INTRODUCTION The Town of Watertown officially adopted a town -wide Complete Streets policy on May 9, 2017. Since then, the Town has retained Alta Planning + Design with Watson Active to provide technical assistance to analyze the needs of the community and develop a Complete Streets Prioritization Plan. This report summarizes the effort undertaken to develop a comprehensive Complete Streets Prioritization Plan for the Town. Once adopted, the projects identified in this report will be available for the Town to seek implementation funding during the next MassDOT application cycle that begins March 30th, 2018. Projects not funded through MassDOT's Complete Streets program can also be placed in the Town's Capital Improvement Plan, or for improvement using Chapter 90 funds. MASSDOT PROGRAM + ELIGIBLE PROJECTS Implementing Complete Streets projects contributes towards the health, safety, economic activity, and sustainability of a community by improving the transportation environment. Providing pedestrians and motorists with more comfortable and accessible transportation options promotes a more livable neighborhood and a healthier population by encouraging the use of active transportation. Complete Streets improvements may be large scale, such as corridor - wide improvements that include separated bicycle lanes or bus - only lanes, or small scale enhancements such as a new crosswalk or bus shelter. Complete Streets improvements are context sensitive and utilize treatments that fit both the need and the character of a community. The projects examined for Watertown's Complete Streets Prioritization Plan were determined to be suitable based on the eligible project options provided by the MassDOT Complete Streets funding application document, summarized below. Traffic + Safety: • Street lighting • Traffic calming measures • Intersection improvements • Pedestrian signal timing • Pavement markings or signage that provides guidance for alternative modes • Addition of or widening shoulders • Additional regulatory signing • Curbing Transit Shelter Bicycle Facilities: • New shared use paths or improvement of shared use paths (non -safety related) • Designated bicycle lanes / Separated bike lane / Bike boulevards • Shared lane markings (wayfinding on local streets only) • Advance stop facilities (bike box, two -stage turn) • Bicycle parking on -street, at transit or other locations • Provide bicycle -safe drainage grates • Elimination of hazardous conditions on shared use paths • Bicycle wayfinding signs / Bike route signs Pedestrian Facilities: • New sidewalks or sidewalk widening or repairs • New or improved crossing treatments at intersections, midblock • ADA/AAB compliant curb ramps • Pedestrian buffer zones • Pedestrian refuge islands • Curb extensions at pedestrian crossings • Crosswalks • Accessible pedestrian signals • Detectable warning surfaces • Pedestrian wayfinding signs • Pedestrian plazas Transit Facilities: • Improving transit connections for pedestrians • Transit signal prioritization • Bus pull-out areas • Railroad grade crossings improvements (signs, flange way fill, etc.) • Transit -only or Transit Contra -flow lanes • Transit shelters MassDOT has provided $12.5 million for the first two years of the program, which is open to all cities and towns in the Commonwealth. The funding is intended to reward municipalities that "demonstrate a commitment to embedding Complete Streets in policy and practice'." MassDOT provides participating communities, who have approved Complete Streets policy or ordinance in place: 1. Funding for technical assistance to analyze their community needs and develop a Complete Streets Prioritization Plan, and 2. Funding for construction of Complete Streets infrastructure projects. The Complete Streets funding program promotes the implementation of Complete Streets using a three-tier system: • Tier 1: Complete Streets Training and Policy Development • Tier 2: Complete Streets Prioritization Plan Development • Tier 3: Project Construction Funding This report represents the Tier 2 Prioritization Plan Development process. The following sections outline elements within the Complete Streets Toolbox, the public process utilized to generate project ideas, and maps and spreadsheets related to the Complete Streets projects list. 1 http://www.massdot.state.mo.us/Portalsl8ldocsICompleteStreetsl FundingProgramGuidance. pdf COMPLETE STREETS TOOLBOX Infrastructure that promotes the safety of bicyclists and pedestrians is a key feature of the recommendations section of this report. The toolbox of Complete Streets improvements shown below include both longer -term, higher cost projects as well as low-cost projects that can be implemented in a very short time frame. Enhanced Bicyclist Safety and Comfort The eligible complete streets tools that are recommended for Watertown include a mix of shared -use paths, traditional bike lanes, and separated bike lanes. Many of the proposed projects connect gaps in the existing Watertown Community Path between Taylor Street and Saltonstall Park. These facilities allow for a greater range of bicyclists -- users of all ages and abilities -- to access residential neighborhoods, parks, schools, and Watertown Square by bicycle. Shared use paths are the safestand most desirable facility type for bicyclists and a range of other users. Enhanced Pedestrian Safety and Comfort Traditional Bike Lane Bike lanes designate an exclusive space for bicycles through the use of pavement markings and signage and are typically located adjacent to and travel in the some direction as motor vehicle traffic. These bikeways are at either sidewalk or street -level and use a variety of methods for physical protection from passing traffic. The eligible complete streets tools that are recommended for Watertown include