COUNCIL MEETING
A Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Mayor Daniel J. Reiman at 6:00 p.m.,
Thursday, April 19, 2018, Council Chambers, Memorial Municipal
Building, 61 Cooke Avenue, Carteret, New Jersey.
Upon Individual Roll Call the following were noted present:
Councilmember Vincent Bellino

Dennis DiMascio

It Susan Naples
Also noted present was Kathleen M. Barney, Municipal Clerk and NOTED PRESENT
Robert J. Bergen, Esq., Law Director.
Noted absent was Councilmember Ajmar Johal. NOTED ABSENT
The meeting was opened with a moment of silent prayer and the SILENT PRAYER / PLEDGE
Pledge of Allegiance led by Councilmember Randy Krum. OF ALLEGIANCE
The Clerk stated that the 2018 Annual Notice was mailed to The Home STATEMENT OF MEETING
News Tribune, The Star Ledger and posted on the Bulletin Board on NOTICE
December 28, 2017. Notice was published in The Home News Tribune
and The Star Ledger on January 5, 2018.
Upon MMS &C by Councilmembers Diaz and Krum and unanimous
affirmative vote of the five Councilmembers present, the minutes of
April 5, 2018 were approved as transcribed and engrossed by the Clerk.

PRESENTATION — SUE Mayor Reiman introduced Sue Catrone. She is a well known local artist.
CATRONE AND THE Presentation — National Arts Honor Society
NATIONAL ART HONOR
SOCIETY Sue Catrone and the National Arts Honor Society Representatives
explained the society and how it's students excel in Art. They also do
volunteer work and work with the schools in the after -care program.
This year the society picked Mayor Reiman's Childrens Charity as their
Charity to raise funds for.
The National Arts Honor Society presented a Five Hundred Dollar
($500.00) check to the Mayor Daniel J. Reiman Children's Charity Trust
Fund.
Mayor Reiman explained the Pianos in the Park Program and thanked
them for the contribution.
FIRST READING -
ORDINANCE #18 -7 was introduced and adopted on first reading and
the Municipal Clerk authorized and directed to advertise same for

ORDINANCE #18 -8 was introduced and adopted on first reading and
the Municipal Clerk authorized and directed to advertise same for
Public Hearing to be held May 3, 2018, Upon MMS &C by
Councilmembers Diaz and Bellino. Upon individual roll call vote
Councilmembers Bellino, Diaz, DiMascio, Krum and Naples voted in
the affirmative. Councilmember Johal was noted absent.

The clerk stated that Ordinance #18 -6 was introduced and adopted
on First Reading on April 5, 2018. It was duly published in The Star
Ledger on April 9, 2018 with notice that it will be considered for final
passage after Public Hearing to be held on April 19, 2018 at
approximately 6:00 p.m. The Ordinance was posted on the bulletin
board and copies were made available to the general public and
according to law, she read the Ordinance by title.
Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous
affirmative vote of the five (5) Councilmembers present, Mayor
Reiman declared the Public Hearing to be open.
There being no comments or objections to the Ordinance, Mayor
Reiman declared the Public Hearing to be closed, upon MMS &C, by
Councilmembers Diaz and Bellino and unanimous affirmative vote of
the five (5) Councilmembers present.
Upon MMS &C, by Councilmembers Diaz and Bellino

was finally adopted. Upon individual roll call vote Councilmembers
Bellino, Diaz, DiMascio and Krum voted in the affirmative.
Councilmember Naples abstained. Councilmember Johal was noted
absent.

PUBLIC PORTIONS OPEN A copy of each Resolution was placed on the table for public review
prior to the meeting in accordance with the Rules of Council
upon MMS &C, by Councilmembers Diaz and Krum and unanimous
affirmative vote of the five (5) Councilmembers present, the meeting
was opened for public input on all Resolutions / Agenda items and
new business.
PUBLIC PORTIONS CLOSED There being no further comments or objections to the
Resolutions /Agenda items or new business, upon MMS &C, by
Councilmembers Diaz and Bellino and unanimous affirmative vote of
the five (5) Councilmembers present, the public portion of the meeting
was closed.

Mayor Reiman stated that New Applications were received for the
Carteret Volunteer Fire Department. NEW APPLICATIONS

Upon MMS &C by Councilmembers Diaz & Krum, the application was APPROVED
approved and ordered to be received and placed on file. Upon
individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio,
Krum and Naples voted in the Affirmative. Councilmember Johal was
noted absent.
Upon MMS &C by Councilmembers Diaz and Bellino, all bills appearing PAYMENT OF BILLS
on the prepared list, properly audited and signed, were ordered to be
paid. Upon Individual Roll Call Vote Councilmembers Bellino, Diaz,
DiMascio, Krum and Naples voted in the Affirmative. Councilmember
Johal was noted absent.
COMMITTEES:
BUILDINGS & GROUNDS — In the absence of Committee Chairman
Johal, Mayor Reiman reported progress.
FINANCE & ADMINISTRATION — For Committee Chairman Diaz, Mayor
Reiman reported progress.
FIRE & DOMESTIC PREPAREDNESS — Committee Chairman Krum
Congratulated the new Firefighters and Firefighter applicant. He
stated progress.

PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairman
Bellino stated it's been nice out and everything is turning green.
POLICE - Committee Chairman Naples stated Police Officers and
Special Law Enforcement Officers will soon be graduating the Academy
so there will be more people on the road.
PUBLIC WORKS - Committee Chairman DiMascio reported he was glad
there wasn't any more snow. The streets and Roads Department is out
fixing potholes.
BOARD OF EDUCATION — Committee Chairman Naples stated progress.
ADJOURNED After no further discussion, upon MMS &C by Councilmembers Diaz
and Bellino and unanimous affirmative vote of the five (5)
Councilmembers present, the meeting was Adjourned at
approximately 6:11 p.m.
