3) OPEN SPACE DISCUSSION. At a recent Village Board meeting, the staff was directed to place
this item on the Agenda in conjunction with our discussion about amending the Park Donation
Ordinance. Open space may be defined simply as "land that is not built upon." However, such a
definition is insufficient to describe its real purposes. Open space needs to be accessible by the
public and visually attractive. From time to time it needs to provide the utilitarian purposes of active
recreation like soccer and bike trails, or the purpose of flood control and detention. Sometimes it
needs to preserve and enhance the environment, such as prairie or agricultural restoration or passive
garden spots. These multiple purposes create one's sense of community and to the degree they are
implemented they help define and provide for the community's quality of life.
The Park District has been asked to submit their thoughts and concepts about open space. This,
together with the attached staff report, gives us the opportunity to initiate plans and objectives to
reach some common understandings.
