The Common Council of the City of Richmond, Indiana, serving as a Board in 2 charge of the operation of the Richmond Power & Light Plant, met in regular 3 session August 1, 1983 at the hour of..7.:00 .p.m. in the Municipal Building of. . 4 said City. . Chairman .Welch presided with :the following members present: III5 ' Messrs. Elstro, Williams, Ms. Henry, Hankinson, Mills, Parker, Carter and 6 Paust... Absent: None. The following, business .was had, to-wit: 7 . 8 APPROVAL OF MINUTES OF JULY 18, 1983 . 9 10 Councilman Parker moved to. approve the minutes .of the previous meeting as 11 published, seconded by Councilman Hankinson and on unanimous voice vote the 12 motion was carried.' 13 • 14 APPROVAL OF BILLS . • 15 . . 16 Councilman Hankinson moved to approve the bills in the amount of $621,645.59 17 as published on the agenda, seconded by Councilman Carter and on unanimous 18 voice vote the motion was carried. 19 . . . 20 REMARKS BY CHAIRMAN 21 22 Chairman Bing Welch noted there is a resolution before Council to change the 23 meeting nights for the budget, so the RP&L executive meeting .will be held on 24 August 29 at 7:00 p.m. at the RP&L service building instead of the fourth 25 Monday. - 26 . 27 REPORT BY GENERAL .MANAGER' - , • 28 III29 DISTRICT HEATING 30 III31 Mr. Huffman -reported -meetings have-:been held with state representatives, 32 necessary attorneys from the Department of Mental Health and Attorney General's 33 office, engineers from. the State Board of Works in charge of all buildings and 34 everything"'is being' put into motion. ' Everyone is receptive to the concept. 35 City Attorney' Ed Anderson and Mr._ Huffman met with the County Council this 36 morning and they passed a .similar ordinance to the one before Common Council 37 this evening. The next step' is to get the parties together to sign the necessary '38 contracts.' - 39 • 40 REQUEST TO RECEIVE BIDS:.FOR.POLYPHASE AND SINGLE PHASE METER TESTING SYSTEM _ 41 . 42 RP&L has a "Frankenstein board" for testing power meters, which has been 43. around at least fifty (50) years. They also have single phase meter testing 44 equipment which takes -quite a bit of time with a lot of labor. They want to 45. replace the Frankenstein board, which is made up of a lot of exposed switches 46 . and conductors; with one- that will do the job -8 to 10 times faster with a 47 computerized machine which can be preset. RP&L. is required by the Public 48 Service Commission of Indiana to keep their meters tested. The estimated cost 49 of the equipment is $35,000 which is in the budget. 50 . 51 There is a motion on the agenda to authorize the General Manager to receive 52 bids for a Polyphase and Single Phase Meter Testing System at the next meeting. '53 ill54 Councilman Hankinson moved for approval of the motion, seconded by Councilman 55 Par.ker .and on unanimous voice vote the motion was carried. 56 _ 57 Councilman Carter asked what the total cost for district heating is going to be 58 and 'why RP&L's amount had increased from $100,000 to $175,000. Mr. Huffman: 59 noted .an estimated cost sheet was given to Council members showing an estimated 60 cost:of $874,000. The grant was for $500,000 and a $200,000 committment by 61 E. G. Hill leaving a balance of $174,000+ so the ordinance requests $175,000. 62 Councilman Carter stated he will not be voting for this as he is not sure this 63 is that great a program for RP&L and/or for Richmond at this point. August 1, 1983 Page 2 1 Councilman Williams stated this project was discussed at the RP&L 2 executive meeting for two (.2) hours and most feel it is a good project. 3 We must move ahead to benefit RP&L and the taxpayers.
