Parks Department in the proposed City Bond initiative scheduled for May 2020. It is intended the design o be completed 10% Construction Document level prior to the Bond initiative in order the project aright b "shovel ready" to minimize delay of the new library construction, e understand CM Company will continue to be the CM/GC for this project. We initially, estimate the construction cast of the above scope; f work to be approximately $60 ,000. Services Not Included The following services are not included in this Additional Service and if required would be negotiated on an as -needed basis. • Design services for work beyond that listed above. • Identification of and services associated with the removal of hazardous materials. • Detailed Cost Estimating, Compensation for Professional Services Fees for the scope of work as described above shall be a lump sure of $72,000.00, This additional fee will be billed on a monthly basis on a percentage complete basis. These additional fees are distributed by phase in the following manner; Schematic Design $10,800,00 Design Development $14,400.00 Construction Documents $ 28,800,00 Construction' Administration 15 000.00 Total $ 72,00H In addition, reimbursable expenses for such things as travel, copies, postage/delivery, etc, will be invoiced at cost plus 10%. We estimate an allocation of $5,,000,00 not included in the above fees. Agreemont We understand the remaining terms of the Architect Agreement with the City of McCall for this Project dated 01 April 2019 will remain in force except for this additional scope and fee. (Architec , subsequently referenced as RATIO � HPA and the City of McCall (Client) for the design of the new McCall Public Library. Client has requested Architect to include additional professional services related to the design and engineering to reurpose the existing McCall Public Library. The purpose of this letter is to define the additional scope of services and associated compensation. Scope of Services The existing McCall Public Library is a one-story building of approximately 4,500 sf originally intended to be vacated by the Library upon completion of the new 12,000 at library being designed by Architect. The repurposing of the existing library was not included as part of the scope of work of Architect, As the Schematic Design phase for the new Library evolved it has been determined by Client the existing library; should be repurposed to provide: offices for the McCall Recreation Department; City Council Chambers; Meetings rooms; restrooms; and associated storage rooms. The scope of work of this Additional Services #01 is to provide design and engineering services associated with the above program. The scope includes structural engineering, mechanical and electrical engineering and architectural services necessary to complete the scope of the project. The intended scope includes the interior finishes as necessary, recldding the exterior of the building, additional windows as required„ and the design of a new entry vestibule on the west side of the building, We also understand this scope of work will extend the project schedule by approximately four () months. We understand CM Company will continue to be the CM/GC for this project proposed to be completed after the completion of the new 12000 of library, CM Company has estimated the construction cost of the repurposing of the existing library to be approximately $805,000, We further understand the McCall Cify Council directed the design team to proceed to include the scope of this work as part of the new McCall Public Library design and construction administration, Services Not Included The following services are not included in this Additional Service and if required would be negotiated on an as -needed basis: • Design services for work beyond that listed above. • Identification of and services associated with the removal of hazardous materials. • Detailed Cost Estimating.
