CITY OF RICHMOND, INDIANA, SERVING AS A BOARD
IN CHARGE OF THE OPERATION OF THE RICHMOND POWER
AND LIGHT PLANT, JANUARY 7, 1980
1 The Common Council of the City of Richmond, Indiana, serving as a Board in
2 charge of the operation of the Richmond Power & Light Plant, met in regular
3 session January 7, 1980 at the hour of 7:00 p.m. in the Municipal Building
4 of said City. Chairman Ahaus presided with the following members present:
5 Messrs. Elstro, Williams, Hankinson, Welch, Parker, Carter, Mills and Paust.
6 Absent: None. The following business was had, to-wit:

II/ 8 Councilman Williams moved to approve the minutes of the previous meeting as
9 prepared, seconded by Councilman Welch and on unanimous voice vote the motion
10 was carried.

12 Councilman Carter moved to approve the following bills, transfers from cash
13 operating fund and investments purchased as submitted, seconded by Councilman
14 Welch and on unanimous voice vote the motion was carried:

16 APPROVE THE FOLLOWING:
17 Bills in the amount of $1,011,312.65
18 Bonds & Interest Coupons -0-
19 1 Payroll 97,903.79

21 TRANSFER FROM CASH OPERATING FUND TO:
22 Depreciation Reserve Fund 3,702.97

24 INVESTMENTS PURCHASED:
25 Cash Operating Fund 1,035,000.00

28 * Short term investments, yielding 10.5 and 10.75%:interest

III32 Chairman Ahaus welcomed new Councilmen Larry Parker and Jim Hankinson to the
33 RP&L Board.

35 Chairman Ahaus announced the following four (4) standing committees for the
36 year 1980: Finance Committee, Employee Relations Committee, Street Light
37 Committee and the Executive Committee, which consists of the Chairmen of
38 the other Committees along with three (3) members of management plus the Chair-
39 man of the Board.

41 Chairman Ahaus announced the following Committee appointments:

43 Finance Committee: Jim Carter, Chairman, Bing Welch and Jim Hankinson

45 Employee Relations Committee: Ken Paust, Chairman, Bing Welch and Marion
46 Williams

48 Street Light Committee: Ken Mills, Chairman, Larry Parker and Jack Elstro

50 Chairman Ahaus announced the Executive meeting will be the 'second Monday of
51 January, the 14th, instead of the normal fourth Monday at 7:00 p.m. at RP&L.

53 General Manager Irving Huffman presented a letter he had drafted to the members
54 of the Legislature concerning the Joint Agency Bill. Mr. Huffman explained
55 this bill would allow all municipal systems to join together as a group with
56 themselves or with privately owned utility companies for the purpose of building
57 generating facilities.

59 Mr. Huffman submitted a proof of publication to City Attorney Ed Anderson for
60 transformers. Mr. Anderson stated the proof is in order. Councilman Welch
61 moved it be approved, seconded by Councilman Paust and on unanimous voice vote
62 the motion was carried.

64 The following bids for transformers were received and recorded:

18 Mr. Huffman requested the bids be referred to him for study, tabulation and
19 recommendation at the next meeting.

21 Councilman Mills so moved, seconded by Councilman Carter and on unanimous voice
22 vote the motion was carried.

24 Mr. Huffman requested to receive bids at the next meeting for a group of trans-
25 formers. Councilman Mills so moved, seconded by Councilman Paust and on
26 unanimous voice vote the motion was carried.

28 There being no further business on motion duly made, seconded and passed the
29 meeting was adjourned.
