HomeMy Public PortalAbout02-18-1980 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER AND LIGHT PLANT, FEBRUARY 18, 1980 1 The Common Council of the City of Richmond, Indiana, serving as .a Board in 2 charge of the operation of the Richmond Power & Light Plant, met in regular 3 session February 18, 1980 at the hour of 7:00 p.m. in the Municipal Building 4 of said City. Chairman Ahaus presided with the following members present: 5 Messrs: Elstro, Williams, Hankinson, Welch, Parker, Carter, Mills and Paust. 6 Absent: None. The following business was had, to-wit: 7 11/ 8 Councilman Williams moved to approve the minutes of the previous meeting as 9 prepared, seconded by Councilman Hankinson and on unanimous voice vote the 10 motion was carried. 11 12 Councilman Carter moved to approve the following bills, transfers and invest- 13 ments as submitted, seconded by Councilman Hankinson and on unanimous voice 14 vote the notion was carried. 15 16 APPROVE THE FOLLOWING: 17 Bills in the amount of $1,067,549.03 18 Bonds and Interest Coupons 24,593.75 19 2 Payrolls 195,117.53 20 21 TRANSFERS FROM CASH OPERATING FUND TO: 22 Cash Reserve Fund 64,029.17 23 Bond Sinking Fund 71,115.42 24 25 TRANSFER FROM DEPRECIATION RESERVE FUND TO: 26 Cash Operating Fund 25,044.78 27 28 INVESTMENTS PURCHASED. 29 Cash Operating Fund 725,000.00 30 ** Cash Operating Fund 993.81 31 ** Cash Reserve Fund 71,733.47 III 32 ** Depreciation Reserve Fund 148,9i1,38 33 ** Bond Reserve Fund 3,361.34 34 * Short term investments, (repurchase agreements) yielding, 35 11.5% interest 36 ** C.D. maturing 8/22/80, yielding 12.0% interest 37 38 Chairman Ahaus announced the next Executive meeting will be Monday, Feb- 39 ruary 25th at 7:00 p.m. at 'RP&L. There will be a meeting of the Executive 40 Committee at 6:00 p.m. preceeding the Executive meeting to start laying the 41 ground work for proposals for capital expenditures. 42 43 General Manager Irving Huffman noted there was breakdown of prices for 44 trucks, aerial devices and bodies attached to tonight's agenda. He recom- 45 mended the following: 46 47 i ton with a pick-up body from Welling's Toyota for $6,659.25 as 48 the lowest bid meeting specifications. He requested authorization 49 to purchase this vehicle. Councilman Elstro so moved, seconded by 50 Councilman Paust and on a call of the roll the following was re- 51 corded: Ayes: Elstro, Williams, Paust, Hankinson, Welch, Parker, 52 Carter, Mills and Ahaus. Noes: None. The vote being nine (9) to 53 zero (0) in favor of the motion. 54 55 Item I truck cab & chassis Studebaker Buick was the lowest bidder 56 at $11,697.65; however, they are unable to furnish a delivery date III 57 due to a strike. He noted this truck is needed now. He stated the 58 difference is a little over $400.00 between this bid and the one of 59 Fred First Ford at $12,132.00. He would like to award the bid to 60 Fred First Ford on the basis of meeting specifications completely. 61 Councilman Elstro so moved, seconded by Councilman Hankinson and 62 on a call of the roll the following was recorded: Ayes: Elstro, 63 Williams, Paust, Hankinson, Welch, Parker, Carter and Ahaus. Noes: 64 Mills. The vote being eight (8) to one (1) in favor of the motion. RP& L Minutes Continued February 18, 1980 Page 2 1 Item II truck cab & chassis from Tom Brookbank Chevrolet as the 2 lowest and best bidder for $15,876.00. His recommendation is to 3 purchase this truck from Tom Brookbank Chevrolet. Councilman Welch 4 so moved, seconded by Councilman Paust and on a call of the roll the 5 following was recorded: Ayes: Elstro, Williams, Paust, Hankinson, 6 Welch, Parker, Carter, Mills and Ahaus. Noes: None. The vote being 7 nine (9) to zero (0) in favor of the motion. 8 9 Item III truck cab & chassis from Fred First Ford as the lowest and 10 best bidder at $16,757.00. His recommendation is to purchase this 11 truck from Fred First Ford. Councilman Williams so moved, seconded 12 by Councilman Paust and on a call of the roll the following was re- 13 corded: Ayes: Elstro, Williams, Paust, Hankinson, Welch, Parker, 14 Carter, Mills and Ahaus. Noes: None. The vote being nine (9) to 15 zero (0) in favor of the motion. 16 17 Item I aerial device from Delphi Body Works on their alternate bid of 18 $26,166.00 as the lowest and best bidder. His recommendation is to 19 purchase this aerial device with body from Delphi Body Works. Councilman 20 Welch so moved, seconded by Councilman Parker and on a call of the roll 21 the following was recorded: Ayes: Elstro, Williams, Paust, Hankinson, 22 Welch, Parker, Carter, Mills and Ahaus. Noes: None. The vote being 23 nine (9) to zero (0) in favor of the motion. 24 25 Item II aerial device from Teco, Inc. for $34,334.00 as the lowest and 26 best bidder. His recommendation is to purchase this device from Teco, 27 Inc. Councilman Hankinson so moved, seconded by Councilman Welch and 28 on a call of the roll the following was recorded: Ayes: Elstro, 29 Williams, Paust, Hankinson, Welch, Parker, Carter, Mills and Ahaus. 30 Noes: None. The vote being nine (9) to zero (0) in favor of the motion. 31 32 Item III aerial device from Teco, Inc. for $31,712.00 as the lowest 33 and best bidder. His recommendation is to purchase this device from 34 Teco. Councilman Welch so moved, seconded by Councilman Hankinson 35 and on a call of the roll the following was recorded: Ayes: Elstro, 36 Williams, Paust, Hankinson, Welch, Parker, Carter, Mills and Ahaus. 37 Noes: None. The vote being nine (9) to zero (0) in favor of the motion. 38 39 Mr. Huffman reported he left the Legislature today when they were caucusing., 40 which will probably meet until midnight tonight as all bills on second read 41 ing have to be out today. The Joint Agency Bill, which RP&L has been fol- 42 lowing closely, is up for second reading today. He will be going back in 43 the morning to follow it through. Indications are that the bill will be 44 successful.
