& LIGHT PLANT, DECEMBER 7, 1981
1 The Common Council of the City of Richmond, Indiana, _serving as a Board in
2 cha-re. of..the operation of the Richmond Power & Light Plant, met in
3 regular session December 7, 1981 at the hour. of 7 :00 p.m. in the Municipal
III4 Building of said City. Chairman Welch presided with the following members
5 present. Messrs. Elstro, Williams, Ahaus, Hankinson, Mills, Parker, Carter
6 and Paust. Absent: None. The following business was had, to-wit:

8. APPROVAL OF MINUTES OF NOVEMBER 16, 1981

10 Councilman Williams moved to approve the minutes of the previous meeting
11 as prepared, seconded by Councilman Mills and on unanimous voice vote the
12 motion was carried.

14 APPROVAL OF BILLS, TRANSFERS AND INVESTMENTS PURCHASED

16 Councilman Hankinson moved to approve the following bills, transfers and
17 investments purchased as they appeared on the agenda, seconded by Council-
18 man Ahaus and on unanimous voice vote the motion was carried.

40 Councilman Paust moved to cancel the regular executive meeting for December,
41 seconded by Councilman Williams, and on unanimous-voice vote the motion was
42 carried. .

44 REPORT BY GENERAL MANAGER
45
46 General Manager Irving Huffman, in reviewing the 1982 budget, stated they
47 anticipate a slight decline in electrical sales - retail, based on predictions
48 of surrounding utilities customers national information, they .are estimating
49 22;446 million kilowat sales. The budget does not reflect any sales to any
50 power company outside Richmond because of occasional sales. The total oper-
51 ating revenue is up a little over the period ended September, 30, 1981. Our
52 labor rate is established up through October 1, 1982.

54 Councilman Ahaus moved to reduce the budget by $50,000 under Operating Expenses
55 for the Engineering Department for Supplies and Expense to $60,000. , seconded
56 by Councilman Carter and on unanimous voice vote the motion was carried.

58 Councilman Elstro moved to adopt the amended budget for 1982, seconded by
59 Councilman Williams and on a call of the roll, the amended budget was adopted_
60 by a vote of nine (9) to zero (0) .

62 REQUEST TO RECEIVE BIDS FOR ARTICULATED FRONT END LOADER

64 Mr. Huffman stated that their present front end loader is of a 1967 vintage,

1 but they expect to retain it for a back up. The projected cost is about $100,000
2 but that is probably too high. The intent- is to receive bids at the next
3 meeting on December 21.

5 Councilman Paust moved to authorize the general manager to receive bids on
6 one articulated front end loader, seconded by Councilman Parker and on
7 unanimous voice vote the motion was carried.

9 Mr. Charles Bond, 3594 Test Road, property owner west of `I&M power sub-
10 station on Test Road, mentioned a problem a few years ago with people using
11 the field for parties, etc. About a year ago he requested something be done
12 and signs and cable were put up which has been very helpful. He inquired
13 about the energy audits for property owners and how to have this done. Mr.
14 Huffman stated RP&L has been waiting for an outline from the State with some
15 guidelines for the audits. RP&L will probably have to set up their own
16 guidelines. If an audit is desired now, one can call RP&L and get it for
17 a cost of $15.00.
