Roll Call The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session January 17, 2017 at 6:15 p.m. Mayor Steve Berner called the meeting to order. Upon roll being called the following named council members were present: Al Havens, Mike Ryan, Peggy Upton, Jo Kahler, Jim Bartels. Also present: City Administrator/Clerk Doug Boldt, Deputy City Clerk Ashley Platz, Building Official Brian Shay, Assistant Public Works Director/Fire Cheif Brian Detert, City Engineer Ben Carhoff& Jack Burnham, and other visitors. B. Agenda Additions/Agenda Approval Motion to approve the agenda by Bartels Second by Ryan. All ayes, agenda approved. C. Discussion of FY 2017-2018 Budget a. Upcoming General Obligation Note/Debt Projection —Jeff Heil—Northland Securities Jeff Heil—Northland Securities —Discussed the City's 2017-18 Budget and discuss upcoming General Obligation Note/Debt Projections. Jeff presented a two different Bonding scenarios and how they affect Tiffin's Debt Book and Tiffin's Debt Limit. Discussion regarding Tiffin's Urban Renewal areas will be adjusted to maximize the most TIF Revenue by reducing the 2005 Amendment area to only include the areas currently developed and open up the rest of the 2005 Area to be for future development. Doug Boldt—Budget 2017-18 Budget Johnson County Sheriff's budget hours to increase to 39.5 hours/week which is $88,322/year. Tiffin Fire Dept-requested to increase to $132,000 from $115,000. This will put them on track for the pumper truck and ladder truck. Expansion of City Hall—Proposed drawing from Woodruff Construction. Potential cost of City Hall expansion. $120,000-$150,000 D. Director of Public Work's Report—Nothing to report. 4. Building Official Report—224 Building Permits issued. 199 new units. Fees collected $265,205. 5. City Engineer's Report—Ireland Avenue & Highway 6's Traffic Lights have been approved. Havens requested to have the lights installed before School starts so residents can be accustomed to the lights. 6. City Attorney's Report—Roberts Ferry road packets are being mailed out Friday for Easements. 7. City Administrator's Report—Might need budget meeting for 1-31-17. Coralville trail is looking to have a summer letting. City Hall sign ideas presented to Council for their favorite. N. Adiournment Motion to adjourn by Ryan.
