The Common Council of the City of Richmond, Indiana met in a Regular Meeting March
6, 2023 in the Council Chambers in said City.
'PLEDGE OF ALLEGIANCE ENGLE
President 01.ma called the meeting to order and the following business was conducted.
ROLL CALL
Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey
Locke, Gary Turner, Jane Bumbalough, and Larry Parker. Absent was Councilor Oler.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk; Elijah Welch, & Pat Smoker, Sanitary district; David Carpenter; Dustin Purvis, City
Planner; Fire Chief Tim and Kay Brown; Ron Itnyre; Tony Foster, Richmond Power and
Light General Manager; and, Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the Regular Meeting held February 21„
2023, supported by Councilor Wright. Upon a vote viva voce, the motion carried.
PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND
INTRODUCTIONS, MOTIONS, RESOLUTIONS
RESOLUTION NO. 4-2023 —A RESOLUTION OF THE CITY OF RICHMOND
COMMON COUNCIL RE ISSUANCE'. OF SANITARY DISTRICT BONDS AND
PLEDGE OF STORM WATER. REVENUES BY ITIE STORM WATER
MANAGEMENT BOARD
Councilor Turner moved to approve, supported by Councilor Goss. Resolution No. 4-
2023 was approved with a 7-1 roll call vote. Dissenting was Councilor Cappa.
COMMUNICATION FROM THE MAYOR
• Review of community events
• Introduced incoming Fire Chief Tim Brown and City Planner Dustin Purvis.
