IN CHARGE OF THE OPERATION OF THE RICHMOND POWER
& LIGHT PLANT, NOVEMBER 21, 1983
1 The Common Council of the City of Richmond, Indiana, serving as a Board in •
2 charge of the operation of the Richmond Power & Light Plant, met in regular
3 session November 21, 1983 at the hour of 7:00 p.m. in the Municipal Building
4 in said City. Chairman Welch presided with the following members present:
5 Messrs. Elstro, Williams, Ms. Henry, Hankinson, Parker, Carter and Paust.
III 6 Absent: Mills. The following business was had, to-wit:

10 Councilman Hankinson moved to approve the minutes of the previous meeting as
11 published, seconded by Councilman Williams and on unanimous voice vote the
12 motion was carried.

14 APPROVAL OF BILLS, TRANSFERS AND INVESTMENTS PURCHASED

16 Councilman Hankinson moved to approve the following bills, transfers and invest-
17 ments as listed on the agenda, seconded by Councilman Paust and on unanimous
18 voice vote the motion was carried.

41 General Manager Irving Huffman stated a major overhaul and inspection is being done
42 on unit No. 1 which is 2/3 complete. If any Board member would like to see a
43 turbine generator rotor torn down, now is the time to do so. The parts are magne-
44 fluxed and sandblasted and photographs are taken to check wear from time to time.
45 Mr. Huffman noted they are extremely plea8ed with the condition of the unit. This
46 is all a part of good maintenance, which gives us 98% availability, which is ex-
47 tremely high. The unit will be down for a total of six (6) weeks.

49 Councilman Elstro noted there are wires and, cables under the C&O bridge on South
50 13th Street which are not RP&L's. Also there are guy wires which are broken off of
51 poles. Whose responsibility is it to replace these wires? Mr. Huffman will have
52 somebody check and see who the poles belong to.
