HomeMy Public PortalAbout04-05-1982 PROCEEDINGS OF THE COMMON COUNCIL OF .THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, APRIL 5, 1982 . 1 The Common Council of the City of Richmond, Indiana, serving as a Board in 2 charge of the operation of the Richmond Power & Light Plant, met in regular 3 session April 5, 1982 at the hour of 7:00 p.m. in the Municipal Building of 4 said City. Chairman Welch presided with the following members present: Messrs`. Elstro, Williams, Ms. Henry, Hankinson, Mills, Parker, Carter and 6 Paust. Absent: None. The following business was had, to-wit: 7 _ 8 SWEAR IN NEW COUNCILWOMAN 9 10 : City Clerk JoEllen Trimble gave the oath of office to new Councilwoman Robin Henry, 11 representing the Third Council District. . Chairman, Welch welcomed Councilwoman 12 Henry and assigned her to- the Finance Conmiittee and Employees Relation Committee, 13 on which Councilman Ahaus served. Councilwoman Henry stated she is looking 14 forward to working on Council and RP&L an& serving her constituents in the 15 third district. 16 17 APPROVAL OF MINUTES OF MARCH 15-, 1982 18 ' 19 Councilman Hankinson moved to approve the minutes .'of the previous meeting as 20 received, seconded by Councilman Parker and on unanimous voice vote the motion 21 was carried. 22 - 23 APPROVAL OF BILLS 24 25 Councilman Hankinson moved to approve bills in the amount of $691,662.42 as pub- 26 lished, seconded by Councilman Carter and on unanimous voice vote the motion 27 was carried. 28 29 REMARKS BY -CHAIRMAN 30 III 31 Chairman Welch announced the Executive Committee will meet Monday, April 26 32 at 7 :00 p.m. in the RP&L Board Room. 33 34 REPORT BY GENERAL MANAGER 35 36 General Manager Irving Huffman noted -Indiana is being faced with more activities 37 opposing rate increases and other things that have. progressed without a lot of 38 opposition. In noting a commissioner leaving ,the commission, Mr Huffman stated 39 there is a thrust to appoint non-attorneys to the commission; however, many times • 40 they have to interpret the law, as well as- doing a job of regulation. 41 42 ENERGY AUDITS 43 • 44 There has been advertising for the energy audits.. To date there have been eighty- 45 eight (88) requests for the audit and thirty-two (32) have been completed. Mr. 46 Huffman stated he feels it is .necessary .to get, more people to sign up for the 47 audit as he feels they are of value. The cost is $15.00 and tells the customer 48 what he-can gain as far as savings and what the estimated cost would be for each 49 savings. --Councilmen expressed concern over the cost to RP&L of $100 and the 50 audit only costing $15.00 causing all users to make up the difference. Some also 51 felt most users :know 'where their energy loss is and do not need the audit. 52 53 NEW BUSINESS • 54 II 55 Discussion .was held on utilities cutting off users who do not pay their bills 56 and- utilities not being social -agencies.
