Roll Call The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session February 7, 2017 at 5:34 p.m. Mayor Steve Berner called the meeting to order. Upon roll being called the following named council members were present: Al Havens, Mike Ryan, Peggy Upton, Jo Kahler, Absent: Jim Bartels. Also present: City Administrator/Clerk Doug Boldt, Deputy City Clerk Ashley Platz, Building Official Brian Shay, Assistant Public Works Director/Fire Cheif Brian Detert, City Engineer Ben Carhoff& Jack Burnham, and other visitors. B. Agenda Additions/Agenda Approval Motion to approve the agenda by Ryan. Seconded by Kahler. All ayes, agenda approved. C. Discussion and Update from Developer and Engineering Firm for Park Place Development Discussion: Scott Andersen, Developer gave a PowerPoint presentation about the overall vision of Park Place. Asked Council for feedback and direction of their vision. Council discussed the parks and the wet bottom ponds D. Discussion and Review of FY 2017-2018 Budget Discussion: Doug Boldt presented the Council with his Budget Worksheet. E. Discussion/Questions from Council Members regarding items on the Regular City Council Agenda Discussion: Council discussed with Public Works Director regarding the Clear Creek Mobile Home Park requesting to have individual water meters on each trailer. Also discussed the Annual Urban Renewal Report submitted to the State. F. Other Business G. Adiournment Motion to adjourn by Ryan. Second by Upton. Roll Call The City Council of the City of Tiffin, Johnson County, Iowa, met in regular session on February 7, 2017 at 7:02 p.m. Mayor Steve Berner called the meeting to order. Johnson County Present- Council asked about the string of burglaries. Johnson County advised haven't caught them but the burglaries have slowed down. E. Discussion and Consideration to Hire Hart-Frederick for the Design of a Traffic Signal at Ireland Avenue and Highway 6 and Council Action as Needed Motion to approve to Hiring Hart-Frederick for the Design of a Traffic Signal at Ireland Avenue and Highway 6 by Kahler. Dies for lack of a second. Motion to approve Hiring Hart-Frederick for the Design of a Traffic Signal at Ireland Avenue and Highway 6 with Council requesting an explanation as to what happened in the field that caused bases to be installed incorrectly and also would like an estimated figure as to what this will be costing the City by Havens. Second by Upton. All ayes, motion carried. 6. Discussion and Consideration to Support the Individual Metering of the Clear Creek Mobile Home Park and Allow it to become part of the City of Tiffin's Public Water System and Council Action as Needed Brandon Spears —Clear Creek Mobile Home Park asking the Council to consider allowing the installation of individual water meters in each unit. Mike Ryan and Council voiced their concern 7. Discussion and Consideration of Purchase of Electronic Sign for City Hall and Council Action as Needed Motion to approve the Purchase of Electronic Sign for City Hall MediaQuest Sign $42,849 by Upton. Second by Ryan. All ayes, motion carried. Al Havens abstained from vote. L. Reports to be Received/Filed 1. M. Reports from City Personnel 1. Mayor's Report—Had and MPO meeting discussed the long range plan. 2. City Council Reports —Al Havens- Watershed Meeting—Mapping has been completed. 3. Director of Public Work's Report—Started the lights for the Ballfield Lights. 4. Building Official Report—Discussed the PAD at Pinnacle Ridge, Presented his report regarding building permits issued and spoke about the Habitat for Humanity has purchased the Kent Park Ranger House and will be moving the house to 111 2nd Street in Tiffin.. 5. City Engineer's Report—Discussion regarding Light Poles on RFR. 6. City Attorney's Report - RFR Project 7. City Administrator's Report—Library Director Kris Petersen gave Council a packet. N.
