A. Call to Order—6:00 PM
The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session January 31,
2017 at 6:00 p.m. Mayor Steve Berner called the meeting to order. Upon roll being called the
following named council members were present: Al Havens, Mike Ryan, Jo Kahler, Jim Bartels.
Absent: Peggy Upton (Arrived at 6:08 PM). Also present: City Administrator/Clerk Doug
Boldt, Deputy City Clerk Ashley Platz, Building Official Brian Shay, Assistant Public Works
Director/Fire Cheif Brian Detert, City Engineer Ben Carhoff& Jack Burnham, and other visitors.

Motion to approve the agenda by Kahler.
Second by Bartels.

1. Discussion and Consideration of Presenting Offers to Affected Property Owners along
Park Road for Infrastructure Improvements and Council Action as Needed
Peggy Upton arrived at 6:08PM.
Council discussed with Jacci & Adam Brandt regarding the .22 acres of right of way the City is
needing for Park Road. The City offered $5500 to the Brandt's $0.59/sgft. The Brandt's would
like $2.50/sgft which is $24k. Council discussed offering $2.22/sgft to the Brandt's.
Council also discussed Melvin Reeves property and his acceptance of the $25k/acre.
Motion to have Legal and Administrator present offers to affected property owners along park
road for infrastructure improvements. In addition, Council recognized the letter on file from City
Attorney a potential conflict of interest with the Firm representing Melvin Reeve. Price
negotiation will be handled with City Staff and Property Owners not the City Attorney by Ryan
Second by Kahler.
All ayes, motion carried.

2. Discussion and Consideration of Presenting Letter to Central Iowa Power Cooperative
(CIPCO) to Relocate Utility Lines along Park Road and Council Action as Needed
Motion to direct City Adminstrator to present a letter to Central Iowa Power Cooperative
(CIPCO) to Relocate Utility Lines along Park Road by Havens.
Second by Bartels.
All ayes, motion carried.

1. City Administrator—FY 2017-2018 Budget
Doug Boldt, City Administrator presented the FY 2017-18 Budgeted Revenues to Council.
Council also discussed the Budget Requests and Forecasts from the Public Works Dept for next
year and near future.
Doug also asked Council their stance of the City Hall Expansion.
