IN CHARGE OF THE OPERATION OF THE RICHMOND POWER
& LIGHT PLANT , APRIL 20 , 1981
1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge
2 of the operation of the Richmond Power & Light Plant, met in regular session
3 April 20, 1981 at the hour of 7:00 p.m. in the Municipal Building of said
4 City. Chairman Welch presided with the following members present: Messrs.
5 Elstro, Williams, Ahaus, Hankinson, Mills, Parker, Carter and Paust. Absent:
6 None. The following business was had, to-wit:

8 APPROVAL OF MINUTES OF APRIL 6, 1981

10 Councilman Hankinson moved to approve the minutes of the previous meeting as
11 prepared, seconded by Councilman Carter and on unanimous voice vote the motion
12 was carried.

14 APPROVAL OF BILLS

16 Councilman Hankinson moved bills in the amount of $181,526.05 be approved,
17 seconded by Councilman Carter and on unanimous voice vote the motion was
18 carried.

22 AWARD BID FOR NEW BRUSH CHIPPER

24 Mr. Huffman stated the bids received for a brush chipper have been tabulated
25 and evaluated. K&M Equipment Sales, Inc. meets the specifications and is
26 the lowest bidder at $9,574. He recommended acceptance of K&M's bid.
27 Councilman Elstro so moved, seconded by Councilman Parker and on a call of
28 the roll the following was recorded: Ayes: Elstro, Williams, Ahaus,
29 Hankinson, Mills, Parker, Carter, Paust and Welch. Noes : None. The vote
30 being nine (9) to zero (0) in favor of the motion.

34 Mr. Huffman reported the demolition contractor will be on the job next
35 Monday. He thanked City Attorney Ed Anderson for reviewing the contracts.

37 PURPA - COST OF SERVICE STUDY

39 Ernst & Whinney was engaged to do a cost of service study for the Public
40 Service Commission under the Public Utilities Regulatory Policy Act to show
41 cause why we do not have certain rate structures. The Commission has been
42 holding hearings and we are scheduled for a hearing. Mr. Don Gimble has
43 done the study and his findings parallel our rate structure with other utilities
44 in Indiana. At the hearing we will probably be told we have to incorporate
45 certain changes in our rate structure at the next rate case. PURPA was de-
46 Glared unconstitutional by a judge in Mississippi and the present ,adininistration
47 may make some changes in the PURPA rules. Mr. Don Gimble and Mr. Paul Hirsch
48 will be at the Executive Committee meeting next Monday to give an up-date
49 of the structure. Restructuring rates should not be done at one time but
50 over a two (2) or three (3) rate increase time. This may be a ten (10) year
51 process to get the rate structure to carry its own cost of service burden.

55 Chairman Welch announced the meeting will be held Monday, April 27 at RP&L
56 at 7 :00.

59 the meeting was adjourned.
