' Chairman Welch presided with the following members III 5 present: Messrs. Elstro, Williams, Ahaus, Mills, Parker and Paust. -Absent: 6 Hankinson and. Carter. J Jon . 8 APPROVAL OF MINUTES OF FEBRUARY 1, 1982 9 10 Councilman Williams moved to approve- the minutes of the previous meeting 11 as prepared, seconded by Councilman Mills and on unanimous voice vote the 12 motion was- carried. 13 14 APPROVAL OF BILLS, TRANSFERS AND INVESTMENTS . . 15 . 16 Councilman Ahaus moved to approve the following bills, transfers and 17 investments as presented, seconded by Councilman Mills and on unanimous 18 voice vote the motion was carried: 19 20 Approve the following: . 21 _ Bills in the amount of 1,478,683.21 22 Bonds & Interest Coupons' 516,396.25 23 -2 Payrolls 263,267.89 24 • Payment to. City of Richmond in Lieu 25 of Taxes 942,360.00 26 27 Transfers from Cash Operation Fund to: 28 -- 'Bond Sinking- Fund 68,909.17 III 29 .Cash Reserve Fund 83,428.25 • 30 31 Investment Purchased 32 Bond Sinking Fund 68,909. 17 33 ' Bond Reserve Fund 17,266.06 34 Cash Operating Fund - 1,548,209.99 35 Cash Reserve Fund 388,700.56 . 36 Depreciation Reserve Fund 544,614.22 37 • 38 REMARKS BY CHAIRMAN — 39 40 Chairman Welch noted the•monthly board meeting will be February 22 41 at 7:00 p.m. 42 43 COMMITTEE REPORTS �' 44 45 Councilman Parker reported the Street Light Committee along with Mr.. Jim 46 ' Mays will-be looking at bid specs which will be due in April for 'the lighting 47 • on the highways. At that time a determination will be made as to whether or 48 not bids can be received for the upkeep. 49 • • • 50 REPORT BY GENERAL MANAGER 51 52 General Manager Irving Huffman stated bids are to be received for two (2) 1982 53 puller-tensioners. He submitted proof of publication to City Attorney II 54 Ed Anderson who found it to be in order. Councilman Mills moved the proof be 55 .accepted and filed, seconded by Councilman Parker and on unanimous voice vote 56 the motion was carried. 57 58 The following bids were received and recorded: 59 60 Cory Crum & English, Inc. • . . $30,540.00 Delivery 45 to 60 days 61 . 62 Sherman & Reilly, Inc. $13,890.40 each $27 ,780.80 Delivery 8 weeks after receipt of order RP&L Minutes Cont'd. February 16, 1982 Page 2' 1 Mr. Huffman requested the bids be referred to him for evaluation, tabulation 2 and recommendation at the next meeting. Councilman Mills so moved, seconded 3 by Councilman Williams and on unanimous voice vote the motion was carried. 4 5 I.M.P.A. REPORT 6 7 A meeting was held with representatives of Public Service Company of Indiana 8 • last Friday and it appears I.M.P.A. is in the final stages of their contract. 9 ' Negotiations have been completed and the attorneys are trying to get it into 10 a language both sides can understand. He noted it will be necessary for this 11 body to vote for signing of the contract, which makes RP&L an all requirements 12 customer from I.M.P.A. and RP&L will in turn sell their power to the Agency. 13 This ischeaper than any other method ever explored. This should be coming up 14 in April. 15 16 CCEMP REPORT 17 18 Chairman Welch stated Mr. Jock Pitts ,of th..iEnergy Department of the City is 19 requesting approval to be placed on tonight's agenda to request a contribution 20 from RP&L to his Department. This motion needs total approval from the Council. 21 Councilman Mills so moved, seconded by Councilman Parker and on a„call of the 22 roll the following was recorded: Ayes: Elstro, Williams, Ahaus, Mills, Parker, 23 Paust aril Welch. Noes: None. The vote being seven (7) to zero (0) in favor 24 of the motion. 25 26 Mr. Pitts noted Richmond received an award from the State .Department of Energy 27 today for the practice and promotion of conservation ethics. The Deputy Direc- 28 tor of the State Energy Program stated in his presentation that the City of 29 Richmond is clearly 'the most energy conscious community in the State of Indiana 30 providing a solid role model for other Hoosier municipalities to .emulate. Mr. 31 Pitts outlined their past accomplishments and future plans. He presented 32 letters from the Chamber. of Commerce and the Mayor supporting his Department. 33 34 Mr. Huffman. recommended $15,000 be given to this program. He noted the public 35 looks to RP&L for conservation help and this Department relieves RP&L from 36 adding to their staff for this service. Councilman Elstro noted that since. 37 the City will be the main contributor that most of his time be spent in 38 Richmond. Councilman Paust noted that if a block grant is received from the 39 State that they would expect him to spend time in other communities setting 40 up programs. This should be considered carefully as the City will be the main 41 contributor to the program. Mr. Pitts stated his projected budget is $51 ,920. 42 He will not spend his time being a fund seeker for the balance of the amount. 43 44 Councilman Ahaus moved to .appropriate $15,000 to the Comprehensive Community 45 Energy Management Program, seconded by Councilman Elstro and on a call of the 46 roll the following was recorded: Ayes: ., Elstro,, Williams, Ahaus, Mills, Parker, 47 Paust and Welch. Noes: None.
