HomeMy Public PortalAbout10-20-1980 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, OCTOBER 20, 1980 1 The Common Council of the City of Richmond, Indiana, serving as a Board in 2 charge of the operation of the Richmond Power & Light Plant, met in regular 3 session October 20, 1980 at the hour of 7:00 p.m. in the Municipal Building 4 of said City. Chairman Ahaus presided with the following members present : 5 Messrs. Elstro, Williams, Hankinson, Welch, Parker, Carter, Mills and Paust. III 6 Absent : None. The following business was had, to-wit: 7 8 APPROVAL OF MINUTES 9 10 Councilman Hankinson moved to approve the minutes of the previous meeting 11 as prepared, seconded by Councilman Welch and on unanimous voice vote the 12 motion was carried. 13 14 APPROVAL OF BILLS, TRANSFERS AND INVESTMENTS 15 16 Councilman Carter moved to approve the following bills, transfers and invest- 17 ments purchased as submitted, seconded by Councilman Hankinson and on unanimous 18 voice vote the motion was carried. 19 20 APPROVE THE FOLLOWING: 21 Bills in the amount of 1,123,919.01 22 Bonds and Interest Coupons - 0 - 23 1 Payroll 102,747.48 24 25 TRANSFER FROM CASH OPERATING FUND TO: 26 Cash Reserve Fund 52,961.58 27 Bond Sinking Fund 65,865.41 28 29 INVESTMENTS PURCHASED 30 * Cash Operating Fund 515,000.00 III31 ** Cash Reserve Fund 68,765.57 32 ** Depreciation Reserve Fund 238,268.62 33 34 * Short Term Investments maturing 11/20/80, yielding 10.0% interest 35 ** C.D. 's maturing 4/13/81, yielding 12.0% interest 36 37 REMARKS BY CHAIRMAN 38 39 Chairman Ahaus reminded members of the regular fourth Monday meeting set for 40 7:00 p.m. Ocotber 27 at RP&L. 41 42 STREET LIGHT COMMITTEE REPORT 43 44 Councilman Mills, Chairman of the Street Light Committee, stated plans for 45 the 1500 block of South 11th and Meadowbrook Lane are ready to go to the 46 Board of Works. 47 48 REPORT BY GENERAL MANAGER 49 50 General Manager Irving Huffman reported the following: 51 52 1. The contract with the employees has been signed. Several employees 53 have expressed gratitude for consideration Council made in settlement. 54 2. Monday night's meeting will deal with computers and the SCDA system. 55 This is part of some of the rules that the Public Utilities Regulatory III56 Policy Act of 1978 spells out and will cost RP&L and its customers 57 close to 1/2 million dollars over the next two (2) to three (3) 58 year period. 59 3. The Indiana PURPA audit program will start some time next year and 60 RP&L will blend in with that program. This program is very expensive. 61 4. Over 2,000 people have viewed the/ Thermograms.
