BOARD IN CHARGE OF THE OPERATION OF THE
RICHMOND POWER & LIGHT PLANT, OCTOBER 6, 1980
1 The Common Council of the City of Richmond, Indiana, serving as a Board in
2 charge of the operation of the Richmond Power & Light Plant, met in regular
3 session October 6, 1980 at the hour of 7:00 p.m. in the Municipal Building
4 of said City. Chairman Ahaus presided with the following members present:
5 Messrs. Elstro, Williams, Hankinson, Parker, Carter, Mills and Paust.
6 Absent: Welch. The following business was had, to-wit:

8 APPROVAL OF MINUTES

10 Councilman Hankinson moved to approve the minutes of the previous meeting
11 as presented, seconded by Councilman Williams and on unanimous voice vote
12 the motion was carried.

14 APPROVAL OF BILLS, TRANSFERS AND INVESTMENTS

16 Councilman Carter moved to approve the following bills, transfers and
17 investments purchased as presented, seconded by Councilman Hankinson and
18 on unanimous voice vote the motion was carried.

45 STREET LIGHT COMMITTEE REPORT

47 Councilman Mills, Chairman of the Street Light Committee, reported maps are
48 being prepared for lighting requested for Meadowbrook Lane and S. W. 19th
49 Street. Lighting will not be done on Elmhurst at this time due to a con-
50 toversy. Chairman Mills has received a request from Councilman Elstro for
51 lighting in the 1500 block of South llth.

53 STREET LIGHT PETITION

III 55 Mrs. Pat Delk, 25 Elmhurst Drive, presented a petition from a majority of
56 the homeowners who do not want lighting on Elmhurst Drive. She stated there
57 are twenty-seven (27) properties and she stated she has sixteen (16) opposed
58 to the lighting.

60 REPORT BY GENERAL MANAGER - Johnson Street Station

62 General Manager Irving Huffman stated the Johnson Street Station has become
63 a hazard and needs to be demolished. There are a number of items in the
64 plant which have salvage value. He presented a motion to engage Black &
RP&L Minutes Cont'd.

1 Veatch of Kansas City, MO to prepare specifications for demolition and
2 salvage of the Johnson Street Station buildings and equipment at a fee
3 not to exceed $12,000. Councilman Elstro so moved, seconded_ by Councilman
4 Hankinson and on a call of the roll the following was recorded: Ayes:
5 Elstro, Williams, Paust, Hankinson, Parker, Carter, Mills and Ahaus. Noes:

6 None. The vote being eight (8) to zero (0) in favor of the motion.

8 WAGE AGREEMENT

10 Mr. Huffman stated management has reached a wage agreement for the next
11 two years with employees. He reported the first year agreement is for 13%
12 and the second year for 10%. He presented a motion to approve the two
13 year wage agreement package between Richmond Power & Light and its employees
14 for a contract period of October 1, 1980 through September 30, 1982.
15 Councilman Parker so moved, seconded by_ Councilman Paust. Mr. Huffman
16 recommended amending the motion to authorize the General Manager to sign
17 the contract. Councilman Hankinson so moved, seconded by Councilman Parker
18 and on a voice vote the motion carried with Councilman Mills voting no.
19 - On the original motion the following was recorded: Ayes: Elstro, Williams,
20 Paust, Hankinson, Parker, Carter and Ahaus. Noes: Mills. The vote being
21 seven (7) to one (1) in favor of the motion. Councilman Mills stated he
22 is not against the total wage package but is against the percentage division
231 noting he feels 13% is too high in view of what was given City employees.

25 There being no further business on motion duly made, seconded and passed
26 the meeting was adjourned.
