Work Session
A. Roll Call
The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session November
1, 2016 at 6:02 p.m. Mayor Steve Berner called the meeting to order. Upon roll being called the
following named council members were present: Jim Bartels, Al Havens, Jo Kahler. Peggy
Upton (Arrived 6:03pm), Mike Ryan. Absent: None . Also present: City Administrator/Clerk
Doug Boldt, Deputy City Clerk Ashley Platz, City Engineer Ben Carhoff& Jack Burnham,
Attorney Bob Michael & Crystal Raiber, Building Official Brian Shay, and other visitors.
B. Agenda Additions/Agenda Approval
Motion to approve agenda by Ryan.
Second by Kahler.
All ayes, motion carried.
C. Discussion of Property East/West of Throttle Down for Second Entrance to City Park and
Frontage Road
Mayor Berner gave brief overview. Council & Mayor Discussed the possibility of purchasing
some land for a Frontage Road for future Community Rec Center or to have a second exit from
City Park traffic.
Recommends to have HFC do a survey to get the city information for the DOT ROW and
amount of property the City needs to purchase.
D. Discussion and Review of New Planned Development Overlay District
Council discussed and reviewed the New Planned Development Overlay District (OPD).

B. Roll Call
The City Council of the City of Tiffin, Johnson County, Iowa, met in regular session on
November 1, 2016 at 7:02 p.m. Mayor Steve Berner called the meeting to order. Upon roll being
called the following named council members were present: Peggy Upton, Jim Bartels, Al
Havens , Jo Kahler, Mike Ryan. Absent: None. Also present: City Administrator/Clerk Doug
Boldt, Deputy City Clerk Ashley Platz, City Engineer Ben Carhoff, Building Official Brian
Shay, City Attorney Robert Michael & Crystal Raiber and other visitors.

Johnson County Sheriff Lonny Pulkrabek-presented next year's proposed budget and
discussed potential of increasing hours.
Michael Bendixon- 356 Oriole Ct— 12 year old son was hit by a car at the intersection
Ireland Ave and Highway 6. Doug gave background about the meeting with State
Representatives and DOT. Also advised about the traffic studies that are being done to get
warrants for approving the placement of traffic lights on HWY 6 and Ireland Ave.

5. City Engineer's Report- Sludge removal will begin 21st. WRH will break ground next
week on the treatment plant.

Newsletters will go out again as before and not to everyone in town. School/City Joint
