Elstro, Williams, Ms. Henry, Hankinson, Mills, Parker, Carter and III 6 Paust. Absent: None. The following business was had, to-wit: 7 8 APPROVAL OF MINUTES OF JULY 5, 1983 ../ 9 10 Councilman Hankinson moved to approve the minutes of the previous meeting as 11 published, seconded by Councilman Parker and on unanimous voice vote the 12 motion was carried. 13 • 14 APPROVAL OF- BILLS, TRANSFERS AND INVESTMENTS . 15 16 Councilman Hankinson moved to approve the following bills, transfers and 17 investments as listed on the .agenda, seconded by Councilman•Carter and on 18 unanimous voice vote the motion was carried. 19 20 Approve the following: ' 21 Bills in the. amount of 1 ,531,789.36 22 Bonds and Interest Coupons 23 2 Payrolls. . WAYNE CIRCUIT SYSTEM 42 . 43 General Manager Irving Huffman reported an outage the other morning in the area 44 north of North "A" to "E" and 4th to 16th Streets. This is fed with the Ft. 45 Wayne circuit. They try to have back ups to all areas. There are. two Ft. Wayne 46 feeders, which come out underground. These are quite old, -probably 40 years. 47 With good history-and maintenance cables have good life, but there is no way of 48 knowing their life expectancy. The determination was to build a small sub-station 49 and 1000' of 3 phase circuit- lines from the Johnson Street sub-station, This was 50 built in 36 hours. It was designed to use as a back up for any 13,800 volts 51 coming from this station. With the use of the SCADA system, weaknesses have been 52 pointed ont and they have been corrected. It also points out other potential 53 weaknesses. The programmer has written a program for studies of the system. He 54 noted they find uses for the SCADA system every day and that .it was a very wise 55 investment by saving problems. He noted next year, they would have to think 56 about getting a new sub-station to relieve the Johnson Street station. 57 58 DISTRICT HEATING PROJECT 59 • . 60 Mr. Huffman noted loose ends are being tied up for the district heating project 61 between Richmond State Hospital and Hills. Someone from the state is being 62 contacted concerning negotiations. There have been meetings-with all of the 63 parties involved. He noted it still appears the cost is going to be in the 64 $800,000+ but a final figure is not yet determined. RP&L.has to know they will RP&L Minutes Cont'd. July 18, 1983 Page 2 1 recover their money in:a certain amount of time and some return on their 2 investment. So far the project has been. most encouraging and is a tremendous 3 new era for RP&L. If the project shows RP&L cannot get their money back in 4 a prescribed time and a return on their investment, the project should not go. 5 This type project will be .growing from an industrial and.. commercial standpoint, 6 but not residential at this time. Mr. Huffman noted the heat has to be con- 7 verted for Hills to be able •to use it. This is done with heat exchanges.- 8 . 9 Councilman Carter asked the reason for-extremely high operating revenue and high 10 net income for this month. Mr. Huffman explained RP&L is operating on a .882 11 ratio for the operating revnue. These figures include sale to IMPA revenues 12 and it is taken out in purchase power figures.
