PROCEEDINGS:OF THE COMMON. COUNCIL OF THE
CITY OF RICHMOND, . INDIANA, SERVING AS A BOARD
IN CHARGE OF THE OPERATION OF THE RICHMOND POWER
& LIGHT. PLANT, MARCH 7, 1983 .
1 The Common Council of the City of. Richmond, Indiana, serving as a Board in
2 charge of the operation of the. Richmond Power & Light Plant, met in regular
• 3 session March-7, 1983 at the hour of 7:00 p.m. in the:Municipal Building of
4 said City. Chairman Welch' presided with the following members present: Messrs.
5 Elstro, Williams, Ms. 'Henry, Hankinson, Mills, Parker, Carter and Paust.
6 Absent: None.. The following business was had, to-wit:

8 APPROVAL OF MINUTES OF -FEBRUARY 22, 1983.

10 Councilman Hankinson moved the minutes of the previous meeting be approved as
11 published, seconded by Councilman Mills and on unanimous-voice vote the motion
12 was carried.

14 APPROVAL. OF BILLS

16 Councilman Hankinson moved approval of bills in the amount of $644,040.66,
17 seconded by Councilman Carter and on unanimous voice vote the motion was carried.
18 Councilman Hankinson noted all bills payable had certificates attached.

20 REMARKS BY CHAIRMAN .

22 Chairman Welch set Monday, March 28 at 7:00 p.m. for the monthly executive
23 meeting.

25 REPORT BY GENERAL MANAGER,

27 General Manager Irving Huffman stated- he received a request from 'Mr. Arnold Leas
28 to make a presentation:to RP&L staff on Monday, -March 28. at 10:00 a.m. and will
III 29 probably be able to make an additional presentation to Council that evening.
30 Mr. Leas has a couple of projects he wants to talk about concerning gasification.

32 Purchase of Digging Equipment

34 Mr. Huffman presented. a tabulation from four (4) suppliers of front end loaders
35 and back hoes to furnish a Ford 555 from detailed specifications. Quotes were
36 received from Dayton Ford Tractor, .Inc. , Randolph Tractor Sales, Allen County
37 Tractor Sales -and Bright Equipment, Inc. who all received the same specifications
38 and all looked at the trade-in of a 1966 Ford Industrial tractor. The lowest
39 delivered price is Dayton Ford Tractor, Inc. for $21 ,000.00 with a delivery
40 date of 30 to 120 days -after receipt of' order. Mr. Huffman recommended issuing
41 a purchase order to the lowest and best quote.

43 Councilman Elstro so moved,: -seconded by Councilman Williams and on a call of the
44 • roll the following.was recorded: Ayes.: Elstro, Williams, Henry, Hankinson,
45 Mills, Parker, Carter, Paust and Welch. Noes: None. The vote being nine (9)
46 to zero (0).- in favor. of the motion. -Mr. Huffman noted all are stocking .dealers.

48 Maintenance of Lighting on I-70

50 In response to Councilman Parker's question concerning an agreement for RP&L to
51 do maintenance of lighting at the I-70 interchanges, Mr. Huffman noted it is
52 still being worked on awaiting paper work from the state.
