FEBRUARY 21, 2023
The Common Council of the City of Richmond, Indiana met in a Regular Meeting,
February 21., 2023 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR ENGLE
Vice President ()ler called the meeting to order and the following business was conducted.
ROLL CALL
Present were Councilors Lucinda Wright, :Bill Engle, Jeffrey Locke, Jane Bumbalough,
Ron Oler and Larry Parker. Absent were Councilors Doug Goss, Jeff Cappa and Gary
Thrum
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk; Dave Carpenter; Nick Wilson; Emily Palmer, Controller; Police Chief Mike Britt;
Pat Smoker& Elijah Welch, Sanitary District; and, Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the Regular Meeting held February 6,
2023, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried.

INTRODUCTIONS, MOTIONS, RESOLUTIONS
RESOLUTION NO. 4 —2023 —A RESOLUTION OF THE CITY OF RIC,HMOND

Resolution No. 4-2023 was held until the March 6, 2023 meeting.

REPORT FROM BOAR!) OF PUBLIC WORKS AND SAFETY
Minutes of the February 2 and 9, 2023 were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES,
SPECIAL COMMITTEES and/or ORGANIZATIONS
Rich iond Sanitary District Director Pat Smoker presented an update of activity in 2022 at
the Sanitary District.
ORDINANCES ON FIRST READING
Councilor Parker moved to suspend the rules and read Ordinance Nos. 12 & 14-2023 on
first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce,
the motion carried.
ORDINANCE NO. 12-2023 — AN APPROPRIATION ORDINANCE AMENDING
ORDINANCE NO. 24-2022 KNOWN AS THE 2023 SALARY ORDINANCE (Police)
The Clerk read Ordinance No. 12-2023 on first reading by title only.
The Finance Committee recommended approval.
Councilor Parker moved to advance to second reading and public hearing, supported by
Councilor Bumbalough. Upon a vote viva voce, the motion carried.
There being no comments for or against, Councilor Parker moved to engross, supported by
Councilor Bumbalough. Upon a vote viva voce, the motion carried.
Councilor Locke called for the question, supported by Councilor Bumbalough.
Ordinance No. 12-2023 was adopted with a 6-0 roll call vote.
ORDINANCE NO. 14-2023 — A SPECIAL ORDINANCE AUTHORIZING THE CITY
OF RICHMOND TO RECEIVE DONATIONS FOR RIO:MOND POLICE
DEPARTMENT PROGRAMS
The Clerk read Ordinance No. 14-2023 on first reading by title only.

ORDINANCES ON SECOND READING
ORDINANCE NO. 52-2022 —A SPECIAL ORDINANCE VACATING A PUBLIC
WAY (ALLEY) (Peterson Land Holding)
Ordinance No. 52-2023 was tabled until the March 6, 2023 meeting.
MISCELLANEOUS BUSINESS
None

There being no further business, on a motion duly made, supported and passed,the meeting
was adjourned.
