HomeMy Public PortalAbout07-21-1980 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, JULY 21, 1980 1 The Common Council of the City of Richmond, Indiana, serving as a Board in 2 charge of the operation of the Richmond Power & Light Plant, met in regular 3 session July 21, 1980 at the hour of 7:00 p.m. in the Municipal Building of 4 said City. Chairman Ahaus presided with the following members present: 5 Messrs. Elstro, Williams, Hankinson, Welch, Parker, Carter, Mills and Paust. 6 Absent: None. The following business was had, to-wit: 7 8 MINUTES OF JULY 7, 1980 MEETING APPROVED 9 10 Councilman Williams moved to approve the minutes of the previous meeting as 11 prepared, seconded by Councilman Mills and on unanimous voice vote the motion 12 was carried. 13 14 APPROVAL OF BILLS, TRANSFERS AND INVESTMENTS 15 16 Councilman Carter noted the Consumers Deposit Fund should read $6,712.61 17 instead of $6,912.61. With this change Councilman Carter moved to approve 18 the following bills, transfers and investments, seconded by Councilman 19 Hankinson and on unanimous voice vote the motion was carried:, 20 . 21 Approve the following: 22 Bills in the amount of $954,279.79 23 Bonds and Interest Coupons 19,687.50 24 1 Payroll 104,143.18 25 26 Transfers from Cash Operating Fund to: 27 Cash Reserve Fund 52,961.62 28 Bond Sinking Fund 65,865.42 29 Depreciation Reserve Fund ' . . 0 30 31 Iiwestment's Purchased:III - 32 * Cash Reserve Fund - 52,96.1..12 33 * Bond Sinking Fund . , 63,634.59 34 Utility Bond Reserve Fund 1,691.18 35 * Consumers Deposit Fund 6,712.61 36 37 * .C.D. _at 7.. 75% maturing 1/7/81 - - 38 39 EXECUTIVE MEETING SCHEDULED 40 41 Chairman Ahaus announced the Executive Committee will be meeting next Monday, 42 July 28, at approximately 7:00 p.m. in Council Chambers. 43 44 REPORT FROM STREET LIGHT COMMITTEE 45 46 Councilman Mills reported a request from Mrs. Ellis :on Woodside Drive for 47 street lights. He noted there are poles available to Gravel Pit Road; however, 48 they are 25' off the right-of-way. Mr. Robert Rees of RP&L is checking the 49 area. Councilman Mills further reported his committee will again look at a 50 request from Ivy Tech for lighting. 51 . 52 REPORT ON MEETING IN WASHINGTON WITH DEPARTMENT OF ENERGY 53 54 Councilman Welch reported he, Mr. Huffman, Councilman Ahaus, Ann Cline,.- 55 Arnold Leas and Carl. Clark met in Washington, D. C. last Thursday with the 56 Fossile Fuel Group to explore the possibility of placing a grant request with III 57 the Department of Energy for $250,000 for a feasibility study of Mr. Leas' 58 gasification project. The response was negative for the possibility of 59 submitting a grant proposal; however, they did receive information that should 60 direct Mr. Leas and RP&L in basic consideration of gasification. Mr. Leas 61 has open to him several possibilities of monies for exploring his process 62 and possibly getting part of it funded as he builds his gasohol plant in 63 Mississippi. There is also a fund opening up for the feasibility study of 64 commercial utilization of Indiana coal. The Energy Department proposes 65 submittal of a request pertinent to that particular money late this month • RP&L Minutes Cont'd. • July 21, 1980 Page 2 1 or early August. There will be no money available until, mid 1981 for. any 2 additional grants of any size. The Department of. Energy is willing to work 3 with RP&L, willing to help in any way with the feasibility study on the 4 plant in Mississippi and will •answer any questions in the future concerning 5 coal gasification. Chairman Ahaus reported that the 33 megawatt generator 6 which.:RP_&L has in standby reserve is against DOE policy that any coal fired 7 generator should be in standby reserve. I&M and APA have said that we have 8 to have this standby. Councilman Carter noted.,Congressman.Phil Sharp was 9 appalled that we had this generation in reserve and. couldn't use. it. 10 11 REPORT FROM THE GENERAL MANAGER 12 Indiana Air Pollution Control Board Report 13 Appeals Court Ruling on Consumer Refunds . _ . . • 14 Opening of Bids for Oil Conditioning Equipment 15 . . .. . . 16 General Manager..Irving Huffman gave an Indiana Air Pollution Control Board 17 report. . Last Thursday they met in Circuit Court to establish dates for 18 briefs to be submitted and replied brief .dates. The. hearing will be held 19 August 8 as to the merits of the points RP&L raised,which are, when a ruling 20 is made there should be a complete judicial .process so that the evidence for 21 the judgment is available, cross examination is possible and subpoening of 22 data. IAPCB and EPA have the feeling they can do these things by rule making 23 instead .of the judicial process. 24 25 Mr. Huffman reported RP&L was notified today that the Appeals Court.overruled 26 the PSCI and their contention that we needed to file. and refund additional 27 monies to consumers. The Judge wrote his opinion around some of the lesser 28 arguments instead of the prime agruments. 29 30 Mr. Huffman submitted proof of publication for bids for oil conditioning 31 equipment to City Attorney Ed Anderson who found it to be in order. Councilman 32 Mills moved it be accepted and filed, seconded by Councilman Welch and on 33 unanimous voice vote the motion was carried. 34 35 The following bids were received and recorded: Baron & Associates, Inc. 36 $30,485.00 with delivery in 120 days after receipt of the contract. Mr. 37 Huffman noted the non, collusion affidavit does not bear a seal; S. D. Myers 38 $42,416.00 with no indication as to delivery. 39 . 40 Mr. Huffman.asked these bids be. referred to him for evaluation, tabulation and 41 recommendation at the next meeting. Councilman Welch so moved, seconded by 42 Councilman Paust and on unanimous voice vote the motion was carried. 43 44 There being no further business on. motion duly made, seconded and passed the 45 meeting- was adjourned. 46 47 Rick Ahaus 48 . . . . . .
