2) PLAINFIELD CLUB. The Developer has prepared a new concept plan for the 800 acres
at our northwest boundary. All lots exceed 10,000 square feet. The Developer will be
seeking a Planned Unit Development and an Annexation Agreement. Members of the Plan
Commission have been invited to attend.
3) DEFERRED ITEMS REVIEW. A number of our "deferred items" are getting pretty old.
The staff will update the Board on their status.
4) ANY OTHER BUSINESS.
5) EXECUTIVE SESSION for the purpose of discussing personnel not to reconvene.

The developer, Pasquinelli-Moser has made a third revision to their plan and are asking
for another concept review by the Village Board. Because of the complexity and the
eventual impact upon the community and surrounding area, I have invited the Plan
Commission to attend as well. An information packet has been sent to Kendall County
planners as well.
BACKGROUND
The initial concept plan was brought to us just about this time a year ago. It included
6,000 and 7,000 square foot single family lots. That plan was not met with sufficient
Board support, but it did lead to further inquiry. The Village performed a financial
analysis on the golf course; established the right-of--way parameters for the WTKADUKE;
included the area in our facilities plan; and, cultivated contact with Kendall County, Fox
.Metro and the Village of Oswego. The Village staff established a planning liaison with
all affected governmental districts because of overlapping jurisdictions and to provide
them with necessary planning information. The developments complexity required an
extraordinary effort and the planning staff attended to these details very well.
In late February of this year, the developer brought us a revised plan that eliminated the
6,000 and 7,000 square foot lots, but retained a number of lots under 10,000 square feet.
Based upon the Board's then current policy directions, I suggested to the developer that
the project was still marginal. At that time they then proposed that the golf course remain
under their ownership and the Village could have the right to purchase it at a later date.
On May 12`t', the developer met with Mayor Rock and the staff and presented a plan that
eliminated any lot under 10,000 square feet and retained ownership of the golf course. At
that point, we encouraged the developer to seek the review of the entire Board.
ISSUES
While a number of details will need close examination, it is premature to focus on such
details until the basic concept of the project is understood and accepted.

In the staff s mind, our present focus should answer the following:
a) Is it in the Village of Plainfield's interest to extend our borders to this area
in Kendall County?
b) Does a development that contains 225 acres of a golf course benefit the
community?
c) Does this development present a logical extension of our municipal
utilities and/or benefit adjoining properties?
d) Is the project's overall density of 2.6 units per acre consistent with our
planning guidelines?
e) Is there a public benefit in planning an 800-acre area at one time as
opposed to piecemeal suburban sprawl?
f) Could this property be better served by other land uses or by another
jurisdiction?
The developer is asking for some specific and reliable direction. Their planning phase
now exceeds one year. Their plan has changed dramatically regarding the typical
geometries of lot size. Their basic concept plan however remains the same, as does the
general density. We should be prepared to indicate either our support for the concept or
specific direction on the specific items to change and the rational for that change.

Enclosed is a resume from Jim Testin. Pursuant to earlier Board direction, I have
scheduled an informal interview with him in our executive session for May 22°d
In the past several weeks, I have had the opportunity to work close with Jim an various
developments; subdivision problems and general staff related items. I find him
professional, knowledgeable and dedicated to our policies. He works well with other
staff, writes concisely, speaks economically and gets to the point. These past few weeks
have erased any prior reservation I might have had. His 15 years of experience and local
allegiance to the community are a distinct asset to the staff
Based upon hard and soft interviews, Larry Vaupel and I have had with other candidates,
T am prepared to recommend Jim to fill the current vacancy. But, prior to doing that at a
public meeting, I think it useful for the Board members to get to know Jim a little better.
I believe that we can start the conversation rather informally so Jim can feel somewhat
relaxed. Then each Boazd rnernber can ask a question or two of their choosing. I will
prepare a few questions of my own that will put Jim "on the spot" but this is necessary to
observe his response style.
I have found Jim to be very bright and it is my experience that this kind of resource will
overcome usual shortcomings in one's professional experience. In the past few weeks,
we have sent his department a number of major issues and while he is short handed, he
seemed to manage the situation well and without any undo tension. Do not interpret his
calm manner as weakness. I have seen his persistence and ability to calmly articulate
municipal needs, convince several "opponents" to change their minds. He uses
persuasion rather than authority; he counteracts resistance by reason; he seeks
cooperation rather than direct conflict. He is well trained, experienced and professional.
I know I can work wel h him.

Subject: Law Suit
Mr. Kleronomos, developer of the Ponds, has filed a lawsuit seeking to have the Court
overturn our decision denying their variance request for a foundation poured in a required
sideyard.
The case has been referred to Mr. Harvey's office. I believe that we have a very strong
position. Of course, I believed that the Cedar Rustic and the Library case were strong
also.
At a subsequent Board meeting executive session, I will have Mr. Harvey brief us on the
law and on how they see the case.
