CITY OF RICHMOND, INDIANA, SERVING AS A BOARD • • IN CHARGE OF THE OPERATION OF THE RICHMOND POWER , - • & LIGHT PLANT, FEBRUARY 7, 1983 1 The Common Council of the City of Richmond, Indiana, .serving as a. Board in 2 charge of -the .operation of the Richmond, Power & Light Plant, met in regular 3 ' session February 7, 1983 at. the hour of' 7.:00 p.m. An the Municipal Building 4 of said City: Chairman Welch presided with" the following members present: 5 Messrs. Elstro, Williams,IIIMs.. :Henr.y, Hankinson, Mills, .Parker, Carter 'and 6 .Paust. Absent: None. The following business was had, to-wit: 7 8 APPROVAL OF MINUTES OF JANUARY 17, 1983 9 10 ' Councilman Mills moved to approve the minutes of the previous meeting as pub- 11 lished, seconded by Councilman Parker and on unanimous voice -vote the motion 12 was carried. • 13 . . . 14 APPROVAL OF BILLS ' 15 . 16 Councilman Hankinson moved.payment of bills in the amount of $601,279.08, 17 seconded by Councilman Carter and on unanimous voice .vote the motion was carried. 18 19 ' Councilman Hankinson noted. a large number of the .bills have the accounts 20 payable' affidavit not signed by the supplier. According to the wording of .the 21 affidavit, it cannot be paid until this is signed. He advised Mr. Huffman that 22 in future review of bills to be paid, any not signed will be pulled out and not 23 passed for approval. .24 25 REMARKS BY CHAIRMAN • ' 26 ' - . - 27 Chairman Welch noted the executive meeting will be Monday, February 28 at 28 7:00 p.m. at the RP&L building. . III 29 30 -.REPORT BY GENERAL MANAGER 31 . 32 General.Manager Irving Huffman recommended .the following bid awards: 33 34 (1) one 1983 hydrolic telescoping insulated aerial device and .fiberglass body 35 to Illinois Truck & Equipment Co. for $29,730.00 as the lowest and best bidder. 36 37 (2) 'one 1983 dump chip body to Harsh Mfg. Co. for $5,985.00 as the lowest and 38 best bidder. . 39 . _ 40 (3) one' 1983 fiberglass utility body for a 60 inch C.A. cab and chassis to 41 Delphi Body.Works, Inc. for $4,990.00. ' Mr. Huffman noted'.the low bid from 42 ' Illinois Truck & Eqt. Co. did not meet .the specifications as the specs called 43 for a 48" high body and the bid from Illinois - was for a 41" body; therefore, 44 Delphi,.is the lowest bid meeting the specs. 45 • , 46 (4) ' .two 1983 truck cabs chassis with 19,500 minimum GVW to Fred First Ford 47 for $12,608. 10 and $17,108.10 .net with trade. Mr. Huffman noted the specs . 48 called for a spicer transmission and the low bid of Studebaker Buick GMC, Inc. 49 which had. a clark transmission is not equivalent to the Spicer; therefore, Ford 50 is the low bid meeting the specs. 51 ' • 52 (5) . one 1983 truck cab & chassis 10,000 minimum GVW to Fred First Ford 53 for $9,994.50. III 54 55. (6) one 1983 one ton pick-up truck to Fred First- Fordfor $1,1,295.51. 56 57 Mr. Huffman requested authorization to award the contracts to the lowest and - - 58 best bidders meeting specifications. 59 60 City Attorney Ed Anderson noted the• notice of publication was not accepted at 61 the last meeting; therefore, you are really not accepting bids but accepting 62 offers. He-further noted the bidding process was rescinded. He recommended the 63 motion' be that the Board accepts the following offers having met the spocifi- 64 cations with the amounts as specified. Councilman Williams so moved, seconded • RP&L Minutes Cont'd. • • February 7, 1983 Page 2 • 1 by Councilman Elstro and on. a call of the roll the" following was recorded: 2 Ayes: Elstro, Williams,• Henry, .Hankinson, Parker, Carter, Paust and Welch. • 3 Noes: Mills. The vote being eight' (8)- to. one (1) in favor of the motion. 4 Councilman Mills -stated .he voted .against. the motion as he feels the one ton 5 . pick-up truck should have been awarded to Studebaker Buick GMC, Inc. 6 .. 7 REVIEW OF OPERATIONS • - 8 . . 9 Mr. Huffman presented each Councilman a review of the 1982 operations. 10 • 11 NEW BUSINESS 12 13 Chairman Welch, asked Mr. Huffman if any word. has: been received as to how 14 RP&L might be affected by the. reduction of regulations and demands on 15 regulations by FERC and Other Federal agencies.. Mr., Huffman noted he is a 16 member of the APPA Legislative Committee which will be meeting concerning 17 regulation problem and proposed legislation. They will meet this week. 18 . _ • 19 'He.noted deregulation causes increases and feels monopolies have to be 20 regulated. • 21 • 22 ADJOURNMENT 23 • 24 There being no further business on motion duly made, seconded and passed 25 . the"meeting was adjourned.
