HomeMy Public PortalAbout02-17-1981 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, FEBRUARY 17, 1981 1 The Common Council of the City of Richmond, Indiana, serving as a Board 2 in charge of the operation of the Richmond Power & Light Plant, met in 3 regular session February 17, 1981 at the hour of 7:00 p.m. in the Municipal 4 Building of said City. Chairman Welch presided with the following members 5 present: Messrs. Elstro, Williams, Ahaus, Hankinson, Mills, Parker, Carter 6 and Paust. Absent: None. The following business was had, to-wit: 7 8 APPROVAL OF MINUTES 9 10 Councilman Hankinson moved to approve the minutes of the previous meeting 11 as prepared, seconded by Councilman Parker and on unanimous voice vote 12 the motion was carried. 13 14 APPROVAL OF BILLS 15 16 Councilman Hankinson moved to approve the following bills, noting there 17 are no investments, seconded by Councilman Carter and on unanimous voice 18 vote the motion was carried: 19 20 APPROVE THE FOLLOWING: 21 Bills in the amount of $847,061.79 22 23 REPORT BY GENERAL MANAGER 24 25 AWARD BID FOR ONE NEW 1981 4-DOOR CAR 26 27 General Manager Irving Huffman presented bid tabulation for a new car, 28 noting the alternate bid of $6,515.50 does not meet specifications. The 29 bid of Fred First Ford for a Fairmont of $6,545.00 with delivery of six weeks III30 is evaluated as the lowest and best bid and Mr. Huffman recommended pur- 31 chase of this vehicle. Councilman Paust so moved, seconded by Councilman 32 Parker and on a call of the roll the following was recorded: Ayes: Elstro, 33 Williams, Ahaus, Hankinson, Mills, Parker, Carter, Paust and Welch. Noes: 34 None. The vote being nine (9) to zero (0) in favor of passage of the motion. 35 36 AWARD BID FOR ONE NEW LINE TRUCK (Cab & Chassis, Aerial Device) 37 38 Mr. Huffman presented bid tabulation for one 1981 digger derrick and crew 39. cab bob tail line body. The lowest and best bid is that of Altec Industries, 40 Inc. for $59,951.00 with delivery 150-180 days. 41 42 Mr. Huffman presented bid tabulation for one new 1981 truck cab & chassis. 43 The lowest and best bid is that of Studebaker Buick, Inc. for $20,537.00 44 with delivery 75 to 90 days. 45 46 Mr. Huffman recommended purchase of the line truck and the chassis from the 47 lowest and best bidders. Councilman Mills so moved, seconded by Councilman 48 Hankinson and on a call of the roll the following was recorded: Ayes: 49 Elstro, Williams, Ahaus, Hankinson, Mills, Parker, Carter, Paust and Welch. 50 Noes: None. The vote being nine (9) to zero (0) in favor of passage of 51 the motion. 52 53 REQUEST TO RECEIVE BIDS FOR AN UNINTERRUPTABLE POWER SYSTEM 54 55 In the event of an outage to power supply, there are certain items which 56 must stay on. RP&L has this battery operated system in their generating 57 station. With the SCADA system being installed in the service building, 58 this type system is needed there. There may be a need at a later time for 59 a motor generating system, as the battery system is only good for a period 60 of fifteen (15) minutes. 61 62 Mr. Huffman requested authorization to receive bids at the next meeting 63 for an uninterruptable power system at an estimated cost of $30,000. February 17, 1981 Page 2 1 Councilman Elstro so moved, seconded by Councilman Hankinson and on 2 unanimous voice vote the motion was carried. 3 4 REPORT ON COMPUTER 5 6 Mr. Huffman stated the new computer is wired in and is in the process of 7 being programmed. The process is working smoothly. Other City Departments 8 have been cbnfac.ted and there is some interest in sharing computer time 9 on the new computer. 10 11 MEETING DATE SET 12 13 Chairman Welch announced the Executive Committee would meet in their 14 regular monthly meeting on February 23rd at 7 :00 p.m. at RP&L. 15 16 ADJOURNMENT 17 18 There being no further business on motion duly made, seconded and passed 19 the meeting was adjourned. 20 21 Bing Welch 22 Chairman 23 24 ATTEST: JoEllen Trimble 25 City Clerk -
