IN CHARGE OF THE OPERATION OF THE RICHMOND POWER
& LIGHT PLANT, OCTOBER 5, 1981
1 The Common Council of the City of Richmond, Indiana, serving as a Board in
2 charge of the operation of the Richmond Power & Light Plant, met in
3 regular session October 5, 1981 at the hour of 7 :00 p.m. in the Municipal
4 Building of said City. Chairman Welch presided with the following members
5 present: Messrs. Elstro, Williams, Ahaus, Mills, Parker, Carter and Paust.
6 Absent: Hankinson. The following business was had, to-wit:

8 APPROVAL OF MINUTES OF SEPTEMBER '21, 1981

10 Councilman Williams moved to approve the minutes of the previous meeting
11 as prepared, seconded by Councilman Mills and on unanimous voice vote the
12 motion was carried.

14 APPROVAL OF BILLS, TRANSFERS AND INVESTMENTS PURCHASED

16 Councilman Carter moved to approve the bills, transfers and investments
17 purchased as submitted, seconded by Councilman Ahaus and on unanimous voice
18 vote the motion was carried.

41 Chairman Welch announced Councilman Hankinson is having conflicts with a
42 course at Ball State and will be absent from tonight's meeting.

44 REPORT FROM STREET LIGHT COMMITTEE

46 Councilman Parker, Chairman of the Street Light Committee, stated his
47 Committee has received a petition for street lights on existing poles on
48 Mikan Drive and Capri Lane. This request has been given to Mr. Jim Mays
49 in the Engineering Department of RP&L for a cost estimate. The Committee
50 also recommended a street light be installed at Garwood and Backmeyer
51 Roads and one on Garden Avenue. .

53 REPORT BY GENERAL MANAGER
54 REQUEST TO RECEIVE BIDS - Two New Line Trucks (Two Cab & Chassis, One
55 Bucket Aerial Device)

57 General Manager Irving Huffman requested authorization to receive bids
58 for two (2) new line trucks. (Two (2) cab & chassis and one (1) bucket
59 aerial device) . These will come from next year's budget but should be
60 ordered now as there is a minimum lead time of 120 days. After delivery
61 of the chassis the body and aerial will have to be mounted or one trans-
62 ferred. This will take approximately six (6) months for completion.
63 The estimated cost of a new truck chassis with a new bucket and body is
64 $66,500. The other chassis will have the bucket and body from a six (6)

1 year old truck transferred to it and the estimated cost of this chassis
2 is $32,000.

4 Councilman Elstro so moved, seconded by Councilman Williams and on
5 unanimous voice vote the motion was carried.

7 REPORT ON INDIANA MUNICIPAL POWER AGENCY

9 The Indiana Municipal Power Agency met with the Public Service Company
10 of Indiana for further negotiations and Mr. Huffman reported the
11 negotiations are going well. The Wabash Valley Power Association
12 (composed of 17 REMCS) , the Indiana Municipal Power Agency (17 municipals)
13 and the PSCI have a lot of different problems within themselves which
14 are being taken care of. . They are very optimistic and pleased they will
15 get this project done in a timely fashion although they have been running
16 behind...their._time table. After today's meeting they are back on schedule.
17 The project looks very good, and should be wrapped up in six (6) months.
18 They are probably thirty (30) days away from meeting with the consultants.
