BOARD IN CHARGE OF THE OPERATION OF THE
RICHMOND POWER & LIGHT, JUNE 2, 1980
1 The Common Council of the City of Richmond, Indiana, serving as a Board in
2 charge of the operation of the Richmond Power & Light, met in regular session
3 June 2, 1980 at the'hour of 7:00 p.m. in the Municipal Building of said City.
4 Chairman Ahaus presided with the following members present. Messrs. Elstro,
5 Williams, Hankinson, Welch, Parker, Carter, Mills and Paust. Absent: None.
6 The following business was had, to-wit:

8 Councilman Hankinson noted the correction of the investment from the previous
9 meeting should be reflected in 'the minutes. Councilman Hankinson moved the
10 minutes be approved as corrected, seconded by Councilman Williams and on
11 unanimous voice vote the motion was carried.

13 Councilman Carter moved to approve the following bills and investments as pre-
14 sented, seconded by Councilman Hankinson and on unanimous voice vote the
15 motion was carried.

34 Chairman Ahaus announced the next Executive Meeting will be Monday, June 23
35 at RP&L at 7:00 p.m.

37 General Manager Irving Huffman presented proof of publication for eight circuit
38 breakers, seven (7) 800 amp plus one (1) 1200 amp, to City Attorney Ed Anderson
39 who found it to be in order. Councilman Welch moved it be accepted and placed
40 on file, seconded by Councilman Carter and on unanimous voice vote the motion
41 was carried.

61 Mr. Huffman requested the bids be referred to him for tabulation, evaluation
62 and recommendation. Councilman Mills so moved, seconded by Councilman Welch
63 and on unanimous voice vote the motion was carried.

1 Mr. Huffman noted this body has elected to become a memberr of the Indiana
2 Municipal Power Agency and the contract has been ordered signed by the Board
3 of Directors. One thing to be completed is that a Commissioner.rmust be ap-
4 pointed to represent this body. Mr. Huffman presented the following Resolution
5 and requested removal of the word "plant" from the resolution. The following
6 resolution as corrected was presented :

10 LIGHT AUTHORIZING THE APPOINTMENT OF A COMMISSIONER TO THE INDIANA
11 MUNICIPAL POWER AGENCY. 111

13 WHEREAS, I.C. 8-1-2.2 requires the appointment of one commissioner
14 to the Indiana Municpal Power Agency;aarid
15 WHEREAS, the City of Richmond, Indiana is a municipality owning and
16 operating on January 1, 1980 an electric utility which furnished
17 retail electric service to the public; and
18 WHEREAS, the Common Council of the City of Richmond, Indiana is the
19 governing body of said electric utility being Richmond Power and Light,and,
20 WHEREAS, the City of Richmond, Indiana has adopted Ordinance No. 36-
21 1980 an ordinance to create a joint agency with other municipalities
22 within the State of Indiana, for the purpose of undertaking, the planning,
23 financing, ownership and operation of a project or projects to supply
24 electric power and energy for the present and future needs of such
25 municipalities, and other matters connected therewith, authorizing
26 its participation in and for the creation of a joint agency pursuant
27 to contract;

29 NOW, THEREFORE, BE IT RESOLVED by the Common Council acting as the Board
30 in charge of the operation of Richmond Power and LIght of the City of
31 Richmond, Indiana:
32 1. That Irving A. Huffman as General Manager of said Richmond Power
33 and Light is hereby appointed as the commissioner to the Indiana
34 Municipal Power Agency.
35 2. That said appointee shall take and subscribe his Oath of Office
36 in the form and manner as set forth in the attachment hereto.
37 3. That the Secretary of the Board be, and is, hereby directed
38 to file a certified copy of this resolution for presentation to the
39 Indiana Municipal Power Agency.

41 PASSED AND ADOPTED by the Common Council of the City of Richmond, Indi-
42 ana, acting as the Board of Directors of Richmond Power and Light,
43 this 2nd day of June, 1980

56 Councilman Mills moved to adopt the Resolution, seconded by Councilman Elstro
57 and on a call of the roll the following was recorded: Ayes: Elstro, Williams,
58 Paust, Hankinson, Welch, Parker, Carter, Mills and Ahaus. Noes: None. The
59 vote being nine (9) to zero (0) in favor of passage of the Resolution.

61 Mr. Huffman stated' there will be a meeting of the Committee this Thursday at
62 Greenfield and it is hoped the organization will be completed by the later
63 part of July.

1 Mr. Huffman stated RP&L's rate case was heard today before the Public Service
2 Commission. Testimony was heard from RP&L and Public Counselor representa-
3 tives. There were none others present. The decision probably will not be
4 handed down until the middle of July. At that time, if the Commission agrees
5 100% then the rates will be filed and accepted by the Commission. If there
6 is any adjustment to the rate level the rate schedule would have to be changed
7 to reflect the Commission's order and then it would be filed.

9 Chairman of the Street Light Committee Kenneth Mills reported he is checking
10 on a street light request for the 400 block of N. W. "N" and should soon
11 have a report.

13 There being no further business on motion duly made, seconded and passed
14 the meeting was adjourned.
