3 session September 6, . 1.983 at the _hour of 7:00 p.m. in the Municipal Building
4 of said. City. Chairman Welch p.resided .wi.th the following members present
5 Messrs.. Elstro, .Williams,. Ms. Henry, Hankinson, Mills, Parker, Carter and
6 Paust... The following business-:was. had, to-wit:

10 Councilman Hankinson moved the minutes of the previous meeting be approved as
11 published, seconded by Councilman Parker and on unanimous voice vote the motion
12 was carried.

14 APPROVAL OF BILLS

16 Councilman Hankinson moved approval of bills in the amount of $1,055,056.89 as
17 published on the revised- agenda, seconded by Councilman Carter and on unani-
18 mous voice vote the motion was carried.

20 REMARKS BY CHAIRMAN

22 Chairman Bing Welch noted in tonight's APPA newsletter that a city in Nebraska
23 ran a survey of electrical rates in cities exceeding 100,000 in population and
24 found they were below the average cost. As a result, they did. a national
25 mailing to large industries that were large power users-. and advertised their
'26 assets. RP&L is a municipally owned utility with favorable rates which is an
27 asset which could be offered to large manufacturing concerns that are large
28 power users. It behooves us to talk up RP&L.

30 The regular monthly RP&L meeting will be September 26, at 7:00 p.m.

33 AWARD BIDS FOR A POLY PHASE AND SINGLE PHASE METER TESTING SYSTEM

35 Bids were received at the last meeting for-meter testing facilities. The
. 36 prices were a little higher than .expected; however, $70,000 was budgeted for
37 the project for a more elaborate system. In reviewing the bids, it 'was found
38 that certain things could be eliminated. It was decided to eliminate the
39 I EEE 488 bus, random access ,memory, printer, and extra keyboard taking the
40 price from $44,945 to $39,725. These are needed but, with the skilled staff
41 at RP&L, they can purchase a printer and keyboard cheaper and can build the
42 remainder in house.

44 General Manager Irving Huffman recommended to purchase the meter testing
45 .equipment from RFL Industries, Inc. as described at $39,725. The same ad-
46 justments were made in all the bids. Councilman Mills so moved, seconded by
47 Councilman.Paust and on a call of the roll the following was recorded: Ayes:
48 Elstro, Williams, Ms. Henry,Hankinson, Mills, Parker, Carter, Paust, Welch (9)

51 REPORT ON IMPA AND SCADA

53 Mr. Huffman reported all communication lines with IMPA are now operating.
54 The SCADA system is working great. Several municipal representatives have
55 been here to see our equipment. In reporting on the IMPA operation for the
56 first six (6) months, Mr: Huffman noted-there were some incorrect guessti-
57 mates and. a_.few growing pains but nothing monumental. There is a lot of
58 good talent involved and RP&L has been able through their talent to help
59 solve some of the problems as they seem to better understand the problem.
60 Talks are being held with Public Service Company of Indiana concerning
61 more generation and trying to set up a meeting with Indiana Michigan Electric
62 Company to start negotiations. This meeting is set for October to try to get
' 63 a contract developed. The contract runs out at. the end of this year and a
64 new one must be negotiated. The intent is to have .a contract signed with IMPA.

1 In comparing residential rates, Mr. Huffman noted that we are 71st out of 90
2 plus in the State of Indiana.. They are coming out with a new up-date. Part
3 of the reason for our being in the lower area is that we still enjoy the
4 benefits and economies of the Whitewater Valley station because we sell that
5 power to IMPA., which is a money maker. If we did not have this station, our
6 power costs would be higher. He noted the boards have allowed RP&L to run a
7 successful utility.
