The final two columns on the right indicate whether the strategy follows a recommendation from the 2017 Housing Production Plan, and whether the strategy is connected to DHCD guidelines for Housing Production Plans (as outlined in Table 23 of this HPP). Community Outreach and Education (Housing Production Plan (HPP) Strategy #14)  Responded to email and phone requests for information and assistance, 68 total requests for housing information (38) or assistance (30). 2. Brewster Affordable Housing Trust (BAHT) (HPP assorted strategies, Select Board (SB) Strategic Plan H-1)  Trust met & addressed items throughout update.  Worked on the Housing Trust Guidelines, draft sent to legal counsel for review.  Working with the Housing Partnership, a Community Housing Forum is scheduled for Thursday October 27th 5-6:30PM at Brewster Ladies Library. 3. Community Housing Parcel off Millstone (SB Strategic Plan H-4, HPP Strategies #12 & 16)  The Select Board approved and executed a Land Disposition Agreement for the Millstone parcel with Preservation of Affordable Housing (POAH) & Housing Assistance Corporation (HAC).  The Select Board also sent a letter of support for POAH & HAC’s Millstone Community Rental Housing Project Eligibility Application for the Low-Income Housing Tax Credit program. 4. Redevelop Existing Properties for Affordable Housing (HPP Strategy #5)  Serenity at Brewster (55+ rental housing, 27 affordable units): Tours were available and the Town and DHCD were thanked for their efforts during a well-attended grand opening ceremony. Leasing began for both market rate and affordable units.  Had an informative tour of housing on the Bay Parcel by Ed Barber and presented to the Bay Parcel Committee Meeting about the Town Housing Plan as well as a preliminary exploration of potential housing uses on the Bay Parcel. 5. Comprehensive Permit Projects (HPP Strategy #16)  Brewster Woods (30 affordable rental units): Affordable housing lottery was held August 2nd with 125 eligible applications from a total pool of 241 households. Construction delays continue.  Habitat for Humanity Red Top Road (2 affordable homes): Regulatory Agreement sent to legal counsel. 6. Preservation of Housing and Related Support of Brewster Residents (SB H-3, HPP Strategy #20)  Regional Community Development Block Grant (CDBG) Program continues. Website announcement about housing rehab and childcare funding. 7. Subsidized Housing Inventory (SHI) (HPP Strategy #21 & 22)  Buy-down award of $30,000 to assist with the affordable resale purchase of 50 James Burr Road.  Began work on 212 Yankee Drive RFQ to preserve the property, restore to use, and resell to an eligible homebuyer. Legal counsel guidance. Site visit with James Jones from DPW & Donna Kalinick.  Gave tour of Brewster affordable housing to Rieko Hayashi from DHCD.  Continued coordinated follow-up on several SHI homes of concern. 8. Housing Production Plan (HPP) (Select Board Strategic Plan Goal H-2)  With one small clarification, 2022 HPP was approved by DHCD. 9.Collaboration (HPP Strategy #7)  Attended HOME Consortium meeting and One Cape Summit and participated in a focus group for regional housing market study update. Upcoming Activities/ Highlights  Community Housing Forum will be held Thursday October 27th 5-6:30PM at Brewster Ladies Library. Personnel  Participated in Bay Parcel, Housing Partnership & Housing Trust meetings. Attended community outreach task force and ARPA information session. Also worked with: Assessor’s, Building, Council on Aging, Fire, Health, Natural Resources, Planning, Public Works, and Town Administration. Community Development Partnership (CDP) and Homeless Prevention Council (HPC) have teamed up to address the Lower Cape year-round housing crisis The Lower Cape Housing & Accessory Dwelling Unit (ADU) Resource Center will offer: •Financial incentives, technical assistance, and other resources to eligible homeowners interested in building an ADU, also known as an in-law suite, basement apartment, etc. •Housing Stabilization Fund for residents who are not otherwise eligible for housing support and are at greatest risk of becoming homeless •Resident Services to landlords and tenants to promote positive tenancy and long-term rental success •Online resource library and community training For information on building an ADU call Vicky at (508) 290-0119 or vicky@capecdp.org For information on Housing Services call Maggi at (508) 255-9667 x110 or referrals@hpccapecod.org Visit www.lowercapehousing.org for more information. Brewster Housing Partnership Minutes of the 8/18/2022 Meeting Members Present: Diane Pansire, Jillian Douglas, Ralph Marotti, Sarah Robinson Absent: Steve Seaver, Vanessa Green Guests Present: Jill Scalise (Housing Coordinator), Cindy B 1. Call to Order: Meeting called to order 2. Declaration of a quorum: a quorum was declared with four members present 3. Meeting Participation Statement: Diane Pansire read the meeting participation statement 4. Recording Statement: Diane Pansire read the recording statement 5. Organization of the Housing Partnership, Clerk Position: Sarah Robinson was voted in as the clerk. It was a unanimous. 6. 2017 Housing Production Plan (HPP) Certification and 2022 HPP Update: 2017 Plan was certified last month May 25th 2022-May 15th 2023. We are currently in Safe Harbor. 2022 HPP was approved by the Select Board and Planning Board on July 11th and was sent to the State who approved it. The State wanted information on where they town might consider comprehensive permit project. We have responded with the Millstone Property and perhaps 1 or both of the Sea Camps Property. Jill thanked the group for all of our hard work on this project. The plan has a 5 year goal of creating 24 units per year and we have met that goal for the first year. 7. Project Eligibility Application for Millstone Affordable Housing: POA and HAC submitted a project eligibility application for Low Income Housing Tax Credit Funding which is what a developer does to get a project eligibility letter and then they can begin the Comprehensive Permit Process. Letter was sent in July, and the Select Board wrote a letter of support for the project eligibility. 