a mix of raised crosswalks, rectangular rapid flashing beacons, curb extensions and ADA compliant curb ramps. These facilities allow for a wider range of pedestrians to cross streets more comfortably and calm motor vehicle traffic speed. They also enhance pedestrian comfort and connectivity on routes to elementary and middle schools, the Perkins School, the boys and girls club, and connections to DCR paths along the Charles River. Raised Crosswalk Raised crosswalks slow traffic at pedestrian crossing locations and provide a more seamless and Flat crossing for those with mobility challenges. Rectangular Rapid Flashing Beacon (RRFB) RRFB's are pedestrian -activated crossing warning signs are more visible during low -light and glare conditions, and increase driver yielding to pedestrians in crosswalks. Curb extensions reduce pedestrian crossing distances and exposure time in the roadway. They also act as a visual pinch point for drivers, which calms motor vehicle traffic speed. At Public Meeting 1, meeting attendees learned about the Complete Streets Plan and were asked for their input on project ideas by drawing on large printed maps. Public 2: 30 - 35 Attendees At Public Meeting Z Alta presented the draft list of potential Complete Streets projects to the public and sought feedback on the scoring and prioritization criteria. PUBLIC INPUT PROCESS The consultant team developed and scored an extensive list of complete streets project ideas by: • Hosting two public forums and inviting input from meeting attendees • Meetings with the Bicycle and Pedestrian Committee, "Coffee With The Chief"event at the Watertown Senior Center, and meeting with the Watertown Commission on Disabilities, and Live Well Watertown • Taking project ideas from community members via email and an online survey (146 survey responses) • Conducting field work in Watertown to understand opportunities and challenges to implementing projects • Reviewing the following existing planning documents: • Watertown Comprehensive Plan (2015, as amended) • Watertown Open Space and Recreation Plan (2015, as amended) • Watertown, Massachusetts Design Guidelines (June 20, 2015) • Boston Region Metropolitan Planning Organization Regional Bicycle Plan (2007) • Waterton Bicycle Accommodation Master Plan and Bicycle Parking Plan (2002) • Watertown Community Path Study Timeline showing the progress of the Complete Streets Prioritization Plan project InternaITeam - Meetings Review of Existing Planning Documents Public Meetings Online Survey Interviews DPW and Town Council Approval Live Well Coffee With Commission Watertown The Chief on Disabilities The public input process began with the Pedestrian Bicycle Commitee Meeting in early December 2017 and concluded with the second public meeting and the closing of the online survey on February 28, 2018. Throughout the process, roughly 150 project ideas were generated and recorded in a spreadsheet (See Appendix A.) The initial project ideas were mapped to showcase the geographic distribution of projects throughout Watertown as well as to quantify the most sought-after types of projects. The initial list needed to be reduced in size prior to scoring. Following consultant review, input from Town Officials, and the consolidation of overlapping project ideas, the list was reduced to a draft list of 33 projects. The 33 projects were scored using a set of five criteria developed in concert with DPW and Community Planning and Development staff. (See bar chart and table on following page that explain how many project ideas were removed and for which reason.) The maximum score available was 23 points. Each project that scored a 16 or above was designated as a high scoring project. This list was further analyzed by the consultants and Watertown Town staff, Watertown's police sargeant, and select members of the Bicycle and Pedestrian Committee to determine a list of projects that would be highly likely to receive funding during the MassDOT review process. The critical considerations during this process were to ensure that the list of projects included improvements to both bicyclist and pedestrian safety and connectivity through and within Watertown, and that the projects would benefit a wide range of users encompassing all ages and abilities. The 33 draft project list and maps were presented at the second public meeting and posted on the Town's website. PROJECT MAPS The following pages present a variety of map graphics. The initial project ideas map highlights the geographic distribution and number of initial project ideas by type of project. These —150 project ideas came from the online survey, public meeting # 1, consultant field work, and review of existing planning documents. (See Appendix for complete initial project ideas list.) The project ideas are represented by dots with letters that correspond to the legend at the side margin of each map. The following priority project map displays the 24 complete streets projects that were submitted to MassDOT on March 30th in an effort to seek MassDOTTier III funding. This set of projects were the result of consolidation and scoring described in the previous section. These represent the highest scoring projects identified from the revised original group of —150 project ideas generated early on in the planning process. The 24 projects below, and shown on the following map, were submitted to MassDOT as the formal Complete Streets Prioritization Plan for the Town of Watertown. The existing signalized crosswalk at Hosmer Elementary School would be removed and re- placed with a new fully actuated traffic signal at the intersection of Mount Auburn Street with Boylston Street. The existing signalized crosswalk at Sacred Heart Church would be converted to a pedestrian - actuated RRFB. Corridor Wide Improvements N.
