HomeMy Public PortalAbout07-20-1981 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, JULY 20, 1981 1 The Common Council of the City of Richmond, Indiana, serving as a Board in 2 charge of the operation of the Richmond Power & Light Plant, met in regular 3 session July 20, 1981 at the hour of 7:00 p.m. in the Municipal Building of 4 said City. Chairman Welch presided with the following members present: 5 Messrs. Elstro, Williams, Hankinson, Mills, Parker and Paust. Absent: Ahaus 6 and Carter. The following business was had, to-wit: 7 8 APPROVAL OF MINUTES OF JULY 7, 1981 9 10 Councilman Hankinson moved to approve the minutes of the previous meeting 11 as prepared, seconded by Councilman Parker and on unanimous voice vote the 12 motion was carried. 13 14 APPROVAL OF BILLS 15 16 Councilman Hankinson moved to approve the following bills, seconded by 17 Councilman Elstro and on unanimous voice vote the motion was carried: 18 19 Bills in the amount of $381 ,958.60 20 21 REPORT BY GENERAL MANAGER 22 23 General Manager Irving Huffman noted RP&L was able to sell extra power last 24 week. Industrial customers with good conservation efforts on their own are 25 interested in shaving peaks. 26 27 Chairman Welch requested RP&L personnel check the street lights that are 28 burning during daylight hours. 29 30 AWARD BID FOR COMMUNICATION CABLE 31 32 Mr. Huffman stated bids for communication cable have been reviewed and the 33 low bid of TW Communication Corporation meets the specifications. He re- 34 commended purchase from TW. 35 36 Councilman Mills so moved, seconded by Councilman Parker and on a call of the 37 roll the following was recorded: Ayes: Elstro, Williams, Hankinson, Mills, 38 Parker, Faust and Welch. Noes: None. The vote being seven (7) to zero (0) 39 in favor of the motion. 40 41 REPORT ON FEASIBILITY STUDY FOR BROOKVILLE RESERVOIR 42 43 RP&L has been notified by their attorney in Washington that they were awarded 44 authorization to conduct a feasibility study for Brookville. The Federal 45 Energy Regulatory Commission is awarding hydroelectric jobs to serious in- 46 vestors in a type of unit. RP&L is a serious investor as they can use the 47 power and firm the power up with back-up power. Some of the applicants do 48 not have these capabilities. The State statutes restrict RP&L within a 49 ca=_rtain area so this bill would have to be changed through the Legislature. 50 If a study is conducted, it will be done in house. 51 52 REQUEST FOR EVALUATION OF NORTH 5th & PROMENADE 53 III 54 Councilman Mills stated he has requested an investigation of the intersection 55 of North 5th and the Promenade for re-installation of a traffic light. 56 57 EXECUTIVE BOARD MEETING DATE SET 58 59 Chairman Welch noted the Executive Board will hold its regular monthly 60 meeting Monday, July 27 at RP&L at 7:00 p.m. 61 62 ADJOURNMENT 63 64 There being no further business on motion duly made, seconded and passed RP&L Minutes Cont.