8. Housing Trust Community Forum-potential dates: The Trust wants to review the HPP and also to help people determine which applications would benefit them and also to help with the actual application. They would like the Housing Partnership to join them in October either the 18th or the 27th. It was decided that we will have our regular housing meeting on the 20th and the Community Forum with the Housing Trust meeting on the 27th. Jillian recalls that we were going to run this meeting but the Trust is going to be running things. Diane brought up the mission statement of the HP and she read it to everyone to remind us of our mission and focus. 10. Housing Updates, including Housing Coordinator: Ongoing Activities/ Projects Community Outreach and Education (Housing Production Plan (HPP) Strategy #13) • Responded to email and phone requests for information and assistance, 67 total requests for housing information (32) or assistance (35). • Website announcement and Housing Office webpage update with Housing Plan information. Brewster Affordable Housing Trust (BAHT) (HPP Strategy #7) • Trust met & addressed items throughout update. • Worked on the Housing Trust Guidelines with Trust subgroup. Community Housing Parcel off Millstone (Select Board Strategic Plan Goal H-3, HPP Strategy #15) • The Select Board is in the process of negotiating a Land Development & Ground Lease Agreement with Preservation of Affordable Housing (POAH) & Housing Assistance Corporation (HAC). Outreach continued. Met with Elevation Financial staff about pricing of units and leasing. Site visit & tour. Outreach continued. • Habitat for Humanity Red Top Road (2 affordable home ownership): Regulatory Agreement with DHCD. Preservation of Housing and Related Support of Brewster Residents • Regional Community Development Block Grant (CDBG) FY21 update: After proposal review and interview process, The Resource Inc. (TRI) was selected to administer the FY21 Housing Rehab program, Subsidized Housing Inventory (SHI) (HPP Strategy #10) • Sent request and documentation to DHCD for the certification of the 2017 HPP. This is based on the creation of 27 affordable units at Serenity and permit for 2 Habitat affordable homes off Red Top. • Continued evaluation of 212 Yankee Drive. Site visit with Building Commissioner scheduled. • Followed-up on DHCD meeting about affordable resale of 11 Sean Circle. DHCD sent letter to mortgage company. Town investigated the potential of local agency involved in potential rehab of property. Housing Production Plan (HPP) (Select Board Strategic Plan Goal H-2) • Continued work with Barrett Planning on Plan update. Draft Plan presented to joint Select Board & Planning Board. Broad outreach about draft plan and forum. Draft plan presented at Zoom Housing Partnership Community Forum, approx. 30 attendees. Two-week comment period held. Implementation Table created. Discussion of comments, resolution, and the final Plan at second Housing Partnership meeting. Collaboration (HPP Strategy #9) • Attended CHAPA’s Making the Case for Housing Zoom, part of the MA Housing Institute, HAC- APCC’s Grow Smart Plan map workshop, and a Cape Cod for All presentation. • Participated in Cape Housing Institute Brewster update call with Community Development Partnership. Upcoming Activities • Lotteries for the affordable units at Serenity Apartments at Brewster and Brewster Woods will be held in late July and early August. Personnel • Participated in Housing Trust, Housing Partnership, Planning Board, and Select Board meetings. Attended Laserfiche training. Also worked with: Accounting, Building, Council on Aging, Health, Planning, Town Administration, Treasurer’s Office, and Vision Planning Committee. Followed-up with The Resource Inc about applications and increase to $50,000 per home for critical repairs housing rehab. Subsidized Housing Inventory (SHI) (HPP Strategy #10) • Received Certification of the 2017 HPP for the creation of 27 affordable units at Serenity Apartments. Brewster’s SHI is now at 6.2%. • Processed a Buy-down application, and related documents, for the affordable resale of 50 James Burr Road. • Continued evaluation of 212 Yankee Drive. Site visit with Building Commissioner and Donna Kalinick. • Continued follow-up on several SHI homes of concern & looked over FY23 SHI tax assessments. Housing Production Plan (HPP) (Select Board Strategic Plan Goal H-2) • Comment matrix created, comments incorporated, and Plan completed. The Plan was presented to a joint meeting of the Select Board and Planning Board, approved by both boards, and sent to DHCD. Collaboration (HPP Strategy #9) • Attended CHAPA’s Making the Case for Housing Zoom and participated in Lower Cape Peer Ralph brought up the idea that a generator might be helpful for the residents of Wells Court. There was an approved a buy down application for an affordable resale property on James Burr Road because the home had quite a bit of wear and tear. Home has been sold and the new owner was able to access the buy down funds for $30,000. Diane asked about Block Grants. We do have a Community Development Block Grant, Housing rehabilitation grant will pay up to $50,000 for critical home repairs for residents who are under 80% of AMI which is less than $80,000 for a family of four. Examples would be for roofing, heating and Forgivable loan which will be forgiven after 15 years. There is also a child care assistance grants to pay up to $6,000 to help someone keep a work position or to obtain a job. Ralph asked if people need to come forward or does the town reach out to people or do they have to volunteer to have this done. The town and council of aging have sent out flyers to some of the residents who have been involved in other programs. Jill is hoping that Meals on Wheels drivers can hand out flyers when they are delivering meals. Jillian wanted to know how much is left in the housing rehab program and Jill noted that it is a new fiscal year in the past six weeks but Jill did not know the exact amount. 11. Jillian asked for an update on the Sea Camps Property to see if our group could have a tour. Will have to ask Donna Kalinick and Cindy Bingham suggested that we go to both Sea Camp properties. 12.
