HomeMy Public PortalAbout05-21-1979 PROCEEDINGS OF THE COMMON COUNCILOF THE CITY., OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, MAY 21, 1979 1 The Common Council of the City of Richmond, Indiana, serving as a Board in 2 charge of the operation of the Richmond Power & Light Plant, met in regular 3 session May 21, 1979 at the hour of 7:00 p.m. in the Municipal Building of 4 said City. Councilman Ahaus presided with the following members present: III5 Messrs. Elstro, Williams, Whitesell,, Mills, Carter, Paust and Welch. Absent: 6 Austerman. The following business was had, to-wit: 7 8 Councilman Paust moved to approve the minutes of the previous meeting as 9 prepared, seconded by Councilman Williams and on unanimous voice vote, the 10 motion was carried. 11 12 Councilman Welch moved to approve the following bills, transfers and 13 investments as listed on the agenda, seconded by Councilman Carter and on 14 unanimous voice vote, the motion was carried: 15 16 APPROVE THE FOLLOWING: 17 Bills in the amount of $ 335,286.25 18 Bonds and Interest Coupons 256.25 19 1 Payroll 89,896.67 20 21 TRANSFERS FROM" CASH"OPERATING FUND TO: 22 Cash Reserve Fund 67,105 .92 23 Depreciation Reserve Fund 9, 770.47 24 Utility Bond Sinking Fund 68,438.32 25 26 INVESTMENTS PURCHASED: 27 *Cash Operating Fund 1,307,000.00 28 *Depreciation Reserve Fund 847,394.00 29 *Consumers Deposit Fund 27,000.00 30 **Utility Bond Reserve Fund 665,731.00 31 32 *Treasury Notes maturing between 5/18 and 12/9/79 yielding 9 to 9.875% 33 **C.D. maturing 12/10/79, yielding 9.875% 34 35 Chairman Ahaus announced the Executive meeting will be Tuesday,May 29:---as=May 28 is 36 a holiday, at RP&L. The Ordinance for the establishment of the Executive 37 Committee willbe discussed at this meeting. 38 39 Councilman Mills corrected the agenda sent from RP&L on the street light 40 progress, item #3, to read"North of '0"' Street". 41 42 Mr. Huffman presented Proof of Publication for a 1979 pick-up truck to City 43 Attorney Ed Anderson for approval. Mr. Anderson found it to be in order. 44 Councilman Mills moved to accept and file the proof, seconded by Councilman 45 Paust and on unanimous voice vote, the motion was_ carried. 46 47 The following bid was received and recorded: Tom Brookbank.Chevrolet for 48 $6,164.33 less allowance of $1,505.33 for trade-in, with a_net difference of , 49 $4,659.00. Mr. Huffman requested the bid:. be referred to him for study, 50 tabulation and recommendation.. Councilman Mills so moved, seconded by 51 Councilman Welch and on unanimous voice vote, the motion was carried. 52 53 General Manger Irving Huffman stated RP&L was ordered before the Public ServiceIII 54 Commission to have a fuel clause hearing on May 14; however this was 55 re-scheduled for May 24, and has now been delayed until June 1 at 9:00 a.m.' 56 Discussion at this hearing would be to. set rules everyone should follow. 57 The consumer will not lose even though the hearing is delayed. RP&L Minutes Cont. May 21, 1979 Page 2 1 Mr. Huffman stated the State Air Pollution Implementation Plan will be 2 adopted this Wednesday by the Air Pollution. Control Board. This Board recently 3 had a decision in the Hancock County Court to go against them. RP&L had 4 stated this Board had not followed the rules in declaring an area non-attainment. 5 Indianapolis Power & Light and the Indianapolis Chamber of Commerce filed 6 this suit and the Judge ruled against the Board based upon the Board not 7 following the rules that had been outlined in the procedure to declare a county 8 non-attainment. The Judge made a broad ruling in saying that Marion County 9 and other territories declared non-attainment: .Based- upon this,. Wayne County 10 is no longer a non-attainment area. RP&L's Attorney has filed a copy of this 11 ruling with the Indiana Air Pollution Control Board and with EPA in Chicago, 12 requesting Wayne County be removed from the Federal Register as being a 13 non-attainment-area. 14 15 There being no further business on motion duly made, seconded and passed, the 16 meeting was adjourned. 17 18 Rick Ahaus 19 Chairman 20 21 ATTEST: JoEllen Trimble 22 City Clerk
