HomeMy Public PortalAbout11-16-1981 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, NOVEMBER 16, 1981 1 The Common Council of the City of Richmond, Indiana, serving as a Board 2 in charge of the operation of the Richmond Power & Light Plant, met in 3 regular session November 16, 1981 at the hour of 7:00 p.m. in the Municipal 4 Building of said City. Chairman. Welch presided with the following members III5 present: Messrs. Elstro, Williams, Ahaus, Hankinson, Mills, Parker, Carter 6 and Paust. Absent: None. The following business was had, to-wit: 7 8 APPROVAL OF MINUTES OF NOVEMBER 2, 1981 9 10 Councilman Hankinson moved to approve the minutes of the previous meeting 11 as prepared, seconded by Councilman Paust and on unanimous voice vote the 12 motion was carried. 13 14 APPROVAL OF BILLS, TRANSFERS AND INVESTMENTS.PURCHASED 15 16 Councilman Hankinson moved to approve the following bills, transfers and 17 investments purchased as they appeared on the agenda, seconded by Council- 18 man Ahaus and on unanimous voice vote the motion was carried. 19 20 APPROVE THE FOLLOWING 21 Bills in the amount of 1,083,348.73 22 Bonds and Interest Coupons 6,732.50 23 2 Payrolls 247 ,458.32 24 25 TRANSFER FROM CASH OPERATING FUND TO: 26 Bond Sinking Fund 70,040.41 27 Cash Reserve Fund 83,428.25 28 29 TRANSFER FROM DEPRECIATION RESERVE FUND TO: III30 Cash Operating Fund , 120,726.03 31 32 INVESTMENTS PURCHASED 33 Bond Reserve Fund 3,273.09 34 Bond Sinking Fund 141,311.75 35 Cash Reserve Fund 409,839.10 36 Cash Operating Rind 2,115,984.58 37 Consumers Deposit Fund 123,916.13 38 Depreciation Reserve Fund 722,092.62 39 40 REMARKS BY CHAIRMAN 41 42 Chairman Welch noted the regular Board meeting will be Monday, November 30 43 at 7:00 p.m. at RP&L Board. Room. There will be an executive session at 6:30 p.m. 44 The Employees Relations Committee will have information to present at that time. 45 There will also be a meeting on Monday, November 23 at RP&L at 6:30 p.m. Mr. 46 Huffman will elaborate on these meetings. 47 48 STREET LIGHTS ON MIKAN DRIVE 49 50 Chairman Welch stated he has received comments of appreciation from citizens 51 in the Crestdale area for the new street lights on Mikan Drive. 52 53 REMARKS BY THE GENERAL MANAGER 54 November 30 Meeting 55 56 General Manager Irving Huffman stated the November 30th meeting will deal with 57 the budget of 1982. He presented Council members a copy of the proposed budget. 58 He stated there is a little difficulty in the area of purchase power and genera- 59 tion and the numbers in the purchase power area may vary, which may affect the 60 budget around $200,000. The budget is cut in transformers, as it is felt there 61 are too many transformers in stock. Less transformers will be used as there are 62 less building programs as sub-divisions. There is no rate increase shown by the 63 figures in the budget as the budget would be used as an exhibit in the event of 64 a rate increase. There is also no projection for any wholesale power sales. RP&L Minutes Cont'd. November 16, 1981 Page 2 1 Mr. Huffman noted there is a tremendous amount of excess power for sale at this 2 time by other companies. 3 4 In response to Councilman Carter's question concerning the coal supply on hand, 5 Mr. Huffman stated there is only a seventy-eight (78) day supply and Council had 6 recommended a ninety (90) day supply be kept on hand. Councilman Carter suggested 7, the money wrapped up in the coal supply might be.better 'invested. Mr. Huffman 8 stated the railroad is now back wanting to negotiate an extremely favorable rate 9 and would like RP&L back as a customer. 10 11 November 23 Meeting 12 13 Mr. Bell, who is Manager of Utilities for the City of Columbus, will speak to 14 the Board on disposal of trash. They dispose of their trash through a central 15 system where they incinerate it in a boiler and the waste then turns into a 16 point of generation. It may not be practical for a city.the size of Richmond. 17 The County Commissioners will be invited to attend this meeting. This is not 18 to be a sales type meeting. 19 20 Report on Johnson Street Station Demolition 21 22 Mr. Huffman reported fill dirt is coming in and, hopefully, grass will be grown 23 on what is now gravel. RP&L will do something to beautify the building housing 24 switching equipment which was left standing, possibly painting or put on another 25 row of brick.
