OF THE RICHMOND POWER & LIGHT PLANT, APRIL 18, 1983 1 The Common Council of the City of Richmond, Indiana, serving as a Board in 2 charge of the operation_of the Richmond Power & Light Plant, met in regular 3 session April 1;8,, 1983 at the hour of 7:00 p.m. in the Municipal Building of 4 said City. Chairman Welch presided with the following members present: 5 Messrs. Elstro, Williams, .Ms. Henry, Hankinson, Mills, Parker, Carter, 6 and Faust. Absent: None. . .The following business was had, to-wit: 7 . 8 APPROVAL OF MINUTES OF APRIL 4, 1983 9 • 10 Councilman Mills moved to approve the minutes. of the previous meeting as 11 published, seconded by Councilman Parker and on unanimous voice vote the 12 motion was carried. 13 14 APPROVAL OF BILLS, TRANSFERS AND INVESTMENTS 15 16 Councilman Hanki: soiimoved 'for approval of bills, transfers and investments as 17 published, seconded by Councilwoman Henry and on unanimous voice vote the 18 motion was carried. 19 20 Approve the. following: 21 ' Bills in the amount of 345,108.81 22 Bonds and Interest Coupons 428.75 . 23 2 Payrolls • 262,803.64 24 25 Transfers from Cash Operating Fund 26 Bond Sinking Fund 70,423.55 27 Cash Reserve Fund 91,162.75 28 Depreciation Reserve Fund 10,968.06 29 30 Investments Purchased III31 Bond Reserve Fund 334,011.95 32 Bond Sinking Fund 140,847.10. 33 Cash Operating Fund. 3,230,272.84' . 34 Cash Reserve Fund • • 505,'870.29 35 'Consumers Deposit Fund . 11,000.00 36 - Depreciation Reserve Fund . 3,641,206.89 37 38 ' REMARKS BY CHAIRMAN 39 40 Chairman Welch reminded members of the regular monthly meeting on April 25. 41 42 .REPORT BY GENERAL MANAGER 43 44 General Manager Irving Huffman noted the transformers will be in the range -of 45 - $150,00.0 to $200,,000.. He stated there was a . formula for the bidders to fol- 46 low and suggested he just check the bids for proper bid form and bonds at this 47 time as it would be difficult to get any meaning out of the quotes. .Bids were 48 opened from the .following and bonds and proper bid forms noted: "General Electric, 49 Universal Electric, Brownstown Electric, Electric Laboratories & Sales Corp,- 50 Wesco 'and D-ynalectric. Mr. Huffman requested referral of the bids for study. 51 52 Councilman Hankinson moved to refer the bids to the General Manager for tabu- 53 lation, evaluation and recommendation, seconded by Councilman .Paust and on 54 unanimous voice. vote the motion was carried. 55 56 Mr. Huffman replied to, a question about, today's outage stating that a switch • 57 ' blew up in the Williamsburg substation.
