HomeMy Public PortalAbout05-02-1983 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, MAY 2, 1983 1 The Common Council of the City of Richmond, Indiana, serving as a Board in 2 charge of the operation of the Richmond Power & Light Plant, met in regular 3 session May 2, 1983 at the hour of 7:00 p.m. in the Municipal Building of 4 said City. Chairman Welch presided with the following members present: III 5 Messrs. Elstro, Ms. Henry, Hankinson, Mills , Parker, Carter and Paust. 6 Absent: Williams. The following business was had, to-wit: 7 8 APPROVAL OF MINUTES OF APRIL 18, 1983 9 10 Councilman Hankinson moved to approve the minutes of the previous meeting as 11 published, seconded by Councilman Mills and on unanimous voice vote the motion 12 was carried. 13 14 APPROVAL OF BILLS 15 16 Councilman Hankinson moved to approve bills in the amount of $512 ,172.29 as 17 published on the revised agenda, seconded by Councilman Carter and on unanimous 18 voice vote the motion was carried. 19 20 REPORT BY GENERAL MANAGER 21 AWARD BIDS FOR TRANSFORMERS 22 23 Mr. Richard Barker, Transmission & Distribution Manager, sitting in for General 24 Manager Irving Huffman, presented evaluations for bids received for transformers. 25 A formula was used by adding the bid price, core losses and winding losses to 26 get a total cost; therefore,in -some cases the lowest total cost is not nedes- 27 sarily the lowest bid cost. He noted the industry standard on the life of a 28 transformer is thirty (30) years, so using that as a basis they figured what 29 the average load on a transformer would be, used a 12% carrying charge and a III 30 10% rate of return to do a present value analysis .to evaluate how much energy 31 cost would be lost on each transformer.. Taking the present value of that comes 32 into a total cost. He requested authorization to purchase the transformers 33 based on the best bid on an as needed basis . 34 35 Councilman Elstro so moved, seconded by Councilman Paust and on a call of the 36 roll the following was recorded: Ayes : Elstro, Henry, Hankinson , Mills , Parker, 37 Carter, Paust, Welch (8) . Noes: None (0) . Mr. Barker estimated the total 38 cost at $125,000. 39 40 AUTHORIZATION TO RECEIVE BIDS FOR FOUR (4) 15 KV CIRCUIT BREAKERS 41 42 This item is in the 1983 budget. The specifications are limited to vacuum or 43 sulphur hexafluoride breakers. These will cost between $12,000 and $15,000 44 apiece for a total cost of $40,000 to $60 ,000. He requested authorization to 45 receive bids for these four (4) 15 KV circuit breakers. 46 47 Councilman Hankinson so moved, seconded by Councilman Mills and on unanimous 48 voice vote the motion was carried. 49 50 AUTHORIZATION TO RECEIVE BIDS FOR STREET LIGHTS 51 52 This item is in the 1983 budget. This bid will be for materials for street 53 light fixtures to convert the present mercury vapor to high pressure sodium 54 vapor. The areas involved are U.S. 27 north and south , U.S. 40 east and west 111 55 and North and South "A" for a total of 886 fixtures. The cost estimate is 56 $75,000 with an estimated cost savings to the city of $3500 per year. Mr. 57 Barker requested authorization to receive these bids. 58 59 Councilman Parker so moved, seconded by Councilman Paust and on unanimous voice 60 vote the motion was carried. 61 62 AUTHORIZATION TO RECEIVE BIDS FOR ONE (1 ) TWO DOOR HATCHBACK 63 64 Mr. Barker requested authorization to receive bids for one (1 ) four cylinder 65 two door hatchback.
