HomeMy Public PortalAbout04-04-1983 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER &LIGHT PLANT, APRIL 4, 1983 1 The Common Council of the City of Richmond,..Indiana, serving as a Board in 2 charge of the operation of the Richmond Power & Light Plant, met in regular 3 session April 4, 1983 at the hour of 7:00 p.m. in the Municipal Building of 4 said City. Chairman Welch presided with the following members present: 5 Messrs. Elstro, Williams, Ms. Henry, Hankinson, Parker, Carter and Paust. 6 Absent: Mills. The following business was had, to-wit : 7 8 APPROVAL OF MINUTES OF MARCH 21, 1983 9 10 Councilman Hankinson moved to approve the minutes of the previous meeting as 11 published, seconded by Councilman Paust and on unanimous voice vote the motion 12 was carried. 13 14 APPROVAL OF BILLS 15 16 Councilman Hankinson moved approval of bills in the amount of $.897,199.47 .as 17 published in the agenda, seconded by Councilwoman Henry and on unanimous voice 18 vote the motion was carried. 19 20 REMARKS BY CHAIRMAN 21 22 Chairman Welch requested members mark their calendar for April 25 for the 23 regular monthly RP&L meeting at 7:00 p.m. 24 25 REPORT BY GENERAL MANAGER 26 Request to Receive Bids for Distribution Transformers 27 28 General Manager Irving Huffman noted bids were received a couple of years ago 29 for a large number of distribution transformers. - A formula was assigned ahead 30 of time to evaluate the bid price of the transformers and this method worked 31 well. ' He requested authority to receive bids for 208 transformers from 25 KVA 32 to 1000 KVA. The amount will be in excess of $300,000. This is a budgeted 33 item for this year. 34 35 Councilman Williams so moved, seconded by Councilman Paust and on unanimous 36 voice vote the motion was carried. 37 ' 38 Indiana Municipal Electrical Association Meeting in Richmond 39 40 ' The IMEA is holding a meeting next week in Richmond on Wednesday and Thursday. 41 There will be a tour of Richmond Power and Light and their SCADA facility. 42 Readings are now coming ' in from Peru, Greenfield and Frankfort with Tipton and 43 Crawfordsville connecting tomorrow and Anderson later in the week. Hopefully 44 by next week all the systems will be plugged into UP&L's computer, matcing it 45 possible to monitor all systems. This will be one of the latest systems and 46 will be a million and a half dollar system for a cost of $600,000 because of 47 the talent on board to be able to design and carry through a good system. 48 49 Stack Repair on #2 Unit 50 51. Mr. Huffman stated quotations are being received for repair on the stack of 52 Unit #2. It is quite a bit less costly to do the repair instead of buying a 53 new unit and the stack could be as good if not better than buying a new one. 54 55 In response to Chairman Welch's question as to both generators being run and 56 turning power through IMPA, Mr. Huffman noted both units were being run; how- 57 ever, because of the I&M contract and interconnections there are restrictions 58 on running both units. The power can be sold in the public service area. At 59 this time there is so much excessive capacity at low prices it is to RP&L's 60 ' advantage to not run any generation and purchase the cheap power. We receive 61 capacity credit payments.
