HomeMy Public PortalAbout02-04-1980 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER AND LIGHT PLANT, FEBRUARY 4, 1980 1 The Common Council of the City of Richmond, Indiana, serving as a Board in 2 charge of the operation of the Richmond Power & Light Plant, met in regular 3 session February 4, 1980 at the hour of 7:00 p.m. in the Municipal Building 4 of said City. Chairman Ahaus presided with the following members present: 5 Messrs: Elstro, Williams, Hankinson, Welch, Parker, Carter, Mills and Paust. 6 Absent: None. The following business was had, to-wit: 7 11/ 8 Councilman Hankinson moved to approve the minutes of the previous meeting as 9 prepared, seconded by Councilman Welch and on unanimous voice vote the motion 10 was carried. 11 12 Councilman Carter moved the following bills, transfers and investments be 13 approved as submitted, seconded by Councilman Hankinson and on unanimous voice 14 vote the motion was carried: 15 16 APPROVE THE FOLLOWING: 17 Bills in the amount of $ 858,115.80 18 Bands and Interest Coupons 235,187.50 19 1 Payroll 99,856.49 20 i 21 INVESTMENTS PURCHASED: 22:. * Cash Operating Fund 550,000.00 23 ** Cash Reserve Fund 64,029.17 24 ** Cash Reserve Fund 138,170.82 25 ** Bond Sinking Fund ' 71,115.42 26 27 * Short Term Investments, (repurchae agreement) yielding 10.5 28 and 11.5% interest 29 ** U.S. Treasury Bills (repurchase agreement) maturing 7/1/80 30 yielding 11.5% 31 *** U.S._ Treasury Notes (repurchase agreement) maturing 1/2/81 III 32 yielding 10.0% 33 34 Chairman Ahaus announced the Board will be meeting on February 25 at RP&L at 35 7:00 p.m. 36 - - , 37 Chairman Ahaus announced he will be calling a' committee meeting of the Executive 38 Committee to study the rules by which capital expenditures will be made. 39 40 Councilman Mills, Chairman of the Street Light Committee, stated his Committee 41 requests that you get approval from the Board of Works for the City of Richmond 42 to pay for the electricity for the lights installed along IR-70 at the inter- 43 sections of US 35-38, US 27 and US-. 40. The electricity is presently being paid 44 for by the State of Indiana while the lights are under a test period. When 45 the State of Indiana accepts these new lights, the City of Richmond must be 46 ready to pay for the current.- Upon receipt of this authorization from the City, 4-7 RP&L will bill for the actual current consumed each month instead of a flat rate 48 as once proposed. 49' 50 Councilman Mills stated a petition is being gathered at Meadowbr.00k Road for 51 lighting. 52 53 Mr. Huffman presented a breakdown of the 3-833 KVA transformer bids which were 54 received at the previous meeting. These bids were evaluated on the thirty (30) 55 year basis of owning the unit. Mr. Huffman requested authorization to purchase 56 the three transformers from Westinghouse Electric Supply Company as the lowest 57 and best bid in the amount of $27,015. Councilman Mills so moved, seconded by 58 Councilman Welch and on a call of the roll the following was recorded: Ayes: 59 Elstro, Williams, Paust, Hankinson, Welch, Parker, Carter, Mills and Ahaus. 60 Noes: None. The vote being nine (9) to zero (0) in favor of the motion. 61 62 Mr. Huffman presented City Attorney Ed Anderson proof of publication for three 63 truck chassis, three bodies, three aerial devices and one small truck. Mr. 64 Anderson examined the proof and found it to lie in order. (1) $16,225.00 (2) $19,626.00 (3) $19,626.00 33 -13 3,750.00 -35 3,750.00 -25 2,500.00 34 $12,475.00 $15,876.00 $17,126.00 35 36 Councilman Welch moved the bids be taken under advisement, seconded by Council- 37 man Carter and on unanimous voice vote the motion was carried. 38 39 Mr. Huffman commented on comments made recently in the news media concerning 40 air pollution, which named RP&L as a violator according to the State's monitoring 41 system. Mr. Huffman stated certain conditions must exist for this reading, such 42 as wind blowing in a gushing 25 MPH from the south. He noted one day is an 43 exception; however, the second one is a violation. It took seven months for 44 this violation to happen. If required to rectify this situation, RP&L would 45 have to build a new stack which would cost approximately two million dollars. 46 This would be split up among the customers at an average approximate cost of 47 one hundred dollars per customer. RP&L will try to work something out with the 48 State. Councilman Carter noted Richmond is not the only city that is in a 49 non-attainment area. He further noted the only industry that would not be able 50 to locate in this area would be a coal burning industry and with the emphasis 51 more on using coal the EPA may relax the pollution rules. 52 53 There being no further business on motion duly made, seconded and passed the 54 meeting was adjourned. 55 56 Rick Ahaus 57 Chairman 58 59 ATTEST: JoEllen Trimble 60 City Clerk
